FROM: The President May 27, 2014 Per Capita Income Guidelines for Operational Purposes The Gross National Income (GNI) guidelines covering the Civil Works Preference, IDA Eligibility, IBRD Terms and the initiation of IBRD graduation process are updated every year, based on the annual rate of change of the SDR-deflator [see President s Memorandum to the Executive Directors dated September 27, 1983 (SecM83-924)]. The updated operational guidelines to be applied during FY15 are as follows: Operational Categories * FY15 Guidelines (2013 US$) (i) Civil Works Preference Less than or equal to $ 1,045 (ii) Effective IDA Eligibility Less than or equal to $ 1,215 (iii) IBRD terms More than $ 1,215 (iv) IBRD Graduation More than $ 7,185 * These categories reflect changes introduced in accordance with the Memorandum to the Executive Directors dated January 17, 2008 (R2008-0007). Per capita GNI data (Attachment 1) for borrowing member countries for 2013 have been prepared in accordance with the procedures described in SecM2000-625. These estimated ranges, while useful to place the countries in specific operational categories, are shown as NA (not available) in Attachment 1. Attachment 2 shows rates of gross domestic product (GDP) in constant prices for 2013. I propose that we use the updated guidelines and GNI estimates for all operations for which invitations to negotiate are sent out from July 1, 2014 to June 30, 2015. Jim Yong Kim President

The International Monetary Fund has, however, issued a declaration of censure and called on Argentina to adopt remedial measures to address the quality of official GDP and consumer price index data. Alternative data sources have shown significantly lower real and higher inflation than the official data since 2008. In this context, the World Bank is also using alternative data sources and estimates for the surveillance of macroeconomic developments in Argentina. 2 Estimates are available in ranges only.
