FAWLEY PARISH COUNCIL AMENITIES COMMITTEE Minutes of the Amenities Committee meeting held on Wednesday 05 October 2016 at 7pm in the Jubilee Hall, Fawley. Present: Cllr A Glass (Chairman), Cllr A Alvey, Cllr L Llewellyn, Cllr R Wappet. Also Present: Cllr B Coyston, Cllr K Smith, Cllr B Spearing, 2 members of the public. In attendance: Steve Postlethwaite, Clerk to the Council Mrs S Markides, Deputy Clerk Mrs P Coombes, Responsible Finance Officer Ian Souch, Centre & Sports Development Manager 1. Apologies: Apologies were sent by Cllr O Foster (personal). These were accepted. Post meeting it was noted that Cllrs S Read and P Wappet-Madden had also offered their apologies. 2. Declarations of interest and dispensations: a. To receive declarations of interest from councillors on items on the agenda Cllr Wappet declared a non-prejudicial interest in minute 6 Planning, as he is a member of the New Forest District Council Planning Committee. He stated that he would consider the applications on the evidence in front of him at this point in time. b. To receive written requests for dispensations for disclosable pecuniary interests (if any) None c. To grant any requests for dispensation as appropriate None 3. Minutes: RESOLVED: That the minutes of the meeting held on 20 July 2016 be signed as a correct record. Suspension of standing orders 4. PUBLIC SESSION: The members of the public present did not wish to speak. Standing orders reinstated 5. Chairman s Remarks: The Chairman advised of the following: We have been suffering a rise in anti-social behaviour including graffiti, vandalism and fires being started at QE2, Gang Warily Skate Park/Youth Shelter and the Blackfield and Langley football stand over the past month. The Clerk has had a meeting today with the local Police Inspector regarding this; the local police will include these areas in their patrol plan. Can I FPC20161005M Page 1
ask if you are out and about and see anything suspicious you please inform the Police providing as much information as possible? The next meeting of the New Forest Environmental Protection Liaison Committee will be held here at Jubilee Hall on Thursday, 13th October 2016 at 7.00 pm: we would welcome the public to this meeting. 6. Planning: a) Parish List: Full Planning Permission 16/10976 Block 6, Fawley Refinery, Cadland Road, Hardley, Fawley SO45 1TX Proposal: 2 Portable cabins; I operators building (No 3) We recommend permission. At this point in the meeting Cllrs present considered that whilst the next planning application on the agenda has been entered by Blackfield and Langley FC they should all declare a non-pecuniary and non-prejudicial interest as the Council is the land owner. To receive Monthly Sales Values July & August 2016: Members noted that due to the installation of a new till system at Gang Warily invoicing was running late and the figures provided are not a true like for like comparison. It was also noted that Jubilee Hall income will be affected in the future due to the loss of the Pre School booking. RESOLVED: To accept the Monthly Sales Values July & August 2016 (see attached Appendices A&B). 8. To receive a verbal update from the Centre & Sports Development Manager: The Centre & Sports Development Manager advised that a booking for the July 2017 Cycling Event has been taken which will provide an income of 1000. This time registration will take place in a marquee on the field which will allow the main hall to still be used for parties that weekend. Full details will be brought back to Council at a later date. The Firework event on Friday 04 November 2016 is being advertised; there is a new roller banner in place at the Co-Op Holbury. Following feedback received from previous years a bonfire will be made this time by the Grounds staff. There will be a Guy Fawkes competition in conjunction with Blackfield Primary School judged by Cllr Wappet as Chairman with a prize for the winner of a Disco Party at the Centre. Two student bands from the New Forest Academy will also be performing. Members noted the much appreciated donation by ExxonMobil of 1500 which has allowed the event to go ahead. A proposed new rota for staffing of the Centre will be discussed in the Private and Confidential session. A new appointment has been made at Jubilee Hall following the retirement of a staff member. Following advertisement there is interest in leasing the Café at Gang Warily and an Environmental Health Inspector has visited the site today to advise on changes required to bring the café up to standard. Members were happy that officers undertake a viability study on the future use of the café and report back on the decision reached. 9. To consider Amenities Budget Summary for 2017/18: Members thanked officers for the comprehensive report provided. The % increase in National Insurance costs which is due to Government changes in April 2016 and the increase in Pension costs which are due to FPC20161005M Page 3
new staff joining the scheme were noted. It was queried whether the council could consider an alternative pension scheme rather than the LGPS. A new water fountain /stand is required to meet hygiene standards whilst repairs are required to the roof at Gang Warily and also to the flooring. TO RECOMMEND: that the Amenities Budget Summary for 2017/18 be presented to the Policy, Resources and Personnel Committee meeting to be held on 16 November 2017 (see attached Appendix C). 10. Meeting Resolutions update; Minute 9, 20/7/16 ACTION: Cllr Llewellyn and Cllr Read to be coordinators to support the delivery of the Strategic Plan 16/19 from the members of the Amenities Committee. UPDATE: The responsibility to develop objective 3 The Community is with the Clerk and Cllrs Llewellyn and Read. It has been transposed into an Action Plan template and is being worked on. It was noted that a meeting of the coordinators and the Clerk is due to be held Friday 14 October 2016 Minute 10, 20/7/16 ACTION: To accept the recommendation of the Clerk to provide a report detailing the viability and options available for Jubilee Hall, Fawley. UPDATE: The completion has been delayed due to other priorities the Clerk has had to deal with. Several options are awaiting responses to assist with costs. The Clerk will aim for the report to be presented at the next meeting on 11 Jan 2017. The Clerk confirmed the update. Cllr Glass asked if anyone had any ideas on how to use Jubilee Hall in the future to contact the Clerk. 11. Correspondence: a) For information: NFDC Transportation Section: Temporary Road Closure Sunday 09 October 2016, C41 Newlands Road, Fawley between its junction with C85 Slades Hill and its junction with C119 Long Copse/Hampton Lane 1000hrs to 1010hrs, Junction of C41 Newlands Road with C119 Long Copse/Hampton Lane and C41 Rollestone Road 1004hrs to 1011hrs. Noted b) Available from the Office: Electoral Review of Hampshire: Final recommendations with invitation to participate in an online survey. Noted. 12. Cllrs news and comments. Cllrs are reminded that this agenda item involves no more than an exchange of information. Cllr Coyston advised of items found when undertaking pond maintenance at The Manor some of which had been provided to the Police. FPC20161005M Page 4
Cllr Wappet advised of his attendance at the military parade in Lyndhurst where NFDC formally awarded d the Freedom of the New Forest District to 17 Port & Maritime Regiment, Royal Logistic Corps. It had been a spectacular show enjoyed by everyone. Exclusion of public and press. RESOLVED: That, considering the confidential nature of the business to be transacted, the public, including the press, be excluded from the remainder of the meeting. 13. To receive a report on Staff Training: The training report was noted but due to printing costs needs to be produced in black and white only in the future. 14. Staffing matters: A proposed new rota for the Centre which should provide better coverage for busier periods has been presented to staff for consultation. Further changes may be required due to the working time directive. Staff have been informed of the results of the recent independent Pay and Grading Review with an appeal meeting for some staff members due to be held next Wednesday 12 October 2016. 15.
