Airline Dispatchers Federation 2016 Fall Business Meeting Las Vegas, NV October 11, 2016 1. Call to Order ADF Secretary Patrick Boyle called the meeting to order at 1310 local. 2. Roll Call Many new faces at our meeting and introductions went around the floor 3. Meeting Minutes from previous Board Meeting (July 23, 2016 DFW) The previous board meeting minutes were passed around the room for final viewing. 4. Officer Reports a. Opening Remarks/Nomination of ADF Board (EVP/Secretary per bylaws) Nominations for elections o John Schwoyer was nominated for Executive VP o Patrick Boyle was nominated for Secretary. o Both were unopposed and elected by acclimation. b. Presidents Reports (FPAW/FAA ACT CRM/ALPA/KCM/Video) FPAW Was held at the NTSB Headquarters in Washington, DC The group is working on NextGen weather products. The largest concern for dispatch is keeping the dispatcher in the loop when it comes to re-routes. ADF was not asked to speak however did voice it s opinion on operational control relationships between PIC and Aircraft Dispatcher. Aircraft Dispatchers were mentioned quite often during the conference. NBAA would like to have ADF spin off sub part to accommodate corporate dispatchers. (this involves bylaws change) Carla Caisse asked if this is part of CDM. Not at this time. ADF insuring those responsible for designing new WX products for industry get it right. Information from the meeting was passed around the floor. The group discussed weather products that they are currently using at their airlines and where improvements can be made.

FAA ACT CRM ARC Meeting held at the United Airlines Training Center in Denver Joe gave a brief overview on what has transpired. NTSB and other outside agencies are fully aware of the roll of Aircraft Dispatchers. CRM being designed to bring all groups in the loop (Dispatch, Flight Ops, Inflight, Maintenance and Airport Ops) John Schwoyer is assisting and reported also, Working on cross-functional pieces. Went over the current list of recommendations from the group to the FAA. Working on Guidance for all airlines. Human Factors is a major component. Jake Zelman asked if ATC is part of this group. Currently they are not part of this group as this is more internal CRM training involving all airlines and corporate operations. ATC has their own internal CRM training. Documents from the meeting were passed around the floor. ALPA Pilot Forum (DCA) Pilots understand the vital role of dispatch as it was discussed during many sessions. New ALPA Chairman introduced himself to the group in closed-door meeting. Those who attended closed door meeting were ALPA, ADF, APA, Corporate, NATCA, and other aviation professional. Discussion revolved around getting schools and people excited about our aviation profession outlining the many career paths available within our industry. ALPA designing a website to promote all airline professions. www.aviationworks4you.org (or.com) Set up as an outreach program. Larry Merchant asked who was funding this project. ALPA is funding and may ask for donations from other groups. We are working to attach a link to the ADF website. ALPA has asked the ADF to help populate the website with the job description and career path for future Aircraft Dispatchers. Talked with the group about SMS They are concerned with online training. They feel it is not sufficient They feel face-to-face instruction is a better approach. NTSB also recognizes the benefits of face-to-face instruction. Presentations from the meeting were passed around the floor.

KCM ADF Working with ALPA contacts for KCM for dispatch. There is a concern about granting access. People have been trying to use KCM on their own without authorization or KCM badges. One large issue is not having CREW on the airline ID. Ken Sharrar reported that Hawaiian used FAR Part 1 to add this to their dispatchers IDs. The process takes time, and money. Joe will try to schedule a meeting with KCM point of contact Dec of 2016 which will probably spill into 2017 Phil Brooks-Jumpseat issues FedEx has 4 aircraft without cockpit doors. Due to this they are unable to take offline jumpseaters. The same issue with the UPS 767 aircraft. Video Project Andrew Bagley had agreed to take the lead on this project (July 2016BM) Joe has forward our vendors contract to Andrew for viewing (after July meeting) Project and its progress was tabled until ATL winter meeting. c. Executive Vice Presidents Report NACSC FPM Working Group. Working on Atomization for dispatch issues Working on foundation of dispatch workload. d. ADF s Meeting Involvement (New/Old) The ATPAC workgroup has been disbanded. Patrick will be utilized elsewhere. e. Treasurer, ADF Financials Financials are always available upon written/email requests to the ADF President. Financials are on budget for the year. Currently 2169 members Approx. 2569 Active dispatchers in the US. ADF has 90 percent of Aircraft Dispatchers on books. ADF will look to gain other majors and express carriers in 2017 Larry asked about ADF s future growth at our previous meeting. Joe mentioned there is an option for growth with corporate dispatchers within NBAA ranks however ADF would need to amend its bylaws and vote

as a group for approval. At this time there are no plans change ADF s current membership model. f. Secretary Reports, DFW Meeting Minutes Approval NASA Airline Workshop. Held at NASA AMES Research Center. Looking on ways to help the dispatcher in both tools and situational awareness. Will be speaking at ADF Safety Summit. Motion to accept meeting minutes from the Summer Business Meeting. Jake Zelman made the motion. Seconded by Damon Wood. The floor carried the motion. g. Director/Others Reports Brian Brown Nothing to report Joe thanked Brian for his contributions with FAA ACT ARC group. Ken Sharrar HAL has an open invitation to sponsor a winter ADF meeting. Will help SWA board members with PS travel since they do not fly to Hawaii. ADF has all its locations set for 2017 business meetings and HAL s offer will be discussed at ADF s winter business meeting. (21JAN2017) As has been done in previous years, while on vacation on the islands, Joe plans to stop by HAL s dispatch headquarters offices and visit with each shift. Damon Wood Gave an update on what is happening within TWU Local 549 and AAL/US Air merged airlines. Paul Viola 29 new dispatchers this year at Delta. Slowing down on hiring. 435 Active dispatchers 17 dispatchers retired.

h. VP Reports Matt Berg Was unable to attend the IFALDA AGM. The March Business Meeting in LAS is set up. Joe will book NATCA CFS group after the new year. Catherine Jackson The tour of TRACON/TOWER has been set up for the summit. Tour is a go for 80 people, 2 groups at 1800 and 1900. Busses meet outside at 1730 and 1930 outside Harrah s check in counters NATCA Reps advise only US citizens allowed on this tour. Jake Zelman Working on 9/11 documentary. (on his own) Will preview clips during Summit Website is running real smooth Nothing else to report Larry Merchant Professional Air Carrier Development ARC. Working on including dispatch. ATC Program Complete the Picture ATC looks at the weather ATC offers route to dispatch first Should be an action item to talk with NATCA en route group. Southwest Pilots get weather in the cockpit and several have been rerouting themselves before consulting dispatch. Dispatcher needs to be proactive TALPA started on October 1 st. There have been challenges with airports entering in the wrong data, Working issues with SWA aircraft ACARS NO COMM. NEW AC issued for all ASAP programs (LOA/MOU) Professional Standards Group starting at Southwest. TARMAC rules have changed SWA moving to EWINS. NOTAM workgroup 10/25-10/26 and 11/15-11/17 Debbie Kowalewski Asked the group on how best to handle registrations at the last minute. FAA Memo issued on FICON reporting. They now advise but do not require the airport to issue if the field is wet. UAL will be hiring another class of 10-12 dispatchers to start in January.

Michelle Betcher DAL is having issues with their Surface Pads for the pilots. 3 Scholarships have been issued this year. ARAC Working on Airman Certification System. Looking at license for non-small drones. i. 2016 Summit discussion The group discussed the format and attendees of this year s summit. j. 2016-2017 Business Meeting Dates. January 21, 2017 Atlanta (hosted by DAL) March 20, 2017 Las Vegas (in conjunction with NATCA CFS) Jul 20, 2017 Chicago (TBD after New Years) October TBD Dallas, TX (SWA to host Safety Summit) Future 2018 ADF meeting locations will be discussed on ATL k. Other Business New ADF logo has been patented Crew lines at SFO and MDW will not allow dispatchers to go thru. Security now is recognizing that dispatch is the point of contact for any flight. Kenneth Kronberg.Joe thanked Kenneth for attending our meeting witnessing the great work being done by ADF s board member volunteers. It obvious that ADF and IFALDA has had strained relations due to some misunderstandings from previous leadership stated in a letter sent to ADF. Kenneth witnessed ADF s industry work first hand and agreed previous leaderships assumptions that ADF was Changing its Direction were false. Joe explained ADF s interests are with its members and our profession as Aircraft Dispatchers nothing personal whatsoever, just business. All agreed that communication within dispatch organizations would be key to the success of each organization. Joe recognizes that Kenneth was not involved with IFALDA s previous leadership and both agreed to move beyond IFALDA s letter sent. Joe advised Kenneth that ADF s door is always open to dialog about organizational issues. Kenneth gave overview of IFALDA s latest work. Rules are very different then that of the FAA Many issues for IFALDA are the same as the ADF. Would like to help re-establish a working relationship with the ADF again. IFALDA was in a dire situation financially when the letter was sent.

Assured ADF that current and future administration will keep the lines of communication open to ADF. Gave a brief overview of 2017 AGM in Buenos Aries ADF agreed to let Kenneth speak in the morning session 5.
