HEBDEN BRIDGE TWINNING SOCIETY The Hebden Bridge Twinning Society advised that their new website www.hebdenbridgetwinning.org.uk was live, it was agreed that links on the HRTC website be established. The meeting was advised of a re-run of the recent concert in St Pol by Hebden Bridge Junior Band to be held on Friday 18 th July at the Trades Club with the Mayors Charity, the St Augustine s Centre to benefit. Events planned in the future included a Chilli & Wine Night on the 26 th September and a Accordion Orchestra Concert at the Little Theatre on Saturday 25 th October.
110. TOWN CRIER Seconded by Cllr Davenport and RESOLVED: that a contribution of 200.00 be given towards the cost of new Civic Regalia for the Town Crier. 111. TWINNING VISITS Reports were received from Cllr Timbers on a recent visit to St Pol with comments from the Hebden Bridge Twinning Society that the evening of British Culture had been very successful and that it had enthused young people to become involved with and join the Twinning Society. Cllr Timbers commented on the lack of press coverage locally relating to the visit. Arrangements for the upcoming visit from Warstein on the 4 th 6 th July were reviewed and confirmed. 112. TWINNING CELEBRATIONS 2015 Discussions took place regarding the date of celebrations for the joint 35 th - St Pol & 20 th - Warstein Anniversary Celebrations. Consideration was given to communications from both St Pol & Warstein, along with the Twinning Society. RESOLVED: that the Thursday 27 th August 2015 to the Tuesday 1 st September 2015 be the weekend of the celebrations with no more than 50 French guests and 25 German Guests able to be accommodated for the celebrations. However, should a visiting band wish to attend special arrangements will be made to accommodate this. RESOLVED: that the Town Clerk make arrangements to secure Hebden Bridge Town Hall for celebrations on Saturday 30 th August 2015. Requests were made to revisit the suggestion that a Fustian Knife be presented to the representatives of the Twin Towns at the anniversary celebrations. Meeting finished at 8.46pm

TWINNING CELEBRATIONS 2015 Discussions took place regarding the joint 35 th - St Pol & 20 th - Warstein Anniversary Celebrations. Seconded by Cllr Timbers and RESOLVED: that the item made at the workshop should be worn for the more informal get together on Sunday evening rather than the formal Civic Dinner. This could be made in to a competition. The lunch at the Chinese Buffet needs to be confirmed at the earliest convenience. HEBDEN BRIDGE TWINNING SOCIETY David Parry reported on the Societies recent meeting which had discussed the programme for August 2015 and potential ideas for artwork for the visit. 320. TWINNING VISITS A discussion followed regarding those who would wish, and are able to attend the celebration in St Pol on the 8 th, 9 th & 10 th May 2015. Councillors raised concerns due to the close proximity to the full council elections. It was moved by Cllr Gibbon Seconded by Cllr Trickett and RESOLVED: that the Mayor & Deputy Mayor 2014/15 be asked to represent the council along with Cllrs Dixon & Davenport. Should any be unable to attend they should advise the Clerk as soon as possible. The Clerk will seek advice on the legal position of the Mayor & Deputy Mayor should they not be re-elected to the council as the visit lies between the date of the full council elections (7 th May 2015) and the annual meeting of the Town Council (20 th May 2015). 321. TWINNING CELEBRATIONS 2015 The meeting considered received correspondence and reviewed the programme accordingly.
RESOLVED: that The celebration be shortened following requests from St Pol to finish on Sunday 30 th August 2015, with the Civic Service being removed from the programme. The Twining Society organise their function on Friday 28 th August 2015. The Civic Dinner be catered for by a finger buffet to enable greater capacity at the venue. The Twinning Society invite the Mayor of Pietrapaola to the weekend on a friendship basis. The Handmade Parade be approached to provide the activity on the Saturday afternoon which should link in with the Civic Dinner. As a beneficiary of the Town Council we hope they will support the celebrations generously. RESOLVED: that the Historical Society provide an exhibition on the History of Twinning in Hebden Royd at a cost of 500.00 and that a local designer be engaged to provide artwork as required for the celebration at a cost of 300.00. 322. BUDGET 2015/16 RESOLVED: that as agreed in principal last year by full council when setting the budget for 2014/15 4000.00 be allocated to the Twinning Committee for 2015/16. It was discussed that council should be aware of the return visits to St Pol & Warstein in 2016 and associated expenses. 323. HEBDEN BRIDGE TWINNING SOCIETY David Parry advised the meeting of fund raising for the Youth Travel Fund to take place in the Trades Club on Tuesday 17 th February. Discussions had taken place with representatives from Paratico, Italy and a suggestion that small group meet was agreed in principal by the Twinning Society. This is to be developed by the Twinning Society. The Twinning Society had been very clear in discussions regarding the differing roles the Town Council and the Twinning Society took. 474. TWINNING VISITS St Pol & Warstein 50 th Anniversary to be held in St Pol Friday 8 th May 2015 to Sunday 10 th May - The party was confirmed with travel to be made by rail. Seconded by Cllr Gibbon and RESOLVED: that Harriet Harbidge attend the celebrations in St Pol. The Twinning Society was unsure if any members were attending. 475. TWINNING CELEBRATIONS 2015 Hannah Dobson and Harriet Harbidge reviewed the plans to date and sort confirmation regarding elements of the celebrations.
The Civic Welcome was discussed. Seconded by Cllr Gibbon and RESOLVED: that the Tower of London Poppies be presented to our Twin Towns at this event, stating they were part of the Art Installation and that we are sharing it with our friends. Seconded by Cllr Gibbon and RESOLVED: that a cast brass plaque would be more appropriate than an acrylic plaque. Seconded by Cllr Gibbon and RESOLVED: that Cllr Dixon act as liaison for the Town Council with the Officers involved in organising the celebrations. TWINNING VISITS It was confirmed that the Town Council would have four representatives and the Twinning Society five at the St Pol & Warstein 50 th Anniversary to be held in St Pol Thursday 7 th May 2015 to Sunday 10 th May 2015. 590. TWINNING CELEBRATIONS 2015 The committee discussed preparations with input from officers Hannah Dobson and Harriet Harbidge. After discussion: It was moved by Cllr Trickett Seconded by Cllr Rudkin and RESOLVED: that The artwork was amended to include the number of anniversary years and colours deepened to ease clarity and agreed to be adopted. Translations of speeches at the Civic Welcome be projected on the screen at the Picture House these speeches which will have to be collected in advance. That attendance at the Civic Dinner will be more than 80 people and that a Four Piece Accordion Band offered by Brian Collins be approached to provide the entertainment.
That gifts be provided for children attending, with the Twinning Society to advise on the numbers required. That the Tote bags and gifts as presented be procured. That catering arrangements to date are endorsed. That the Automaton Gift be added to with a relief of the HB Packhorse Bridge and that the outfit of the Warstein Doll be reconsidered to ensure be appropriateness and that this would be an suitable gift with Hebden Royd also obtaining a copy. That the re-affirmed charter be hand written and illustrated with appropriate wax seal and Town seal. The programme details were also discussed Seconded by Cllr Trickett and RESOLVED: that The programme for both Friday and Saturday events be adopted. The décor for the Civic Dinner be approved as presented. That drinks be provided for 120 guests (2). The Town Crier by provided with a gift of thanks. That a design for the cast plaques be sort along with associated costs. The Twinning Society indicated that in principal a donation towards costs had been agreed but had yet to be finalised. It was suggest that they may seek grant support to help with their contribution. The Town Clerk suggested CMBC Small Grants. Comments were passed about road signage not clearly identifying our Twinning arrangements in the past and it was requested that this be considered as a project for the Town Council to adopt. 591.
