IN.RO.SE - Development of maritime links Emilia Romagna - Croatia INTERREG IIIA Adriatic Crossborder Duration: 48 months (from 01/01/2004 to 31/12/2007) Budget: 1.782.500 Italy: Croatia: Province of Ravenna, (LP), Port Authority of Ravenna, Province of Rimini, Province of Forlì-Cesena, Province of Ferrara, Municipality of Ravenna, Municipality of Cesenatico, CCIAA of Ravenna Municipality of Pula; Ministry of Transport and Tourism of the Croatian Government; The collaboration of the Port Authority of Croatia

General objectives Activation of new and diversified maritime connections between Italy and Croatia with an increase in the volume of passenger traffic in the ports of Emilia-Romagna and in the corresponding Croatian ports Streghtening of trans-adriatic network of intermodal transport and improvement of cross-border mobility Integration with international transport networks and increase in the use of waterways for transport in the Adriatic area Creation of an integrated touristic system in the Adriatic Increase of passengers and goods flows between Italy and Croatia Creation of new employment and entrepreneurial opportunities in the field of logistics, tourism and industrial districts

Main activites 1. Drawing up of a study on the possibilities of development of sea transport for passengers and cargo between Emilia-Romagna and Croatia 1. Execution of infrastructure works for the improvement of passengers terminals for the ports of Ravenna, Cesenatico and Rimini 1. Specific actions aimed at the start-up of fast touristic maritime connections between the Port of Ravenna and Rimini and Cesenatico and Ports of Croatia

Study for the development maritime connections (for tourism purposes and transport terms) between Emilia-Romagna and Croatia (including checking on appropriate adjustments to the full eligibility of the various port areas of Emilia-Romagna interested in the project) (Realized and delivered in September 2005) The results of the study 1. Possibility and necessity of strengthening maritime connections for passengers between Italy and Croatia compared to a situation of limited connections and in many cases only seasonal, that pick up only a small part of the mobility between the two coasts. 2. Almost no connections between the basin of the Po Valley and northern Croatia (Ancona and Venice). 3. Strategic location of the port of Ravenna and of the ports of Romagna for connections to northern Croatia 4. Lack of already active connections in this area 5. Good chance to activate competitive maritime links between the Port of Ravenna and the Croatian area between Pula and Zadar. 6. Great potential for the development of fast connections for tourism purpose with the region of Istria, related to qualified packages on both sides 7. The feasibility study formed the basis for the development of pilot projects planned and implemented by the project aimed at developing new links with Croatia

Execution of infrastructure works for the improvement of calls passengers for the ports of Ravenna, Cesenatico and Rimini The Province of Ravenna in agreement with the Port Authority implemented structural adjustment of two areas for passenger traffic: area of ferry terminal RO-RO and RO-PAX Via Baiona and the passenger terminal in Porto Corsini in order to allow the activation of new fast connections with Croatia Purchase and installation of equipment suitable for the setting up a terminal for fast catamarans in Porto Corsini (public property area). Similar interventions were made by the partners the Province of Rimini and Municipality of Cesenatico on the areas of public ownership of the marinas in Cesenatico and Rimini. These interventions were essential for the realization of the connections in spring and summer 2006 and were completed and expanded to new connections started in May 2007

Actions aimed at the start-up of fast touristic maritime connections between the Port of Ravenna and Rimini and Cesenatico and Ports of Croatia Following the works of upgrade of the ports, specific activities aimed at promoting the activation of new maritime links Italy and Croatia have been done - Public call for the start up of new maritime link between the ports of Romagna and Croatia. - Meetings in Brussels at DG Transport on the issue of State aid to facilitate the start-up of new lines. The problems identified by the Commission The choice: a call for expression of interest, without any direct aid but with a commitment of promotion of the new links. This has indirectly favored the activation, by private companies (Venezia Lines and Emilia-Romagna Lines) first sea link with light speed catamarans between the ports of Romagna and Croatia promoted on the institutional level by IN.RO.SE. project

Actions aimed at the start-up of fast touristic maritime connections between the Port of Ravenna and Rimini and Cesenatico and Ports of Croatia The fast maritime connections (3 hours) between the ports of Ravenna, Cesenatico and Rimini and Ports of Rovinj, Pula, Rab, Zadar began in 2006 and lasted until 2012. Every year they moved about 20,000 passengers. An important service for summer tourism between the two coasts largely unidirectional Economic developments bringing the market crisis up to the interruption of connections in 2013. Nevrtherless the experience was interesteing and adaptation infrastructure helpful

Call for expression of interest to start up connection between Emilia-Romagna coast and the oriental Adriatic coast: NEW CONNECTION RO-PAX OF GRIMALDI COMPANY FROM RAVENNA TO IGOUMENITSA Despite the interruption of connections for passengers with Croatia which took place in 2013, all the interested partners agreed to launch a call for expression of intrest to verify the interest of potential companies to activate new connections between the two sides of the Adriatic starting from one or more ports of Romagna area. This announcement has produced an interest from Grimaldi Group that, since December 18 2013, has set up a connection Ro -Pax from Ravenna to Igoumenitsa (Patras) with the ability to accommodate up to 1,000 passengers and operates throughout the year, twice a week. Despite having characteristics quite different from the previous one, this service is a positive news that reinforces the strategy of the Motorways of the Sea for freight and passengers. The Province of Ravenna gave a small indirect contribution through the project Adrimob acquiring some computer equipment for the operations of embarking or disembarking by competent Public Bodies. By spring there will be a small campaign addressed to travel agencies to inform about this new opportunity for tourists.
