3. Facilitation Principles: 3.1. Flights to be facilitated: 3.1.1 In accordance with the amended EU-Regulation 95/93 and Regulation 155/2008 issued by the Ministry of Transport, Innovation & Technology of Austria, all schedule and planned charter flights have to be facilitated. 3.1.2 Due to capacity restrictions also positioning flights (Code P ), technical flights (Code T ), training flights (Code K ) and technical stops (Code X ) have to be facilitated and will be proved against the relevant capacity. 3.1.3 Due to infrastructural and capacity constraints in the General Aviation area of Salzburg Airport, operators using aircraft with more than 19 seats have to be facilitated, as these aircraft will be handled in the main terminal and apron area where parking limitations and passenger flow limitations exist. 3.2. Flights not to be facilitated: 3.2.1 General Aviation Flights (Code D ) with less than 19 seats, governmental flights (service type E ); ambulance -, rescue or humanitarian flights (service type I ) and military flights (service type W ). 3.2.2 Operationally required ad hoc flights within the following 48 hours. 3.2.3 Operationally required changes of already facilitated flights within the next 48 hours. This rule does not apply for flights with service type codes C, G and J. 3.2.4 However, the airport operator has to be informed about the above mentioned flights in advance. 4. Submission of schedule requests: 4.1. Schedule requests have to be sent in SSIM Chapter 6 format either by e-mail to viecpxh@slots-austria.com with a copy to Salzburg Airport (szgzzxh@salzburg-airport.at) or OCS (Online Coordination System). 4.2. All schedule requests shall be submitted in turnaround-format (linked arrival and departure, including overnight indication where applicable) due to the apron-constraint at Salzburg. 4.3. Due to the terminal and apron constraints in Salzburg it is also important to use the exact number of seats and aircraft subtype-codes in SMA-messages. 4.4. Ad hoc schedule requests for winter seasons should not be submitted before the Historics Baseline date. 5. Minimum Ground Times (MGT): 5.1. Minimum ground times have to be cleared and confirmed with Salzburg Airport (szgzzxh@salzburg-airport.at or SZGZZXH). 5.2. Handling requests have to be cleared and confirmed with the handling agents available at Salzburg Airport. 5.3.
