1..2.. TERMS OF PAYMENT 1.2.1. PAYMENT METHODS 1.2.1.1. AVIATION FEES A/ GENERAL PROVISIONS Aviation fees are payable in cash before take-off. If the user fails to make a cash payment, an invoice will be issued at the end of each week with an additional invoicing charge equal to 8.00 exclusive of VAT. That invoicing charge shall not discharge the user from the payment of the collection and litigation charges provided below. However, the following users may be exempted from that obligation and from invoicing charges; in that case, invoices shall be issued periodically per week in arrears. Such users include: Users based in the airport facilities or with premises in the facilities Regular users who have expressly requested such exemption and have the approval of the Strasbourg Airport, which approval may be withdrawn at any time, Users whose fees are paid by accredited agents, Users who have only used the touch-and-go facility during the period in question. B/ PAYMENT In cash to the airport assistant. In cash at the information counter of the passenger terminal. Of an invoice issued by the airport authorities. 1.2.1.2. TERMS OF PAYMENT All invoices are payable on the due date stated on the invoice, with no discount. 1.2.3. PENALTIES FOR LATE PAYMENT Interest on late payments All invoices issued by the Strasbourg Airport that are not paid on the due date shall give rise to a reminder invoice. In application of article L.441-6 of the Commercial Code, such reminder shall lead to the application of penalty for late payment on the totality of the amount due, at a rate of interest corresponding to the European Central Bank (ECB) refinancing rate plus 10 points and a lump sum of 40 exclusive of VAT for recovery costs (article D.441-5 of the Commercial Code) Litigation costs Any invoices that are outstanding after the second reminder shall be forwarded to the Litigation department. Such forwarding shall lead to the application of litigation costs in an amount fixed at 95 exclusive of VAT in addition to recovery costs. If litigation costs exceed this amount, a complementary invoice will be issued, on justification. - 8 - Price List 2017/2018

1.2.4. LITIGATION Litigation may take the following forms at the option of the Strasbourg Airport : Use of article L123-4 of the Civil Aviation Code : In case of non payment or partial payment of airport fees, en route fee, terminal navaid fee or administrative fine pronounced by Authority Controlling Aviation Noise Nuisance, the airport operator or the relevant State administrative Authority are allowed to require from the local judge the seizure of any aircraft operated by or belonging to the debtor after having given the debtor the notice to pay. The enforceable order of the judge is transmitted to the Authorities responsible for air traffic in the airport to ground the aircraft. The order is notified to the debtor and the owner of the aircraft when the debtor is the operator. Any expenses related to the seizure procedure are chargeable to the debtor. The payment of amount due results in the restoration of the aircraft. Procedures under ordinary law. 1.2.5. DEPOSIT / BANK GUARANTEE Air traffic activity All airlines using Strasbourg Airport shall submit deposit equal to the estimated aviation charges for a month. For seasonal and/or occasional activity, a bank guarantee covering the entire period of activity shall be supplied. Price List 2017/2018-9 -

2..1.. IINTRODUCTIION Users shall be responsible for informing the Invoicing department of the Strasbourg Airport of all changes to their fleets purchase, sale, rented aircraft, leasing, changes in aircraft characteristics etc. Failing that, the fees shall be charged on the basis of the characteristics known to the airport. 2..2.. GENERAL PRIINC IIPLE OF DOMESTIIC AND IINTERNATIIONAL CHARGES Domestic traffic includes flights to and from locations in the territory and the adjacent territorial waters subject to the sovereignty, protection or jurisdiction of France. All other flights are considered to be international traffic. The initial point of departure and final destination of the flight and therefore the fees applicable to the flight are determined by the flight number. That principle applies to landing fees, lighting fees and parking fees, with the exception of passenger fees. For passenger fees, the domestic charge applies to flights where the end destination of the flight number is in metropolitan France or Corsica (order of February 28 th 1981 published in the Official Journal of April 5 th 1981). The EU charge applies to flights where the end destination of the flight number is located in a member state of the European Union other than France. 2..3.. VALUE ADDED TAX 2.3.1. GENERAL PRINCIPLE VAT on aircraft services (landing, lighting, passengers, fuelling etc.) is charged at the current normal VAT rate. The VAT application regime for these services has been defined in the Budget Law of December 19 th 1978, summarised in the table below. 2.3.2. NOTES 2.3.2.1. FRENCH AIRLINES In order to benefit from exemption, French airlines are required to supply the Invoicing department of the Strasbourg Airport with an attestation covering the current year and certifying that their international traffic services account for at least 80% of the services operated by them. In the absence of the attestation, the Strasbourg Airport will apply VAT at the normal rate to its invoices. In that case, invoices issued shall undergo no correction and any VAT exemption shall only become effective from the date on which the attestation is sent as shown by the post stamp. 2.3.2.2. CHARTERED AIRCRAFT AND FLIGHTS ON BEHALF OF OTHER AIRLINES In all cases, VAT application shall be in accordance with the regime of the airline to which the airport services are charged. 2..4.. AIIRCRAFT WEIIGH IING SIIX TONS OR MORE 2.4.1. LANDING FEES Charge basis The landing fees are calculated on the basis of maximum take-off mass as stated on the airworthiness certificate of the aircraft, rounded up to the nearest ton, as stated in the Veritas register for the current year. The charges provided below are adjusted on the basis of the noise produced by aircraft with a maximum take-off mass above six tons. Each aircraft is classified by the Ministry of Transport in one of the five noise categories defined by the order of February 26 th, 2009. Each category has been allocated an adjustment coefficient. PARKING FEES Charge basis The parking fees are calculated by hour of parking on the basis of maximum take-off mass as stated on the airworthiness certificate of the aircraft, rounded up to the nearest ton, as stated on Veritas register for the current year. Aircraft parking time is counted between the touchdown time and the take-off time. The hours are calculated in indivisible wholes. Aircraft can park free of charge for an hour. 2..6.. IINCENTIIVE PLAN FOR NEW ROUTES All these measures are implemented by the airport acting as a wise operator in market economy aiming a strong growth in traffic, according to the 2014/C 99/03 guidelines on State aid to airports and airlines. All of these measures are applicable to a company providing an increasing total seats offer, considering all routes combined. Is considered as a new route, a destination which has not been serviced in the past 12 months by any airline to/from Strasbourg Airport, with a regular non stop flight (special flights are excluded). There is a minimum requirement of one weekly frequency for a period of at least 4 months to be qualified as a new destination, with its own catchment area. 2.6.1. REDUCTION OF AERONAUTICAL FEES Any airline starting a regular flight towards a new passenger destination as defined above will be granted a rebate on the landing fees and passenger fees according to following schedule : 1 st year 75% 2 nd year 50% 3 rd year 25% At the end of this 36-month period, the tariff will be in accordance with the one defined in the present price list. The airline will lose these tariff rebates if : it does not respect the announced flight programme for other reason than force majeure, the airport fees are dishonoured the destination is a PSO The incentive plan shall apply to all companies taking over a destination stopped by an other company, even if the one year grace period is not respected. 2.6.2. MARKETING SUPPORT In addition to the rates already in effect for the new opening destinations, marketing support for route setup, studies, promotion and advertising costs are provided by the airport to all airline companies that propose to launch a new regular passenger flight not yet served from the airport, outside PSO destinations. The airline company is required to submit an assessed communication plan of all considered actions, which must be approved by the airport. Price List 2017/2018-21 -

The engagement provided for these expenses is settled on submission of supporting invoices, on the assessed communication plan, and limited to the following: 3 euros per departing passenger in the first year, 2.50 euros per departing passenger in the second year, 2 euros per departing passenger in the third year. This marketing support is strengthened on the international destinations : 4 euros per departing passenger in the first year, 3 euros per departing passenger in the second year, 2 euros per departing passenger in the third year. The seasonal airlines (operated only during one aeronautic season, but over several years) will be considered new as long as they are not operated for over 12 consecutive months. If during the period of this action a second carrier comes and offers the same destination, it will gain at the first flight of its program, the same measures, but at the current rate of the first carrier, and during the period of time which remains to cover for the first carrier. 2.6.3. BONUS FOR TRAFFIC DEVELOPMENT According to the article R224-2 of the civil aviation code, and in a general interest objective a tariff modulation of the passenger fee is implemented to improve the infrastructure use. A temporary reduction of 25 cents is proposed to the airline companies that meet the following conditions : The destination (route) of the airline company increases beyond the annual target fixed by the airport authorities, the total traffic of the airline company (all routes together) increases, the route does not benefit from any other incentive (reduction of aeronautical fees or marketing support). An assessment is made at the end of the calendar year, based on the annual traffic compared to the previous year. GENERAL AVIIATIION SERVIICES The services covered apply to general aviation and include at least the following: - guidance for positioning the aircraft and chocking - safety guide for passengers and crew to and from the passenger terminal. These services are optional except for aircrafts under the following conditions (in accordance with the AIP): - international flights, - flights operated outside the opening hours of the general aviation terminal (5 a.m. - 11 p.m. in local time). These flights are subject to notice and permission of the Airport Authorities and an additional fee of 90 eur ex VAT will be charged for each extra hour.
