August 14, 1998 in the city of Galaţi (Romania) was signed an agreement of foundation the Lower Danube Euroregion.
The creation of Agency for cross border cooperation Lower Danube Euroregion. Necessity to create a structure that would be responsible for cross border cooperation between the regions-members of Lower Danube Euroregion. The Decision of the Odessa Regional Council No. 245-XXIV from 1 st November 2003 About creation of the regional municipal non-profit organization Agency for cross border cooperation Lower Danube Euroregion. It was decided to create the agency in Reni. The Agency is a non-profit organization. Since September 22, 2006, according to the Odessa Regional Council Decision of 22 September 2006 No. 73 V, the agency control is exercised directly by Odessa Regional Council, in the person of the management of the regional council on property issues.
Agency support from EU through the implementation of the project "Business infrastructure in the Odessa region, " Lower Danube Euroregion In January 2003 in Odessa region has begun the realization of project according program TACIS CSB. The purpose of the project: а) the strengthening of the local SME (Small Medium Enterprises) sector in the Danube region and the Odessa region б) strengthening relations SME of Odessa region with Lower Danube Euroregion key-partners in Romania and Moldova.

Implementation period - December 2006 - October 2007. Was created five workshops on the development of souvenirs in Tulcea county, where from the Odessa region was attended by 10 students. Was conducted exchanges of experience in the field of ethnic culture, fairs were held, where they were exhibited souvenirs made by children, souvenirs that reflect and highlight the value of our ethnocultural regions.
The project - "Promoting tourism in Sulina - a pilot project for cooperation in the development of crossborder tourism in the Danube Delta" Project partners: The main partner - Sulina City Council and the Association "Sulina - the gateway to Europe" (Romania). Implementation period - January 2007 - December 2007. After spending two-way information seminar, were designed promotional materials to promote tourism products in the Danube Delta on both sides.

The project - "Delta without borders" - the promotion of cross-border tourism in the Danube Delta " Project partners: The main partner - Association "On the Road" (Tulcha, Romania), the Association of sustainable development of the Danube Delta (Tulcha, Romania), the Administration of the Danube Delta Biosphere Reserve (Tulcha, Romania), Odessa regional branch of the Ukrainian National Union development and support green tourism (Ukraine). Implementation period - from September 2007 to February 2009.
The project - "The Danube Delta in Europe" Project partners: The main partner - Tulcha County Council (Romania), Odessa regional branch of the Ukrainian National Union of development and support green tourism (Ukraine), Associate Partner - The organization "Friends of Nature" (Sibiu, Romania). Implementation period - from September 2007 to July 2009.
The project - Creation of single United Center of reservation in the Danube Delta" Project partners: The main partner - the Association «PROM TOUR DELTA» (Tulcha, Romania), the Administration of the Danube Delta Biosphere Reserve (Tulcha, Romania), Tulcha County Council (Romania). Implementation period - from October 2007 to July 2009.
Project - "Human resources in the tourism sector of Euroregion "Lower Danube Project partners: The main partner County Employment Agency of Tulcha (Romania), Izmail districtcity employment center. The project had several round tables with the participation of representatives of the Odessa Regional Council, Ukrainian employment centers of border areas, academic institutions of Ukraine and Romania. Implementation period - from September 2007 to October 2009.
The staff of the Agency, as of January 1, 2013, consists of 5 units: - Director; - General accountant; - Legal adviser; - Information manager; - Office Manager.

For certain reasons, the factory ceased its operation in 2010.
