Introduction : One of the specific objectives of the Project CIUDAD and the expected results is Increased capacity and development strategy (R2 of the Logical Framework) through working groups and simulation proposal of at least 3 IPOT, in order to facilitate the increase of the tourist flows and cooperation with some Tour Operators interested to the Kutaisi and Ungheni tourist and/or hospitality offer. In spite of the heavy difficulties and weaknesses already largely exposed in the Reports, we consider the possibility to exploit some Integrated Packages of Tourist Offer both in Kutaisi and Ungheni. A questionnaire has been mailed to a certain number of T.O. and Travel Agencies, both in the partner countries and in the European countries, especially Italy, to evaluate their opinion and perception of these destinations and know their eventual availability to create some pilot packages specifically oriented to the areas of Ungheni and Kutaisi. The terminology of IPOT is adopted by the EU in the Structural Funds 2007-2013 -Measures concerning Tourism and Local Development. According to the Logframe of the Project CIUDAD, we have proposed the creation of 3-4 pilot IPOT, as exemplary models for the creation and management of the tourist offer, both for Kutaisi and Ungheni. From the attractors to the IPOT In the first mission realized last year (end 2010) to Kutaisi and Ungheni, meetings and seminars were devoted to the analysis of the Tourist Attractors of the areas concerned. The results are reported in the Midterm Report. Moreover, the Report of the territorial marketing research, presented by the experts of Euroteam in March 2011, has carefully analysed the tourist capabilities of Kutaisi and Ungheni as tourist destinations, together with their surrounding areas. Finally, a mission of the experts to Ungheni in May 2011 contributed to focus these capabilities on the most feasible actions in the tourist offer. The outcome of all these analyses, suggestions and proposals, is the creation of a small number of IPOT, so that the capacity building of the partners in Georgia and Moldova could be find a practical issue, in order to start an experiment towards a successful tourist planning and management of the towns and its most meaningful neighbourhoods and test the transition from the attractors to the tourist valorisation. Minimal requirements of an IPOT An IPOT needs to be designed and proposed with some specific requirements, before to be offered and communicated to the market (target).these features mainly are : - Accessibility : the components of the tourist offer should be accessible both for join it without excessive difficulties and for the availability to be visited on the spot, once arrived - Duration : for the IPOT of our proposal the ideal duration should be from 2 (e.g. Batumi, Gelati, Kutaisi, 1 overnight in Kutaisi, and back) to 5 days (e.g. the Ballet Festival in Ungheni, with shows, evenings, dinners, excursions, wine taste etc.) - Knowledge : the IPOT must be carefully known before its selling - Meaningfulness : for the target groups of visitors, guest, clients 3

- Competitiveness : in comparison with the other similar offers, especially in the pricing - Integration of all the components and services (flow of delivery and quality assurance) - Governance : all the actors involved (City Hall, Public Tourist Agencies, Info points, Hotels & Restaurants, Transport services, Tourist guides, Museums and cultural sites etc.) must be coordinated Operational contents to be designed An IPOT must be designed with the following contents : How to join to the destination How to move within destination What to see and visit What to do ( e.g. to wear a suitable dress...) CAUCASUS TRAVEL Presentation : Back to 1990, the Caucasus Travel was the only company focused on incoming tourism for Georgia. It maintains a large share of the market and is the company of choice for more than 150 tour operators, travel agencies, incentive houses, conference organizers and professional associations. CIUDAD team of the Venice Province mailed a questionnaire about the evaluation of the tourist potential and positioning of the tourism in Georgia and asked to create a Tourist Package (IPOT) more oriented to Kutaisi and its surroundings. Kutaisi A. Components of the tourist package (IPOT) including Kutaisi : ITINERARY KUTAISI. THE SECOND BIGGEST CITY OF GEORGIA SAMPLE ITINERARY: SUBJECT TO CHANGES. Day 1 Tbilisi - Gori - Kutaisi Our tour will start in the morning (08:00 or 09:00). First we will drive to town of Gori. After excursions in Gori lunch is available in local restaurant. Then we will travel to the West of the country via towns of Gori, Surami, Zestaponi and picturesque Rikoti Pass. Here we will stop for short time to see ceramic market and try pieces of honeycomb. We will be in Kutaisi around 17:00-18:00. Dinner will be provided on the balcony, which overlooks the whole city. Overnight at the guesthouse. Sights of excursion: - Stalin Museum, where exhibits give us an opportunity to re-create scenes from the life of the dictator. - Uplistsikhe (in translation Fortress of God) - ancient cave town of the 1st half of the 1st millenium BC. - Ubisi - a single nave basilica of 14th c with murals painted by Damiane. Day 2 Kutaisi - Tbilisi. After breakfast drive to visit surroundings of Kutaisi. We will have lunch in one of the restaurants en route. On the way back we suggest to visit Samtavisi Cathedral. We will be back to Tbilisi around 19:00. Sights of excursion: - Gelati monastery and architectural complex, founded by King David the Builder in the 12th c. - Gelati was the significant center of culture, religion and philosophy. - Bagrati Cathedral - (11th c) coronation and burial place of Georgian kings. - Samtavisi Cathedral (11th c), well known by its facade decoration. Overnight in Kutaiai. Day 3: Kutaisi -Mestia.We set off for Svaneti. We drive up the Enguri Gorge where the first inhabitants, mainly gold prospectors, settled in ancient times. It was here that most of the Colchis gold was obtained. For centuries the Svan ethnic group evolved here, cut off from the outside world by the high and inaccessible mountains, their culture preserved almost intact. In earlier centuries Svaneti was a recognised part of the Kingdom of Colchis. In Mtskheta, St. Nino erected the first Christian cross and the first churches were built here. The cross of St. Nino is held in the Sioni Cathedral. We will visit the monasteries of Shiomghvime and Zedazeni which were built on former pagan sites. It was from here that King David IV ('The Builder') began the unification of Georgia. He also founded the Gelati Academy, where he is buried. Day 6: KUTAISI All inclusive. Leave early morning for the visit to the Monastery of the Accademia of Gelati (XII century) a World Heritage Site. It was one of the most important cultural centres of medieval Georgia, founded in 1106 and endowed with an Academy in which worked the most important scientists, theologists and philosophers, important enough to be call the New Greece. Here the powerful king David The Constructor reigned. On the way back we will pause at the Church of Motsameta and visit the Grotto of Prometeo, a natural work of art over millions of years. POTI Poti is a port-city in Georgia, located on the eastern Black Sea coast in the Region of Samegrelo- Zemo Svaneti in the west of the country.
