OSV MARKET ROUND-UP STACKING LEVELS CONTINUE TO RISE As we move into the final quarter of the year, an increasing number of rigs and vessels are being stacked in Northwest Europe as oil & gas companies strive to limit their exposure to offshore activity in the poorer winter weather. There are now more than 30 rigs stacked in Europe (although a couple will return to work in October), accompanied by more than 60 laid-up OSVs. From a positive perspective, some of the idle tonnage will only be temporarily stacked over winter, and will resume operations under current contracts or commence new commitments in the spring. However, 2015 has already been an immensely difficult year for vessel owners, and with demand likely to continue falling over the winter, it looks as though it will culminate in a tough final quarter. POSITIVE RESPONSE TO LICENSING ROUNDS New licensing rounds for acreage offshore Norway and Brazil have been receiving positive responses recently. Norway s Ministry of Petroleum and Energy received significant interest for its Awards in Predefined Areas (APA) 2015, which was offering acreage in mature areas of the Norwegian Continental Shelf. Applications were received from a total of 43 companies, similar to the level of 47 companies who participated in APA 2014. The total number of licence applications was approximately the same as last year. The greatest interest was for licences in the Norwegian Sea, but there was also an increased response for acreage in the Barents Sea. Licence awards are scheduled for early 2016. In Brazil, several oil majors are expected to participate in the nation s 13th Licensing Round which will be held in October. A total of 37 companies have qualified to take part in the round, with 15 domestic companies registered alongside 22 international oil & gas firms. A total of 266 onshore and offshore blocks are open for bidding in the round. Of the 84 offshore blocks available, 51 are in the Pelotas Basin, 10 are in the Sergipe Alagoas Basin, nine are in the Camamu Almada Basin, seven are in the Espirito Santo Basin, four are in the Jacuipe Basin, and three are in the Campos Basin. SHELL HALTS ALASKA EXPLORATION Having said that, PSV spot rates increased marginally in September, with the sheer scale of layup activity improving the supply-demand balance for owners. Average rates were back up around the GBP 6,000 level, with some owners able to secure fixtures north of GBP 10,000. The same cannot be said for the AHTS market however, which has been very weak for owners recently. With so many rigs out of action for winter, it is inevitable that additional AHTS vessels will be laid up in the near future. Shell is to cease all further exploration activity offshore Alaska for the foreseeable future. This follows the conclusion of a disappointing drilling campaign this year. Shell recently finished drilling its Burger J exploration well in the Chukchi Sea, approximately 150 miles offshore Barrow in Alaska. The well is located in water depths of around 150ft (46m), and was drilled to a total depth of 6,800ft (2,073m) with Transocean semisubmersible Polar Pioneer. At least 25 vessels were providing support during the campaign. While Shell did encounter indications of oil and gas, they were not sufficient to warrant further exploration of the Burger prospect. As a result of this disappointing outcome, and due to the high costs associated with the project, and the challenging and unpredictable federal regulatory environment in offshore Alaska, Shell has now halted all plans for any further exploration. OSV MARKET ROUND-UP CHEVRON CHARTERS NORMAND FLIPPER Solstad Offshore ASA has entered into an agreement with Chevron North Sea Limited for a 15-month firm charter of PSV Normand Flipper (pictured c/o J Bartels). Operations are to commence in October 2015, which will keep the vessel occupied until at least early 2017. Chevron has three further six-month options available. The Normand Flipper is a UT 745E PSV built in 2003. She has a length of 88.8m, breadth of 18.8m, a deck area of 990m² and deadweight of 4,276t. She recently returned to the North Sea following the cancellation of Saipem s operations at the South Stream project in the Black Sea. Solstad has also secured new contracts with undisclosed clients recently for AHTS vessel NOR Spring and CSV Normand Baltic. The new agreements are for a firm duration of 210 days plus options. NOR Spring is currently based in the Middle East, with Normand Baltic working in Southeast Asia. FAIRFIELD RETAINS VIKING DYNAMIC Fairfield Energy has extended its charter of PSV Viking Dynamic, fixing the Eidesvik-managed vessel on a new six-month firm contract that will keep it busy until at least April 2016. The contract comes with two further three-month options. In addition to providing routine platform support, the Viking Dynamic has been chartered by Fairfield to support a plug and abandonment campaign that it is undertaking at its Dunlin, Merlin and Osprey wells in the UK sector of the North Sea. HAVILA TROLL KEPT BUSY BY STATOIL Statoil has exercised the second option on its contract with ERRV Havila Troll offshore Norway. The one-year option period will keep the vessel occupied until at least November 2016. Statoil has one further oneyear option available, as well as a two-year option, which could potentially keep the unit busy until late 2019. Havila Troll, delivered in 2003, was built to the UT 527 design by Havyard Leirvik AS in Norway. She has a length of 92.4m, breadth of 18.0m and main deck depth of 8.0m. 4 SEABREEZE

OSV MARKET ROUND-UP IKM SUBSEA WINS K LINE EXTENSION IKM Subsea and K Line Offshore have reached an agreement to extend the current ROV services contract on AHTS vessels KL Sandefjord and KL Saltfjord by five additional years. The agreement now expires in mid-2020, with two further oneyear options available. The new contract, including the option periods, carries a total value of USD 17.3 million. KL Sandefjord and KL Saltfjord (pictured c/o O Halland) are both working in the North Sea spot market. They were built to the STX AH 12 CD design, and delivered by STX NOL (Langsten) in Norway in 2011. They have a length of 95.2m, bollard pull of more than 390t, and accommodation for 70 persons. CHEVRON CHARTERS VARD NEWBUILD VIA DOF DOF Management Pte Ltd, a subsidiary of DOF ASA, has secured a four-month plus four months option contract for a newbuild PSV with Chevron offshore Australia. The vessel in question, Skandi Responder, is owned by Vard Holdings Limited but is being bareboat chartered by DOF for this Chevron contract. The vessel, recently delivered by Vard Vung Tau in Vietnam, is the first of two VARD 1 08 PSVs whose original shipbuilding contracts with affiliates of E.R. Offshore were cancelled earlier this year. VARD continues to explore opportunities for the sale of the vessels. PETROBRAS TERMINATES FOREIGN VESSEL CONTRACTS Three different owners have received notification from Petrobras that their contracts for non-brazilian flagged PSVs would be terminated after they were blocked by local tonnage. contract for PSV Siem Carrier cancelled; and World Wide Supply received termination notices for its PSVs World Opal and World Peridot (pictured c/o D Dodds). FEATURE VESSEL PIONEERING SPIRIT The delivery of Allseas colossal platform installation and decommissioning vessel Pioneering Spirit has been delayed until the first half of 2016. The vessel, which has a length of 382m, breadth of 124m and a maximum lift of 48,000t, was due to enter into service in the North Sea this summer. However, she is now scheduled for delivery in the first half of next year. Installation and commissioning of the vessel s topsides lifting system will now only be completed in the winter months. Following installation, the twinhulled vessel will undergo sea trials ahead of its first campaign to remove the topsides of a platform in the Yme field in the Norwegian North Sea. Allseas has advised Shell and Statoil of the revised delivery schedule, as the vessel was due to remove platforms for Shell in the Brent field, and to carry out an installation contract on the Johan Sverdup field for Statoil. The delays have largely been due to the late delivery of components from sub-contractors for the 65m lift system beams. The hull of the Pioneering Spirit was built in South Korea by DSME. OSV NEWBUILDINGS, S&P FIRST KCM PSV DELIVERED TO VROON Vroon Offshore has accepted delivery of newbuild PSV VOS Pride from the Fujian Southeast Shipyard in China. This is the first of eight sister vessels that are being built for Vroon to a Khiam Chuan Marine (KCM) design. Vroon had actually placed orders for 10 vessels to be built to this design, however two of the units have since been redesigned as walk-to-work vessels. The KCM vessels are SPS-coded and have a free deck area of 720m². They come with full (under-deck) supply capabilities that include stainless-steel tanks for the carriage of methanol. SWIRE PACIFIC WELCOMES FOURTH OF 10 G CLASS VESSELS Japan Marine United Corporation (JMU) has delivered Pacific Grackle, the fourth of 10 G Class vessels it is building for Swire Pacific Offshore. Sister vessels Pacific Gannet, Pacific Goldfinch and Pacific Gosling were delivered in September 2014, March 2015 and May 2015 respectively. The G Class vessels are being built to the IMT 984 design. They have a clear deck area of 810m², a deadweight of more than 4,000 tonnes and accommodation for 48 persons. They come with FiFi 1 capabilities and are SPS-compliant with Clean Class notation. STARNAV PHOENIX ENTERS SERVICE Starnav has added PSV Starnav Phoenix to its fleet following her delivery from the Detroit Brasil Shipyard in Itajai, Brazil. This follows the earlier deliveries of Starnav Andromeda, Starnav Draco (pictured) and Starnav Taurus. The four units were all ordered as a result of contract awards that Starnav received from the fourth round of Petrobras fleet renewal process (Prorefam) in 2013. The vessels have all been chartered by Petrobras for eight-year plus options contracts. Built to the GPA 688 SC design, they have a deck area of 844m² and a deadweight of 4,500t. MAMOLA DEFENDER DELIVERED BY DAMEN A naming ceremony was held in Barcelona recently for newbuild PSV Mamola Defender (pictured c/o P Ionescu). Built to Damen s PSV 3300 design, Mamola Defender is a sister vessel to Mamola Reliance, which was delivered in February 2015. Both units were built at the Damen Galati Shipyard in Romania. They have a deck area of 720m² and a deadweight of 3,300t. Like her sister vessel, Mamola Defender will operate in the West African market under the management of PROMAR. SEABREEZE 9

OSV NEWBUILDINGS, S&P COSCO DELIVERS NEWBUILDS TO COSL China Oilfield Services Limited (COSL) continues to add new vessels to its offshore fleet, with COSCO Corporation recently delivering two more units to the owner in China. COSCO Dalian delivered newbuild PSV Hai Yang Shi You 661, the second of two sister vessels it was building for COSL. The units have a length of 85.4m, breadth of 20m and a deck area of 1,000m². LUNDY SENTINEL DELIVERED IN CHINA Newbuild ERRV Lundy Sentinel was delivered to Sentinal Marine recently by the Fujian Southeast Shipyard in China. The vessel is currently mobilising to the North Sea. Lundy Sentinel is the third in a series of four multi-role ERRVs, featuring state of the art rescue Rosneft has signed contracts with the Far Eastern Shipbuilding and Ship Repair Center (FESRC) for the design, building and supply of two reinforced iceclass multi-functional support vessels. Construction will take place at the Zvezda Shipyard in Bolshoi equipment including a uniquely designed Daughter Craft. The four vessels (Lundy, Cygnus, Fastnet and Forties Sentinel) have a length of 61m, breadth of 15m and accommodation for 25 persons. They fulfil the requirements to operate in the United Kingdom, Danish and Dutch ERRV markets. KEPPEL DELIVERS THREE ICE CLASS VESSELS TO BUMI ARMADA Keppel Singmarine Pte Ltd, a wholly owned subsidiary of Keppel Corporation, has delivered three newbuild ice class vessels to Bumi Armada. Two supply vessels (Bumi Uray and Bumi Pokachi) and one multi-purpose duty-rescue vessel (Bumi Naryan-Mar) were built ROSNEFT ORDERS ICE CLASS VESSELS AT FESRC Kamen in south-eastern Russia. Rosneft has options available for the construction of two further units. The vessels will have a length of 100m and they will be able to operate in the harsh conditions of the northern seas offshore Russia. to support offshore platforms at the Lukoil-operated Filanovsky oil field in the Russian sector of the Caspian Sea. They will provide year-round services such as the delivery of cargoes, salvage, search and rescue functions, fire fighting operations, and towing and tanker mooring operations. 10 SEABREEZE

OSV NEWBUILDINGS, S&P TIDEWATER REDUCES NEWBUILD OBLIGATIONS Tidewater has entered into settlement agreements with Guangxin Shipbuilding & Heavy Industry to reduce its obligations for newbuild vessels under construction at the Chinese yard. Of nine remaining orders (three 7,145 bhp AHTS vessels and six 80m PSVs), Tidewater will take delivery of just two AHTS vessels and two PSVs as long as they are completed and delivered in accordance with the underlying construction contracts. Tidewater will have separate options to acquire, without obligation, each of the five remaining vessels. ISLAND OFFSHORE DELAYS NEWBUILD DELIVERIES Island Offshore has agreed with VARD to delay the deliveries of three out of four newbuild vessels that are being built at the Vard Brevik Shipyard in Norway. Island has three PSVs being built to the Rolls Royce UT 717 CDX design (although one is being ABB ORDERS CABLE LAYING VESSEL FROM KLEVEN ABB has placed an order at Kleven Shipyard in Norway for the construction of an advanced cable laying vessel. The unit will be built to the SALT 306 CLV design, giving her a length of 140m and breadth of 30m. Delivery is expected in 2017. SUBSEA SUBSEA MARKET ROUND-UP Following the approval of the Phase One development plan for the Johan Sverdrup field, as mentioned in last month s Seabreeze, Norwegian authorities have now approved Wintershall s plan for development and operation (PDO) for the Maria field offshore Norway. The approved development involves two subsea templates located on the ocean floor, tied back to several host installations in the area. The solution will utilise existing infrastructure in the Norwegian Sea as it will be linked via a subsea tieback to the Kristin, Heidrun and Åsgard B production platforms. The Maria well stream will go to the Kristin platform for processing, while supply of water for injection into the reservoir will come from the Heidrun platform, and lift gas will be provided from Åsgard B via the Tyrihans D field subsea template. Processed oil will be shipped to the Åsgard field for storage and offloading to shuttle tankers. Gas will be exported via the Åsgard Transport System to Kårstø. TOPAZ ORDERS TWO VARD IMR VESSELS Topaz Energy and Marine has ordered two IMR vessels at Vard Brattvaag in Norway for around USD 115 million. The vessels will be built to the VARD 3 08 design, with deliveries scheduled for the third and fourth quarters of 2017. Topaz retains an option for two more vessels. René Kofod-Olsen, the CEO of Topaz, said that they have confidence in the growth of the subsea sector, and accordingly are reinvesting in their subsea-capable fleet. The newbuilds will have a length of 98.1m, DP2 station keeping, and will be capable of operating in water depths of 3,000m. They will have a 120t active heave compensated crane Investments in the Maria development are estimated at around NOK 15.3 billion (USD 1.8 billion), with recoverable reserves estimated at around 180 million barrels of oil equivalent (boe), of which the majority is oil. The planned production startup for Maria is in 2018. Wintershall has awarded a number of contracts for the Maria project, including the subsea production system to FMC Kongsberg, and the contract for pipeline and subsea construction to Subsea 7. installed, and will be prepared for ROVs which could be deployed via the moon pool or a launch and recovery system over the side of the vessel. Additionally, the vessels will be SPS compliant with accommodation for 82 persons. Vard Design in Ålesund, Norway, will design the vessels, whose hulls are to be constructed at Vard Tulcea in Romania. Final outfitting will take place at the Vard Brattvaag yard in 2017. JUMEIRAH ORDERS DSV AT HUANGPU WENCHONG Jumeirah Offshore has signed a shipbuilding contract with CSSC Huangpu Wenchong Shipyard for the construction of a diving support vessel for delivery in 2017, with an option for a further vessel. The ST-246-designed vessel is jointly designed by Skipsteknisk and Shanghai Bestway, and will be classified by CCS. The newbuild will be equipped with DP3, a 24-man dive system with two diving bells, and accommodation for 120 persons. The 124m-long vessel will also be fitted with a 250-tonne crane, and will have an operational water depth limit of 3,000m. Jumeirah Offshore is an offshore service provider that was incorporated in May of this year. 12 SEABREEZE

SUBSEA BOA CANCELS AGAIN Boa Offshore has sent a cancellation notice to NorYards Fosen AS for the shipbuilding contract for a newbuild IMR vessel it had ordered in March 2015. In the cancellation notice, Boa claims repayment of advance payments including interest according to the contract, while a notice of a possible guarantee claim has also been sent to the guarantor. The 108m-long vessel had been due for delivery in March 2017. The newbuild was due to be fitted with a 150t active-heave crane and accommodation for 125 persons. Earlier this year, Boa cancelled two VS 495-designed vessels, targeted for the IMR and light construction market, from Nantong Mingde Heavy Industry shipyard in China. PETROBRAS LOOKS TO NORSKAN FOR DSV Norskan Offshore is the likely recipient of Petrobras DSV contract, utilising the DOF-owned Skandi Achiever, although no contract has been signed yet. The Aker DSV-06-designed vessel has a length of 106m, a max lift of 140t, an 18-man saturation system and accommodation for 100 persons. Other bidders for this requirement included Fugro offering in the 2008-built MT6022L-designed SapuraKencana Constructor, Sealion Shipping proposing the 2008-built MT6016L-designed Toisa Paladin, and Sistac offering Kreuz Subsea s newbuild MT6024-designed Kreuz Endeavour, which is due for delivery in China in late 2016. DOF SECURES 10-YEAR CHARTER OFFSHORE CANADA Husky Energy has awarded DOF Subsea a 10-year contract for the provision of a light intervention vessel, two work-class ROVs and personnel to support its subsea intervention, repair, and maintenance programmes offshore Eastern Canada. A further 10 years of options is also tied into the contract. Offshore operations will commence in the fourth quarter of 2015 by mobilising two work-class ROVs on a third party vessel on charter to Husky, followed by delivery of a DOF IRM vessel in 2017. VIKING NEPTUN TO HEAD TO GHANA Eidesvik Offshore has entered into an agreement for the charter of the Salt 301-designed offshore construction vessel Viking Neptun to Technip, for work on Tullow s Tweneboa/ Enyenra/Ntomme (TEN) development offshore Ghana. The contract has a firm period of 50 days plus mobilisation, with an option to extend the charter by a further 50 days. Work is due to commence in the fourth quarter of 2015. Reach Subsea is to perform ROV services for the TEN contract under an existing three-year deal signed with Eidesvik last year. The 2015-built DP2 Viking Neptun has a length of 145 metres, a maximum lift of 400 tonnes and accommodation for 150 persons. SEABREEZE 13

SUBSEA CEONA UK GOES INTO ADMINISTRATION Ceona, a SURF and heavy subsea construction contractor in the deepwater market, has gone into administration. This has resulted in 102 jobs being lost after the contractor was unable to adjust to the fall in oil prices. Eighteen employees have been retained by the Group in Hammersmith, Houston and Aberdeen to assist Administrators whilst they seek to realise value in the assets of the Group, including heavy-lift OCV Ceona Amazon which was delivered earlier this year. Despite attempts to restructure the Group, it was unable to achieve a turnaround on a solvent basis and the Group was therefore placed into administration by the Directors. CEONA noted that Ceona Pte Limited, OIG Giant I Pte Ltd and OIG Giant II Pte Ltd are not in an insolvency process and will continue to operate. OCEAN INSTALLER SECURES MOHO NORD INSTALLATION CONTRACT Ocean Installer has been awarded a contract to install umbilicals, flowlines and risers on Total s Moho Nord field off the coast of the Republic of Congo. GC RIEBER TERMINATES POLAR OYNX CHARTER Norwegian ship owner GC Rieber Shipping has terminated its charter agreement with Ceona Chartering for the pipelay vessel Polar Onyx, as a result of Ceona s default. The termination relates to a fiveyear contract that was signed in March 2014. In June 2014, the newbuild pipelay vessel arrived Ocean Installer will deploy the OCV Normand Vision to the project to install and pre-commission an umbilical, multi-phase pump, flying leads and spools in water depths of around 1,000m. The scope includes project management, engineering and logistics, in addition to offshore work. The Normand Vision is equipped with a 150t vertical lay spread, a in Rio de Janeiro to work for Petrobras for a period of one year. Ceona has made a security cash deposit equivalent to nine months lease in a Norwegian bank, and GC Rieber will seek losses recovery through this deposit, and eventual excess amounts directly through Ceona. 400t active heave compensated crane, and two work class ROVs from Oceaneering. The Moho Nord field is located 75km off the coast of the Republic of Congo in water depths ranging from 450 to 1200m.
