APPROVAL CERTIFICATE EASA.21J.357 Pursuant to Regulations (EC) 216/2008 and (EU) 748/2012 and subject to the conditions specified below, the Agency hereby certifies PILATUS AIRCRAFT LTD. P.O.Box 992 CH-6370 Stans Switzerland as a DESIGN ORGANISATION approved according to Part 21, Section A, Subpart J. CONDITIONS: 1. The approval is limited to that specified in the enclosed Terms of Approval, and 2. This approval requires compliance with the procedures specified in the Design Organisation Handbook, reference EZ-DOA-00-1001, in the latest revision, and 3. This approval is valid whilst the approved Design Organisation remains in compliance with Part 21, Section A, Subpart J. 4. Subject to compliance with the foregoing conditions, this approval shall remain valid until surrendered or revoked. EASA European Aviation Safety Agency Terms of Approval 21J.357 Issue 9, 07 /12/2017 Terms of Approval Design Organisation Approval Certificate EASA.21J.357 1 Scope of work The holder of the Design Organisation Approval is entitled to design in accordance with the applicable typecertification basis, operational suitability data certification basis and environmental protection requirements as defined in Annex A. 2 Privileges a) The holder of this design organisation approval shall be entitled to perform design activities under Part21 and within its scope of approval. b) Subject to 21.A.257(b), the Agency shall accept without further verification compliance documents submitted by the holder of this design organisation approval for the purpose of obtaining, as per 21.A.263(b) : 1. the approval of flight conditions required for a permit to fly 2. a type-certificate or approval of a major change to a type-certificate 3. reserved 4. reserved 5. a major repair design approval c) The holder of this design organisation approval shall be entitled, within its terms of approval and under the relevant procedures of the design assurance system, as per 21.A.263(c): 1. to classify changes to type-certificate and repairs as "major" or "minor" 2. to approve minor changes to type-certificate and minor repairs 3. to issue information or instructions containing the following statement: "The technical content of this document is approved under the authority of DOA ref. EASA.21J.357" 4. to approve minor revisions to the aircraft flight manual and supplements, and issue such revisions containing the following statement: "Revision No [YY] to AFM (or supplement) ref. [ZZ] is approved under the authority of DOA ref. EASA.21J.357." 5. to approve the design of major repairs to products or Auxiliary Power Units for which it holds the type-certificate or the supplemental type-certificate or ETSO authorisation 6. to approve the conditions under which a permit to fly can be issued in accordance with 21.A.710(a)(2), except for permits to fly to be issued for the purpose of 21.A.701(a)(15) 7. to issue a permit to fly in accordance with 21.A.711(b) for an aircraft it has designed or modified, or for which it has approved under 21.A.263{c)(6) the conditions under which the permit to fly can be issued, and when the design organisation itself is controlling under its Design Organisation Approval the configuration of the aircraft and is attesting conformity with the design conditions approved for the flight "'........ ropea n Union TE.DOA.00831-005 European Aviation Safety Agency. Terms of Approval 21J.357 Issue 9, 07 /12/2017 3 Obligations The holder of the Design Organisation Approval shall, as per 21.A.265: a) maintain the handbook in conformity with the design assurance system; b) ensure that this handbook is used as a basic working document within the organisation; c) determine that the design of products, or changes or repairs thereof, as applicable, comply with applicable requirements and have no unsafe feature; d) except for minor changes or repairs approved under the privilege of paragraph 2(c), provide to the Agency statements and associated documentation confirming compliance with paragraph 3(c); e) provide to the Agency information or instructions related to required actions under Part 21 point 21.A.3B; f) under the privilege of paragraph 2(c)(6), determine the conditions under which a permit to fly can be issued; g) under the privilege of paragraph 2{c)(7), establish compliance with Part 21 point 21.A.711(b) and 21.A.711(e) before issuing a permit to fly to an aircraft.
