Air Operator Certificates (AOC) & Operations Specifications Module 1 26 March 2014 Page 1

Agenda Day 1 Module 1 : Background Benefits Pros and Cons Day 2 Module 2 : AOC Register specifications Upload of real data Practical exercises Next steps 26 March 2014 Page 2

BACKGROUND 26 March 2014 Page 3

Background The On line ICAO Air Operator Certificate (AOC) register had been developed by ICAO, IATA and the Civil Aviation University of China (CAUC) following a resolution of the 36 th ICAO Assembly. Endorsed by the ICAO Council and the high level IATA Operations Committee. As of March 2014, activity includes 43 States registered, 75 operators registered 48 validated AOCs entered 26 March 2014 Page 4

AOC Register (Big Picture) Component of the ONLINE AIRCRAFT SAFETY INFORMATION SYSTEM (OASIS) toolbox OASIS provides One stop access to aircraft related safety data Platform to enter, validate and modify data at source Collection and sharing of data 26 March 2014 Page 5

OASIS Components of the OASIS toolbox are: Aircraft Registration System (ARS), Air Operator Certificate Register (AOC), Aircraft Type Designators (Doc 8643) 2015 Designators for Aircraft Operating Agencies, Aeronautical Authorities and Services (Doc 8585) 4 th quarter 2014 Others 26 March 2014 Page 6

WHAT IS THE AOC REGISTER? 26 March 2014 Page 7

Benefits Effective & efficient foreign operator surveillance Transparency on validity & currency of AOCs Transparency on Operations Specifications Reduced burden on maintaining AOCs and Operations Specifications current on fleet Reduced burden to maintain current info required by States (Phase II) 26 March 2014 Page 8

Annex 6 Part I Standardized AOC and Operation Specification 26 March 2014 Page 9

Annex 6 Part I 26 March 2014 Page 10

How to enter data 26 March 2014 Page 11

AOC On line register AOC system Version 1.0 was launched in July 2013 and allows States to : upload a dataset of required AOC and operations specifications data, complemented by optional data; Validate AOCs entered by Operators of their State (should that access be granted); search and view AOC and operations specifications issued by other States; print AOC and operations specifications in Annex 6 compliant format; provide validation access for the Operators uploaded AOCs and operations specifications 26 March 2014 Page 12

AOC On line register AOC allows Operators to : upload a dataset of their AOC and operations specifications data, complemented by other optional documents; search and view their AOC and operations specifications; print AOC and operations specifications in Annex 6 compliant format 26 March 2014 Page 13

How Effective & efficient foreign operator surveillance Recommend foreign operators have their AOC and operation specification data in system Transparency on validity & currency of AOCs (Local) Work with us to streamline the uploading of your AOC s and operation specifications into the register 26 March 2014 Page 14

Progress Having access 24/7 to the AOC Registry, the Safety inspectors will be able to produce an accurate report and reduce safety operational risks. The effectiveness of the database depends on the ability and willingness of ICAO Member States to provide input into the system, The ikit Demo (available for tablets and mobile) is available: http://www.icao.int/safety/oasis/pages/aoc_ikit.aspx 26 March 2014 Page 15

BENEFITS, EFFICIENCIES, NEXT STEPS 26 March 2014 Page 16

Next Steps AOC System adjustments based on States current maintenance of their AOCs and Ops Specs. Go Teams have been set for 2014 Lima, Peru LATAM, 26 28 March 2014 Dakar, Senegal 19 20 May 2014 Paris, France 14 16 May 2014 Beijing, China July 2014 Mexico City, Mexico September 2014 Bangkok, Thailand October 2014 Dubai, UAE November 2014 http://www.iata.org/events/pages/aoc registry workshop.aspx 26 March 2014 Page 17

Benefits Effective & efficient foreign operator surveillance Transparency on validity & currency of AOCs Transparency on Operations Specifications Reduced burden on maintaining AOCs and Operations Specifications current on fleet Reduced burden to maintain current info required by States (Phase II) 26 March 2014 Page 18

Benefits for Safety Component of an integrated of OASIS Allows efficient implementation of elements of the Manual of Procedures for Operations Inspection, Certification and Continued Surveillance (DOC 8335) 26 March 2014 Page 19

Benefits for Efficiency Various methods available to update and maintain information Information easily disseminated to those that need it. Data Structure fully compliant with Appendix 6 of Annex 6 Part 1 requirements for AOCs and Operations Specifications. 26 March 2014 Page 20

Encountered Cost What type are costs are associated with current handling of AOCs & Operation Specifications Administration Fees Labour Intensive Outdated document onboard delays aircraft ramp inspection Time consuming approval process for Third Country Operators (TCO) 26 March 2014 Page 21

Pros & Cons Pros: Operators can upload their data. Validation remains with the States. Keep track of the latest AOC s and Operations Specifications Simplify all procedures for an Operator to apply for operations to another state. Synchronize CAA/Operators online system with AOC Register system. Reduce delays and findings during Ramp Inspections. Cons: Lack of participation in the AOC database, due to lack of resources, etc. Even though operational, Operators remain concerned with redundancy of the TCO program. 26 March 2014 Page 22

Successful approach by IATA & ICAO with CAA of : Cameroon, Cape Verde and Singapore 26 March 2014 Page 23

Round Table Discussion 26 March 2014 Page 24

Challenges in South America What are the AOC/OPS SPECS related challenges faced in South America? Is the current format of AOC/OPS SPECS sufficient for your needs? Will it be sufficient for your state to access the operator s AOC/OPS SPECS on line from the AOC Registry database assuming it is validated by the state? If not, why? 26 March 2014 Page 25
