Natura Protected Areas Network in Greece NATURA NETWORK

Regulatory Environment of Natura Protected Areas (1) How an area is recognized as Natura Protected? A specific environmental study must be carried out. ( natural, social and economic parameters) The study proposes draft presidential decrees and enactments to the Ministry of Environment for its identification as protected area. The Ministry of Environment presents the draft to the Prefecture for public consultation. When approved, protected areas are following under the supervision of - A managing authority created for that specific area - Special agencies - Existing public entities with environmental competences

Regulatory Environment of Natura Protected Areas (2) Managing Authorities : The basic tool for managing Natura Protected Areas Law 3044/02 : 25 Protected Areas each one under the supervision of a Managing Authority 4 Regulations of operation for each Managing Authority: - Regulation of operation of Governing Board - Regulation of Services and Personnel - Regulation of Project Implementation and Financial Management - Regulation of operations and management of Protected Area 5 Year Management Plans along with Concrete Action Plans for the Protected Area.

Managing authority of Kalamas and Acheron Rivers : Introduction Set up in 2002 with law 3044/2002 Overarching aim: to manage and protect the Natura Protected areas of the two rivers Headquarters: Igoumenitsa, Main Funding: Operational Programme "Environment and Sustainable Development 2007-2013, European Programs

Managing authority of Kalamas and Acheron Rivers : Responsibility area Mouth of Acheron River : - 4630 hectares - Special Protection Area (S.P.A) & Special Area of Conservation (S.A.C) - 7 Habitat types and 250 species of flora, 210 species of birds and 17 species of mammals Kalamas River : - 1820,30 hectares - S.P.A and S.A.C and National Area of Nature Protection (L.1650/86) - 7 Habitat types, 86 species of birds, 34 species of reptiles and mammals.

Kalamas River : Hazards and threats. Major contamination of the river which recently resulted to extinction of protected species.

Acheron River : Hazards and threats.

Managing authority of Kalamas and Acheron Rivers Responsibilities (1) Operations planning / programming / monitoring / and evaluation of protected area management. Preparation of 5 year management plan. Monitoring of socio-economic data and parameters of the protected and the surrounding area. Collecting data for risk evaluation. Delta Kalamas River Monitoring / evaluation of the implementation of programs of local and prefectural institutions. Environmental education ( Information Centers of Ammoudia and Sagiada). Kalamas River

Managing authority of Kalamas and Acheron Rivers Responsibilities (2) Reporting to competent authorities for the suspension or cancellation of activities aggravating the environment in the protected area- Taking Mitigation Measures. Conducting autopsies on hazardous facilities or activities and proposing specific sanctions or other measures to protect the environment. Acheron River Setting up of patrols of protected items surveillance and monitoring mechanisms.

Managing authority of Kalamas and Acheron Rivers: Challenges ahead Lack of coordination with other authorities (region, mortgage service, forestry)/ possible conflict of competences. The managing authority proposes but cannot impose sanctions, what lead to inconsistency of planning and results delivered. While the 5 year management plan has already been approved by the Ministry of Environment, its implementation may be hindered by funding issues. The regulation for some issues for the operation and management of protected areas has not yet been issued.

Managing authority of Kalamas and Acheron Rivers Projects (1) «Protection και Management of Protected Areas of Rivers Acherontas and Kalamas» Funding: Operational program Environment Budget : 1.396.484,00 euros Timescale : 2006-2008 «COLlaborative ECOsystem MANagement» Funding: Interreg III Greece-Italy Budget : 37.000 euros Objective : Risk evaluation of technical reefs to the fishes polulation of Acheron estuaries. Sensitizing the local territories for risk management of riverside areas.

Managing authority of Kalamas and Acheron Rivers Projects (2) «ECODO ECOsystems Database Observatory» Funding : Interreg III Greece-Italy Budget : 97.500 euros Objective : Development of an original virtual web observatory of ecosystems of Acheron, Kalamas and Torre Guaseto Rivers. - Investigate and identify possible local checkpoints of ecosystems Acheron and Kalama Rivers - Acquisition of expertise of on-site quality control of ecosystems of Acheron and Kalama Rivers - Establishment of electronic environment kiosk of ECODO system in information centers of the Managing Authority
