PF 151 Crisis Respnse Plan Users Guide Prperty Standards Updated April 13, 2015 GENERAL All camp staff and key camp vlunteers are t be trained in implementing the Camp s Crisis Respnse Plan. All camp staff and key camp vlunteers are t be trained in Standard First Aid and CPR. An annual check is t be cnducted; prir t a majr event wuld be gd time; t review the plan, ensure emergency numbers and equipment are in place, and that any lgs r paperwrk is in rder ready fr cmpletin. Persn respnsible fr updating, training and implementatin f the plan is the n-site persn charged with versight f the camp, Eg Camp Directr, Camp Warden r Camp Ranger fr camps with such staff; DCC-Prperties/Camping, Camp Cmmittee Chair, r Camp Chief fr ther nn-staffed sites. 1) Definitin A crisis is defined as an unstable r crucial time r state f affairs; an emtinally significant event r radical change f status in a persn s life r a serius endangerment t prperty. Events that may be cnstituted a crisis include (but is nt limited t) a missing camper, serius injury t a camper r staff, a water related emergency, natural disasters, fire, intruder in camp and lss f life. 2) Level f Respnse The level f respnse t a situatin will be established by the Camp Warden/Directr. There are typically three levels f respnse. The fllwing situatins are mere suggestins fr each categry. Other situatins are applicable and must be ranked accrdingly. Lw: Medium: High: Minr injury t camper, r ther situatins which may nt require the Crisis Respnse Team t act, and nt invlving any utside agencies. Nn-life threatening injury t camper requiring ambulance transprt, missing camper n main camp site nt assumed injured, r ther situatins that may invlve the Crisis Respnse Team in sme capacity. Life threatening injury requiring ambulance transprt, camper missing fr mre than 10 minutes, camper missing and presumed injured r disabled, camper missing that is nt in main camp, lss f life, fire in camp, natural disasters. These situatins will require full activatin f the Crisis Respnse Team, and will likely include utside agencies fr assistance. Page 1 f 5
3) Crisis Respnse Team The Crisis Respnse Team (CRT) may be cmprised f the fllwing peple. Team members may cmbine respnsibilities r add members depending n prperty management team already in place. Belw are suggested members. a. Crisis Respnse Team Leader b. Camp Directr/Warden c. Camp Prgram Directr d. Senir Staff i. Usually present during summer camp perids e. Camp Paramedic / Nurse / Dctr f. Other staff as required 4) Outside Agencies The level f respnse may require assistance frm utside agencies. Eg. lcal plice department, fire department, ambulance, Ministry f the Envirnment, Health Inspectr, bus cmpany. PHASE ONE: Creating Crisis Respnse Manual/Kit/Team Review any existing Crisis Respnse Manual n an annual basis. Create list f Emergency numbers and utside agencies, review and update annually. Als include Scuting cntacts such as Executive Directr. Print emergency directins t prperty and pst at all fixed phnes. Create a Crisis Respnse Lg sheet and have several cpies ready fr use. Recrd actins, persns invlved and cmments in the lg. Print current Scuts Canada Incident Reprt frm, have several cpies available. Wrking with Executive Directr, create a media respnse plan. Designate a Crisis Headquarters. Ensure several cpies f all abve emergency lists and frms are available at the Crisis Headquarters. Als have ready a kit with clipbards, pens/pencils, blank paper, weather radi, walkie-talkie sets and flashlights. Create a Crisis Respnse Team (CRT). Pst list f team members in camp ffice and at Crisis Headquarters (if different lcale than camp ffice). Create a Crisis Supprt Team. Pst names and cntact inf in camp ffice and at Crisis Headquarters. Include Scuts Canada immediate cntacts, insurance cmpany, medical dctr, Children s Aid Sciety, clergy. PHASE TWO: Respnding t an Emergency Take immediate first aid steps as scene dictates. PHASE THREE: Mbilizing Crisis Respnse Team Cntact members f CRT and meet at Crisis Headquarters. Briefing and nging situatin managed by CRT leader. Determine curse f actin, delegate respnsibilities and respnd accrdingly. Assess and dcument: a) What is/was the exact situatin? b) Wh is invlved in the situatin? c) What actin has already been taken? d) What is the level f respnse? e) What further actin must be taken? Actin t be taken by each CRT member shall include: 1. These cpies are t be destryed nce the situatin is reslved fr privacy purpses. Obtain Scuts Canada Incident Reprt frm and fill ut pertinent infrmatin regarding campers r staff invlved. Begin t take aside any first hand witnesses and dcument what they have witnessed. Keep witnesses away frm general ppulatin until statements can be received. Speak with witnesses t see if they require any attentin at that time (medical r psychlgical) and reprt t CRT Leader. G t the scene f the situatin (if safe t d s) and dcument pertinent infrmatin such as cnditins, what yu see, and what is happening. Begin t take aside any first hand witnesses and dcument what they have witnessed. Keep witnesses away frm general ppulatin until statements can be received. PHASE FOUR: Cmmunicatins One persn f CRT is designated as spkespersn. Ensure that staff are aware nly the designated spkespersn speaks n behalf f Scuts Canada. Cmmunicate base facts f incident t staff. Determine and put int effect any necessary staffing changes t accmmdate the situatin. Keep staff updated as situatin prgresses.status f injured persn(s), arrival f additinal persnnel, media attentin. CRT t determine level f cmmunicatin with campers. Cnsider bunkmates f injured persn, ther relatives in camp, campers wh witnessed the event, update n status f injured persn. Camp Directr r Camp Prgram Directr t ntify parents/guardians. Cmpse statement with facts, current status and next steps. Have cntact inf and address f health facility the injured persn is being treated. Camp Directr t ensure Field Operatins Manager is updated as situatin prgresses. Media release, if required, t be c-rdinated with Field Operatins Manager and Cuncil Executive Directr. Keep t the facts. Eliminate pinins, criticism, identity f persns invlved, extent f damages. Lg all media cntact. PHASE FIVE: Fllw-up and Supprt Debrief situatin with CRT members. Peridically check in with members f CRT. Check in with any persns wh have left camp. Cnsider any revisins t the Crisis Respnse Plan. Refill crisis kits. File all reprts, keep a cpy. Includes Incident Reprt Frm, camp medical insurance, wrkers cmpensatin, camp liability insurance, Children s Aid Sciety, lcal and prvincial agencies. Prepare letter t parents f campers heading hme t explain incident and prvide cntact infrmatin shuld they seek further clarificatin r have questins. Spend time with staff and campers. Return t daily rutines. Maintain cntacts with friends, family and supervisr. Ensure all invlved are prvided with sme free time. Arrange fr cunselling t be available if incident dictates. Page 5 f 5
