ANNEX 1 SAFETY-RELATED TECHNICAL CO-OPERATION ACTIVITIES PLANNED AND CARRIED OUT DURING 2004 Project No. and title Activities AFRICA PG1301 Support to Maritime Administrations in Africa A sub-regional seminar on Facilitation of Maritime Traffic was held for participants from Angola, Comoros, Djibouti, Ethiopia, Eritrea, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Kenya, Seychelles, Tanzania and Uganda in Maputo, Mozambique from 24 to 28 May 2004. A five-day national seminar on flag State implementation scheduled to be held in October 2004 in Cote d Ivoire has been postponed due to unforeseen circumstances to 2005. A five-day national seminar on flag State implementation has been scheduled to be held in Gabon before December 2004. A regional training course for Maritime English Instructors scheduled to be held in October 2004 for Francophone Africa in Abidjan, Cote d Ivoire has been postponed due to unforeseen circumstances to 2005. PG9006 (global) A series of regional activities including advisory services and high-level meetings for MRCC establishment and SAR Co-ordination involving Angola, Comoros, Mozambique, Madagascar, Namibia, and South Africa has been scheduled between 2004 and 2005. A sub-regional seminar/workshop on Safe packing of Cargo Transport Units (CTUs) was held for participants from Cameroon, Cote d Ivoire, Gambia, Ghana, Nigeria, Senegal and Sierra Leone in Accra, Ghana from 19 to 23 July 2004. ARAB STATES AND MEDITERRANEAN PR273 Strengthening the maritime administrations of the Mediterranean: capacity-building for effective flag and port State functions PR332 Development and strengthening of flag State capability for the implementation of the ISM Code National advisory missions on flag and port State implementation scheduled for Israel in the first quarter of 2004 and later in the year for the Palestinian Authority have been postponed due to unforeseen circumstances to 2005. A one-week advisory mission on the implementation of the ISM Code planned for the Palestinian Authority in 2004 has been postponed due to unforeseen circumstances to 2005.

ANNEX 1 Page 2 PG606 PG607 Maritime safety administration, Arab/Mediterranean PG 608 Facilitation of Maritime traffic, Arab and Mediterranean (Global) PG2301 Support to Maritime Administrations, Arab States/Mediterranean A regional seminar/workshop on implementation of the STCW-F Convention is scheduled to be held in Kuwait in December 2004. A regional seminar/workshop on the implementation of the STCW-F Convention for participants from Algeria, Cyprus, Egypt, Jordan, Lebanon, Libya, Malta, Mauritania, Morocco, Syria, Tunisia and Turkey was held in Agadir, Morocco from 3 to 10 April 2004. National Advisory missions on the STCW Convention scheduled to take place in Jordan, Libya, and Syria in 2004 have been postponed due to unforeseen circumstances to 2005. A regional seminar on Facilitation of Maritime traffic for Algeria, Tunisia and Morocco was held in Algiers, Algeria from 23 to 26 May 2004. A FAL Advisory mission planned for the Arab/Mediterranean region for 2004 has been postponed to 2005. A regional training course on Quality Standards Familiarization (STCW) Convention for participants from Bahrain, Kuwait, Oman, Qatar and United Arab Emirates was held in Manama, Bahrain from 31 July to 4 August 2004. A regional course on Port State Control (PSC) for the countries in the Arab/Mediterranean region is scheduled to be held in Egypt in December 2004. A regional workshop on ISM auditing for Bahrain, Qatar, Kuwait, Saudi Arabia, Oman and United Arab Emirates is scheduled to be held in Muscat, Oman from 28 August to 1 September 2004. Advisory missions on the safety of non-convention ships were carried out in Egypt, Syria and Jordan between 20 April and 2 May 2004. A regional seminar on the safety of non-convention ships for Anglophone Mediterranean activities is scheduled to be held in Malta in December 2004. ASIA AND PACIFIC PG603 Maritime Safety Administration, Asia A regional seminar on Marine Casualty Investigation for Bangladesh, Cambodia, China, Democratic Republic of Korea, Islamic Republic of Iran, Myanmar, Pakistan, Sri Lanka and Thailand was held in Kuala Lumpur, Malaysia from 7 to 18 June 2004. A national training course on flag State implementation was held in Chittagong, Bangladesh from 5 to 9 April 2004. A regional training course on flag State implementation for Bangladesh, Cambodia, China, Democratic Republic of Korea, India, Indonesia,

ANNEX 1 Page 3 Islamic Republic of Iran, Malaysia, Maldives, Myanmar, Pakistan, Philippines, Republic of Korea, Sri Lanka, Thailand and Vietnam was held in Singapore from 26 to 30 July 2004 under the Singapore-IMO MoU on TCTP (Third Country Training Programme). PG3501 Maritime Safety and Prevention of Marine Pollution, Asia & Pacific Islands A regional training course for simulator instructors from Bangladesh, Brunei Darussalam, Cambodia, China, India, Indonesia, Islamic Republic of Iran, Malaysia, Maldives, Myanmar, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam was held in Singapore from 21 to 25 June 2004. A sub-regional training course for maritime English instructors from Cambodia, China, Indonesia, Thailand and Vietnam was held in Haiphong, Vietnam from 14 to 25 June 2004. A national training course on flag State implementation is scheduled to be held in Myanmar in November 2004. A national training course on safety regulations for non-convention sized ships is scheduled to be held in Vietnam in November 2004. PG3604 Maritime Development in the Pacific Islands & Asia PG9006 (global) A regional training course for instructors, examiners and assessors from Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu is scheduled to be held in Suva, Fiji from 31 August to 10 September 2004. A regional seminar on implementation of the 1993 Torremolinos Protocol for China, Hong Kong China, Indonesia, Japan, Republic of Korea, Macau, Malaysia, Myanmar, Philippines, Russian Federation, Thailand and Vietnam is scheduled to be held in Beijing, China from 21 to 24 September 2004. CIS/EASTERN EUROPE PR177 Regional plan for the co-ordination of SAR and GMDSS, Black Sea PR476 Seminars on facilitation of international maritime traffic A training course on SAR and GMDSS for Bulgaria, Georgia, Romania, Russian Federation, Turkey and Ukraine was held in Constanza, Romania from 30 March to 2 April 2004. A regional FAL seminar scheduled for the Eastern European countries in September 2004 has been postponed to 2005.

A national Maritime English instructors course is scheduled to be held in the Russian Federation in December 2004. LATIN AMERICA AND CARIBBEAN PG606 PG610 Maritime safety administration, Caribbean PG5101 Support to maritime development (Latin America) A regional seminar/workshop on implementation of the STCW-F Convention for Antigua & Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Suriname, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Trinidad & Tobago is scheduled to be held in St. George s, Grenada, from 11 to 15 October 2004. A regional workshop on flag State implementation and port State control for existing ship inspectors from Antigua & Barbuda, Anguilla, Bahamas, Dominica, Grenada, Guyana, Netherlands Antilles, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago, and Turks & Caicos Islands was held in Curacao, Netherlands Antilles from 19 to 30 April 2004. A sub-regional basic course for port State control inspectors was organized jointly by IMO and COCATRAM for the six ROCRAM-CA countries in Guatemala, from 28 June to 2 July 2004. A regional training course based on IMO model course 3.09 on port State control was organized jointly by IMO and the ROCRAM Secretariat in Colombia for the 13 ROCRAM countries from 28 June to 9 July 2004. A regional course for simulator instructors is scheduled to be organized jointly by IMO and the ROCRAM Secretariat in Chile for the 13 ROCRAM countries from 6 to 10 September 2004. PG 5201 Support to maritime development (Caribbean) A fourth Caribbean ship Inspector training course (CASIT 4) for 10 participants from the Caribbean States and territories is scheduled to be held in Port of Spain, Trinidad & Tobago, from 4 October to 3 December 2004. A regional workshop on port State control activities for Anguilla, Antigua & Barbuda, Aruba, Bahamas, Barbados, Belize, British Virgin Islands, Cayman Islands, Cuba, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, St Kitts & Nevis, St Lucia, St Vincent & the Grenadines, Suriname, Trinidad & Tobago, Turks & Caicos Islands is scheduled to be held in Kingston, Jamaica from 6 to 8 October 2004. A regional workshop for Senior administrators in the Caribbean region is scheduled to be held in December 2004.

Regional A course for ISPS Code auditors for Central America and the Dominican Republic was held in Panama in May 2004; A sub-regional seminar/workshop on the implementation of the ISPS Code scheduled to be held in July 2004 for Dominica, Grenada and St. Lucia has been postponed to 2005; and A refresher course on the ISPS Code is to be held for the Caribbean States & territories in Jamaica before the end of 2004 PG9009 Train the Trainers programme for Maritime security(global) The Secretariat has prepared and is conducting in 2004 sub-regional train-the-trainers courses in the following venues: Singapore, Canada, South Africa, Ghana and Dubai in 2004. Regional training courses have also been scheduled for 2005 for: Eastern and Southern Africa in Tanzania; West and Central Africa in Senegal; Arab States in Tunisia; Mediterranean countries in Malta; Pacific Islands in New Zealand;
