Airport Layout Plan? ALP Update? Master Plan? Master Plan Update? So many terms what do all they mean? FAA Program Guidance Letter August 7, 2015 The term Master Plan is a term of art, and means different things to different organizations and individuals. Within the FAA, the term may refer to a Master Plan, a Master Plan Update, or other planning study where the primary deliverable is an updated Airport Layout Plan (ALP) as long as the update is focused on future development needs of the airport (as opposed to simply updating it to reflect previous changes and/or existing conditions, which is not eligible). 7

Airport Layout Plan? ALP Update? Master Plan? Master Plan Update? So many terms what do all they mean? The AC says: All master planning studies fall within two basic types: Airport Master Plans (or Airport Master Plan updates) Airport Layout Plans (or Airport Layout Plan updates) Today - a broad overview of the AC which includes both.with more detail on ALPs Remember the scope of your project is what is most important not what it is called 8

The Basics What is a Airport Master Plan versus an Airport Layout Plan? Airport Master Plan is a comprehensive study of an airport usually describing short, medium, and long term development plans to meet future aviation demand unique to each airport. It includes an ALP and a narrative document. Airport Layout Plan (ALP) is a scaled drawing set of existing and proposed land use facilities necessary for the operations and development of the airport, and may include a short narrative document. The type of document needed varies in complexity depending upon the size, function, issues and problems of an individual airport. Therefore, the professional services scope of work for an ALP or Airport Master Plan varies widely! 9

The Basics OK but why do I need either plan? An ALP is required by FAA if you want $$$; a Master Plan is recommended Supports and guides modernization of airport Allows airports to establish & achieve their vision and become even more of an economic infrastructure asset in your community Educates stakeholders which benefits the airport (boards, councils, neighbors, users, etc) A crucial planning process that nets new ideas and improves project delivery 10

The Basics Sounds good..when do I need to do one? Existing or potential shortcomings in the current plan or airport Protects your airspace An airport s strategic vision or business plan has changed The state or federal planners identify a need Existing or future conditions at the airport have changed Rules of Thumb: GA Airports if your ALP is over 10 years old; Commercial Airports if your ALP is over 5 years old Review need with your Airport Project Manager (APM) at annual meetings! 12

The Basics How do I decide which document I need? Make a list: things that need to be updated on your current Airport Master Plan and Airport Layout Plan changes that need to be made based upon external requests (DoA, FAA, etc) changes that need to be made based upon changes in future growth plans and/or projects Meet with your Airport Project Manager and consultant to see if you need a Master Plan, Master Plan Update, Airport Layout Plan, or Airport Layout Plan Update 13

The Basics How do I get funding for a Master Plan Update or Airport Layout Plan Update? Submit a request with your annual Partner Connect/ Project Requests update or Submit request to your APM to use NPE funds *Be sure to meet with your APM first to determine what size Master Plan or ALP is needed* (remember that scopes of work and therefore costs differ based on airport need) 14

Like any other grant funded project except for Receive Award Letter (unless NPE funds) Select Consultant (QBS or existing contract) Invite APM & DoA Env Eng to scoping meeting Perform IFA/IFE Negotiate APM & DoA Environmental Engineer Concurrence Submit/Request RFA Package Receive Grant Execute Professional Services Contract Unique Requirements 15

The Basics I want to get started Select your engineering and/or planning consultant via Qualification Based Selection process (or use existing master contract consultant) Invite your APM & the DoA Env Engineer to the professional services scoping meeting and: Have your consultant prepare an agenda in advance Use DoA guidance on agenda prep Use the AC as a tool for scoping Include the right stakeholders! 16

Very Important Accurate and clear development of scope is key for: Getting a document that meets needs of the airport Staying within budget Develop schedule & deliverables Customization for the airport Determine whether an Exhibit A or Property Map is needed An iterative process 17

Public Involvement Either type of plan (Airport Master Plan or Airport Layout Plan) should include some 19 level of public involvement Amount & methods determined at scoping: Public info meetings Committees Advertising materials Webpages Hold a stakeholder meeting a minimum Use AC Appendix C List of Potential Stakeholders Document your public involvement Public involvement has its greatest impact during the early stages of the planning process, before irreversible decisions have been made and while many alternatives can be considered FAA AC

Environmental Considerations Refer to AC Appendix E Consideration of Environmental Factors in Airport Master Planning Identify key environmental issues with each alternative Refer to FAA Order 5050.4 NEPA Implementing Instructions for Airports Document project justifications and analyses and reasons for selection of alternatives The purpose.is to help the sponsor thoroughly evaluate airport development alternatives and to provide information that will help expedite subsequent environmental processing FAA AC 21

Existing Conditions Background History of the airport Inventory Description & condition of physical facilities Regional setting Surrounding land uses Socioeconomic & demographic Aviation activity Financial data The documentation of existing airport conditions should make liberal use of drawings, tables, aerial photographs, and exhibits produced from geographic information system databases so as to be easy to understand, interpret, and locate for later reference FAA AC 23

Aviation Forecasts This is the main justification for the vision Level of effort varies per airport Should be realistic, based on current data, supported by the study, and provide an adequate justification for the plan Include any activity that could potentially create a facility need AC Chapter 7 great reference Prior to using the forecast in an Airport Master Plan or Airport Layout Plan, it must be approved by DoA staff (*note that this has recently changed from FAA staff to DoA staff) Forecasts of future levels of aviation activity are the basis for effective decisions in airport planning FAA AC 25

Facility Requirements Additional facilities needed to accommodate forecasts Include terminals, hangars, parking, runway, etc, etc. See AC Chapter 8 This task begins with an assessment of the ability of existing facilities to meet current and future demand. FAA AC 27

Alternatives Development & Evaluation This section may or may not be required Determine if any projects on CIP will require an EA; if so, an alternatives analysis is required Discuss at scoping meeting Assess the expected performance of each alternative against a wide variety of evaluation criteria including its operational, environmental, and financial impacts Although master planning is not part of the NEPA process, the master plan alternatives development and evaluation can provide an important component of an efficient NEPA process FAA AC 29

Facility Implementation Plan Always includes a Capital Improvement Plan (CIP) Prioritize projects Scoping meeting discussion of possible potential funding sources The facilities implementation plan provides guidance on how to implement the findings and recommendations of the planning effort FAA AC 34

Financial Feasibility Analysis For GA airports this will be a basic analysis (if included) For some GAs this can just be incorporated into the Facilities Implementation Chapter Can cover funding sources and opportunities as a general informational section Discuss and determine in scoping meeting The level of effort necessary to conduct a financial feasibility analysis will vary considerably, based on the size of the airport. Submit to DoA for review and comment with signed FAA Submittal Checklist ARP SOP 2 Review & Approval of Airport Layout Plans & SOP 3 Review of Exhibit A Airport Property Inventory Maps Revise & respond to DoA comments Submit into OEAAA for FAA review (many lines of business will review, so this takes some time) Receive comments from FAA Re-submit to DoA for them to insure FAA comments are addressed Receive an approval letter from DoA Final payment for professional services 38

Congratulations! You have made an excellent investment of time and money in a plan that will net your airport funding, and positive growth and direction! 39
