Palmetto Street, Florence, SC 29506. These plans are for illustration purposes only, so the contractor can visualize the utility relocations. For detailed construction utility relocation plans, the contactor will need to coordinate with the utility owners to obtain copies. It is the responsibility of the Contractor to call SC811 and the non SC811 member utilities three (3) days prior to work so that the existing utilities can be properly marked. All utility relocation work for those who are inside the project limits will be verified and coordinated by the contractor during construction. UTILITY AS-BUILTS: The roadway contractor shall be responsible for the collection and incorporation of the utility asbuilts in their final submittal. All existing, proposed, and abandon lines must be shown. UTILITY RELOCATIONS: Santee Cooper Power (SC) (OH1/E1) (Power Distribution) Santee Cooper Power has an overhead 3-phase power line along the north side of West Broadway Street from project beginning around STA 14+00 35 LT and continues east to the end of the project around STA 23+60 30 LT. At STA 19+35 XL and 20+10 XL SC has overhead crossings towards Collins Street. The two overhead crossings connect at the pole at STA 10+48 18 RT on Collins Street and continues south on the west side to STA 12+70 23 RT. At STA 11+68 XL on Collins Street, there is a single phase overhead crossing. At STA 22+24 XL on West Broadway Street there is an overhead single phase crossing. Communication companies are attached on all legs of the SC s overhead distribution network.
It is intended before construction is to begin, SC will remove their overhead facilities from the pole at STA 16+77 30 LT on West Broadway Street to pole at STA 20+17 29 LT. SC will remove the overhead crossing at STA 19+35 XL and 20+10 XL. SC will remove the pole at STA 10+48 18 RT on Collins Street. SC will install a new pole at STA 20+03 27 LT and make a new span to the pole at STA 11+14 20 RT on Collins Street. SC will install a new span between the poles at STA 20+03 27 LT and STA 22+25 30 LT. Once SC receives an approved encroachment permit, work authorization letter, and the right-of-way is staked, SC will schedule their next available crew to perform their relocations. It will take SC 2 weeks to complete the relocations. Contractor to confirm time frames and relocation status. City of Myrtle Beach Water (COMB-W) (W1) City of Myrtle Beach Water has a 10-in PVC water main that runs along the south side of West Broad Street from project beginning and continues east to STA 21+83 21 RT where it crosses to the north side. It then continues east to the project end. This line is bored under the swash. At STA 10+26 18 LT on Collins Street, a 6-in PVC water main branches off the 10-in water main and continues south along Collins Street on the east side to the end of the project. At STA 10+43 22 RT on Collins Street, there is an existing fire hydrant. The 10-in water main will remain in place as is. At STA 10+50 15 LT, the 6-in water main will need to be dropped in place to accommodate the proposed drainage. Otherwise, the 6- in water main will remain in place as is. For the 6-in water main drop, adjustment of valves, meters and services, and any unforeseen construction conflicts, the City of Myrtle Beach will need 2 weeks notice before the relocation is needed and 5 days to complete the relocation. Contractor to confirm time frames and relocation status. City of Myrtle Beach - Sewer (COMB-S) (FS1A / FS1B) City of Myrtle Beach Sewer has a 20-in force sewer main that runs along the north side of West Broadway Street throughout the project limits. Through the area of the swash, the 20- in force main is attached to two (2) utility piers for a crossing over the swash. COMB-S has a 24-in force main that perpendicularly crosses West Broadway Street at STA 20+07 XL and then continues east along West Broadway Street to the project end. This 24-in force main also continues along the west side of Collins Street from STA 10+15 15 RT to project end. COMB-S also has a gravity system along the south side of West Broadway Street from STA 21+19 29 RT to STA 22+61 31 RT with a crossing at STA 22+39 XL. The 24-in force main will remain in place. Special drainage structures have been designed to accommodate the 24-in force main. See the drainage plans and details. The 20-in force main will be relocated between STA 16+67 18 LT and STA 19+68 20 LT. Valves at STA 19+90 18 LT and 19+99 21 LT will need to be adjusted to the new grade regardless of which relocation option is chosen below. For the valve work, the City of Myrtle Beach will need 2 weeks notice before the adjustments are needed and 5 days to complete the work. This will be performed by the City s in-house personnel.
The City is currently bidding 2 relocation options. The details are listed below. It is anticipated that the project will be under construction by September 1, 2017. It is the responsibility of the contractor to verify if this work has started and which option was chosen. The 3-week utility window allotted under this contract will apply to both options. The 3-week window will begin once the full detour is in place. Option A (FS1A): The proposed relocation route will cross West Broadway Street at STA 16+67 XL to the south side of West Broadway Street, then continue east and be bored under the swash about 60 from the relocated center line, then cross back over West Broadway Street at STA 19+67 and tie back into the existing force main. The existing force main crossing over the swash will be removed as well the piers and attached duct bank. The City of Myrtle Beach intends on completing the jack and bore of the 20-in force main under Withers Swash prior to construction beginning. However, for the two (2) crossings on West Broadway Street and the tie in work, the City of Myrtle Beach will perform those items once the project detour is active. The City s contractor will perform the east crossing first. The City of Myrtle Beach will need 2 weeks to complete the crossings, tie-ins, and pier removal. Option B (FS1B): The proposed relocation route will begin at STA 17+37 LT and tie-in at STA 19+86 LT. The force main will be located on a beam structure between STA 18+10 LT to STA 18+80 LT for an aerial crossing over the swash. The City of Myrtle Beach intends on completing the aerial crossing option prior to construction beginning. SCE&G - Gas (SCE&G) (G1) SCE&G has a 2-in steel gas line that ends at STA 14+25 10 RT on West Broadway Street. SCE&G has a 2-in steel gas line at STA 20+67 16 RT that continues east along West Broadway Street on the south side to the project end around STA 23+00 21 RT. Along the east side of Collins Street heading south, SCE&G has a service line. The service line will need to be adjusted to allow for the drainage installation at STA 10+54 26 LT. Otherwise, the gas lines are to remain in place. SCE&G will need 2 weeks notice before the relocation is needed and 5 days to complete the relocation. Contractor to confirm time frames and relocation status. Horry Telephone Cooperative Communications (HTC) (OH1/DB1) HTC has aerial facilities attached to the Santee Cooper pole line along the north side of West Broadway Street. HTC will relocate into a joint duct bank led by Frontier from STA 16+77 30 LT to STA 20+03 27 LT. HTC will also transfer to the new span between the poles at STA 20+03 27 LT and STA 22+25 30 LT on West Broadway Street.
It is the intention of HTC to perform this relocation prior to bridge construction. Once HTC is able to access SCDOT proposed right-of-way (Tract 2), it will take 4-6 weeks to complete the bore, pulling fiber, and splicing. Contractor to confirm time frames and relocation status. Charter Spectrum (f.k.a. Time Warner Cable) (Charter) (TV1/DB1/OH1) (CATV) Charter has aerial facilities attached to the Santee Cooper pole line along the north side of West Broadway Street. Charter also has aerial facilities along the west side of Collins Street and an underground service at STA 11+13 XL. Charter will relocate into a joint duct bank led by Frontier from STA 16+77 30 LT to STA 20+03 27 LT. Charter will also transfer to the new span between the poles at STA 20+03 27 LT and STA 22+25 30 LT on West Broadway Street and the new span between poles at STA 20+03 27 LT and the pole at STA 11+14 20 RT on Collins Street. It is the intention of Charter to relocate into the duct bank and transfer to Santee Cooper s new pole line prior to bridge construction. Once the conduit and Santee Cooper s new pole line are available, Charter will need 2 weeks to complete their relocations. Contractor to confirm time frames and relocation status. Frontier Communications (T2/DB1/OH1) Frontier has aerial facilities attached to the Santee Cooper pole line along the north side of West Broadway Street. Frontier also has an abandoned duct bank along West Broadway Street from project beginning around STA 13+95 15 LT to 24+73 43 LT. Frontier has a manhole at STA 18+98 27 LT which a 400 PR copper cable exits and heads east along West Broadway Street and then crosses to the south side of West Broadway Street at STA 20+25 XL and continues east to the project end around STA 23+15 20 RT. Frontier also has a service cable along the east side of Collins Street. Frontier will relocate into a joint duct bank led by themselves from STA 16+77 30 LT to STA 20+03 27 LT. Frontier will then transfer to the new span between the poles at STA 20+03 27 LT and STA 22+25 30 LT on West Broadway Street and continue aerially to the pole at STA 24+69 34 LT, where they will then transition to their existing manhole at STA 24+73 43 LT. The abandon duct bank crossing over the swash will be removed with the sewer work. It is the intention of Frontier to perform this relocation prior to bridge construction. Once the proposed SCDOT right-of-way is available, Frontier will need 6 weeks to complete the relocations. Contractor to confirm time frames and relocation status.
