NEW METROPOLITAN AND MICROPOLITAN STATISTICAL AREA DELINEATIONS The Office of Management and Budget (OMB) has released a new list of core-based statistical areas: metropolitan, micropolitan and combined statistical areas. The new delineation reflects both new standards and new data from the Census Bureau. BLS will eventually adopt these new area definitions for its statistical programs, but it may be several years before the new definitions are applied. Following each decennial census, new standards for core-based statistical areas may be implemented, and new population and commuting data are used to delineate those areas. Census commuting data are no longer collected as part of the decennial census long form. New data from the American Community Survey (ACS) 5-year estimates for 2006-2010 were used for the most recent determinations. Among Missouri s metropolitan statistical areas (MSA s), the only apparent changes were the elimination of Howard County from the Columbia MSA and Washington County from the St. Louis MSA. Each county failed to meet the threshold of 25 percent commuting to central county(ies) of the MSA s. Columbia is now the only single-county MSA in Missouri. The only noted change in micropolitan areas occurred in the Fort Madison-Keokuk Micropolitan Area, of which Clark County, Missouri is a part. Hancock County, Illinois was added to this area, making it a three-state area. Iowa will presumably continue to be the controlling state for LAUS purposes. There have been a lot of changes in Combined Statistical Areas (CSA s.) A CSA is a combination of two or more adjoining core-based statistical areas that meet minimum standards of commuting among the areas. The commuting thresholds for joining MSA s or micropolitan areas into a CSA are lower than they would be to be part of a single MSA or micropolitan area. Many new CSA s have been created and others expanded as a result of new standards as well as incorporation of new data. In Missouri there are new CSA s: Columbia-Moberly-Mexico CSA [combination of Columbia MSA with Mexico and Moberly Micropolitan Areas] Springfield-Branson CSA [combination of Springfield MSA with Branson Micropolitan Area] Joplin-Miami CSA [combination of Joplin MSA with Miami (OK) Micropolitan Area] Quincy-Hannibal CSA [combination of Hannibal and Quincy (IL-MO) Micropolitan Areas] There are also expanded CSA s: Kansas City CSA [adds St. Joseph MSA, Lawrence (KS) MSA, and Ottawa (KS) Micropolitan Area to previous CSA that included the Kansas City MSA, Warrensburg Micropolitan Area, and Atchison (KS) Micropolitan Area.]
St. Louis CSA [adds Centralia (IL) Micropolitan Area to previous CSA that included the St. Louis MSA and Farmington Micropolitan Area.] Since CSA data are calculated by summing their component parts, no change in estimating procedures is necessary.
