FRA Concepts a few more things FIR/UIR vs. ATC Sector Data FRA rules and conditions are often linked to ATC sectorization and not to state published FIR/UIR bounderies FUA Replacing CDR1 and CDR2 Dynamic airspace activations Conditional airspace availability RAD Number of restrictions (conditional usage) constantly growing, way too many and too complex... 9
Complexities & Issues
Complexity The flight planning environment has become too complex and dynamic for human beings Integrated system support and process automation is a must Things happen in the background (B2B) Back Office support becomes more and more important for daily operations 11
Implementation Issues FRA data initialization FRA rule implementation RAD and FUA implementation Software adaptions if required Testing of software, rules and data changes Pre-validation (4-6 weeks) Tracking of changes Deployment to customer environment Maturity of AIP information (2 AIRAC cycles prior effective date) Last minute changes 12
Performance Issues Complexity of FRA, RAD and FUA requires more and more iterations to identify optimum PLANNABLE trajectories. This has a measurable impact to calculation times which can not only be solved by additional hardware but requires software enhancements. Recent Optimizer enhancements by 30% introduced to Lido/Flight in 2017 have been more or less compensated for increasing number of iterations to find optimum trajectory caused by FRA implementations. Reduces flexibility for AO to react on short notice to changes/improvements. 13
Benefits
FRA benefits - CFSP view Best AVAILABLE route at time of planning, actual trajectories still differ a lot FRA IP is too complex (vertical connectivity, applicability period) and still quite restrictive and therefore offers limited benefits only Full FRA can provide tangible benefits However, AO plan minimum cost NOT distance considering Upper Air Data (winds) and costs: Fuel price ATC charges Crew cost Aircraft cost AO feedback required! High effort involved during implementation High effort involved during operations (support) Step by step approach increases effort on top 15
Outlook & Recommendations
Outlook (1) Joint AO consulting approach by NM and Lufthansa Systems starting next week Helping AO (Lido/Flight customers) to improve IFPS acceptance rate Aim is to identify and eliminate possible route causes for flight planning errors: @NM (CACD, IFPS) @ANSP (Publication) @CFSP (Data & Rules, Software) @AO (Data & Rules, Processes) Idea presented together with Andy Woolin from NM at the last Lido/Flight User Group Forum in November 2017 Customer feedback very positive 17
Outlook (2) Pre-validations by Lufthansa Systems Pre-validations by AO based on preloaded data and rules in the dynamic Lido/Flight Database utilizing Statistical Upper Air Data for testing Introducing TAXI & TOW information to ICAO ATS Plan field 18 in 2018 New Optimizer (VOLAR) planned for 2019 18
Recommendations CFSP Involvement Early involvement of CFSPs already during conception phase and for pre-validations RAD housekeeping Removal of obsolete rules Replacement of very complex rules by rather simple rules 19
Summary Lufthansa Systems is committed to support FRA implementations. CFSPs are key enablers for AOs to generate the best plannable route and profile for a flight based on their operational needs and commercial interest. Close cooperation between all stakeholders is essential to develop, test and deploy new procedures and regulations. Variety and complexity of FRA, rules and restrictions need to be reduced, keep it simple and consistent! Further harmonization between the different FRA implementations is required! 20
