OPENING The meeting was opened by Mr. Mam Sait Jallow, Regional Director of the WACAF Regional office who welcomed the meeting participants from 9 States and 5 other organizations. The meeting was structured to provide a top-down briefing on the purpose, activities, work programme, financial contributions and oversight structure of the AFI FPP first. Secondly, the meeting made a detailed review of the programme document, being the foundational agreement to be signed by the host administration and all participating States in the programme. ASECNA also confirms its strong commitment to ensure the success of the Programme. BRIEFINGS Mr. Erwin Lassooij, PBN Programme Manager then provided a high level briefing on the need, type of activities and objectives of the programme. The objective of the meeting was to introduce the FPP concept as a viable means for sustatainable implementation of Flight procedures with the focus on PBN. The main area of activities would relate not only to procedure design, but also airspace design and regulatory approval aspects of flight procedures as well operational approval of air operators. Mr. Noppadol Pringvanich, Chief of the RSO in Beijing then continued with a briefing on the outcomes of APAC FPP. The briefing explained the structure, activities, outcomes and strategic directions of the APAC FPP starting from Phase 1 to the extension into Phase 2. The meeting agrees that the operations and structure of the APAC FPP can serve as a good example for the FPP in Africa. Mr. Frederic Legrand, manager of the FPP followed with a presentation, explaining the scope of services and the initial work programme for 2014 which would consist on four training programmes and at least two implementation projects. Mr. Gaoussou Konate, Deputy Director of the WACAF Regional office concluded the first by briefing the meeting on the oversight structure of the programme including the structure, role, responsibilities and composition of the Steering Committee. He also outlined the oversight monitoring and reporting procedure by ICAO. Mr. Frederic Legrand explained the FPP financial and resource requirement for 2014. Mr. Seboseso Machobane, ESAF Regional Officer, ATM, concluded the briefings with providing an outline on the financial structure to support the programme. PROGRAMME DOCUMENT REVIEW The remainder of the meeting concentrated reviewing the draft Programme Document in details and the following conclusions were made: Page 2 of 8

1. The meeting agreed that the Programme should be called African Flight Procedure Programme to cover participations from all States and territories within the African continent. 2. The meeting agreed that the duration of Phase 1 of the Programme is 2014 to 2017 and estimated start date of 2nd June 2014. 3. The meeting noted that donors are not part of the Programme Document and donors can be States and organizations. 4. Meeting seeks clarifications regarding the category of Participating States and the differences in their roles. Clarifications were satisfactorily provided. 5. The meeting agreed that the annual contribution amount for Active participating States for 2014 can be made on a voluntary basis at suggested amount of USD 10,000. 6. The meeting requested inclusion of Doc 4444 into section 2.3 Relevant Documents. 7. ASECNA confirms their intention for not providing middleware for automated procedure design software. 8. The meeting agreed that for the Chief, Operational Training and Data Specialist to be seconded from States from ESAF area to establish geographical balance between ESAF and WACAF. 9. The meeting requests ICAO to consider having the Programme Document in both English and French. 10. Kenya expressed its interest to become an APS and providing procedure designer instructors and students. 11. Nigeria expressed its interest to become an APS and providing a procedure designer. 12. Uganda expressed its interest to become an APS. 13. Cote d Ívoire expressed its interest to become an APS and providing students. 14. Mali expressed its interest to become an APS. 15. Senegal expressed its interest to become an APS. 16. ANSP from Mozambique expressed their strong support to the Programme and expressed its commitment to request the State to become a Participating State. 17. IATA and Airbus and the FAA expressed their strong support to the Programme. The meeting agreed on the following conclusions and next steps as follows: 1. All States represented in the meeting expressed its strong support to the Programme and recognized its values and urgency and will provide participants to the Programme Activities. 2. The draft document as amended by the comments from meeting would serve as basis for finalization of the Programme Document 3. Signing of the Programme Document is expected on 27 May 2014 and start of operations by 2nd June 2014. 4. Starting 2 June 2014, the duration of the programme should be 3 years initially with a renewable option. Name of the programme should be African Flight Procedure Programme. 5. States are encourages to sign up the programme as soon as practicable. 6. The meeting agreed that the annual contribution amount for Active Participating States for 2014 is suggested US$10000 on a voluntary basis; the mandatory contribution from Active participating States would start at in 2015. 7. ICAO WACAF will prepare a State Letter requesting States to sign the Programme Document. Page 3 of 8

The meeting agreed on the evaluation criteria for the programme: o o 1 July 2014: Go/no go decision based on establishment of the office using criteria listed below: o Prodoc signed by host organization end of May 2014 o Minimum of 5 active States signed up by May 2014, evenly divided over AFI o Operational office by 15 May 2014 (required space, phones, internet, computers and furniture) o ASECNA seconded personnel: Chief of procedure design, procedure designer, IT person, admin person report for duty 2 June o Report of the establishment activities through WACAF RD by 15 June 31 January 2015: Evaluation of success of programme for 2014 using criteria listed below: o Complete the activities in the work plan for 2014 (4 training and 2 implementation support activities) o Steering com conducted by end of 2014 and approve: Workplan 2015 Budget 2015 Contribution amount 2015 o Seconded personnel from ESAF States/Organizations: Agreement signed for Chief of operational training prior or at the Steering Com Agreement signed for Data specialist prior or at the Steering Com o Report of 2014 programme activities through WACAF RD by 15 January Page 4 of 8
