Reguleerimisala Käesoleva määrusega kehtestatakse välisriigi lippu kandvaid laevu kontrolliva järelevalveametniku kvalifikatsiooninõuded ja laevakontrolli akti vorm (määruse lisa). [RTL 2003, 89, 1321- jõust. 02.08.2003] 2. Järelevalveametniku kvalifikatsiooninõuded (1) Välisriigi lippu kandvaid laevu kontrolliva järelevalveametnikuna võib töötada Eesti kodanik, kes valdab inglise keelt kesktasemel ning kellel on: 1) piiranguteta 3000 või suurema kogumahutavusega laeva kapteni diplom ja vähemalt viis aastat laevajuhi tööpraktikat; või 2) 3000 kw ja suurema peamasinate koguvõimsusega laeva vanemmehaaniku diplom ja vähemalt viis aastat laevamehaaniku tööpraktikat; või 3) laevaehitaja või mõnel teisel merendusega seotud eriala inseneri diplom ja vähemalt viis aastat töökogemust oma märgitud erialal; või 4) kõrgharidus ja tunnistus laevakontrolli inspektorite ettevalmistuskursuste lõpetamise kohta. (2) Enne iseseisvat välisriikide laevade kontrollimist peab punktides 1 ja 2 nimetatud laevakontrolliinspektor töötama vähemalt ühe aasta ja punktides 3 ja 4 nimetatud laevakontrolliinspektor vähemalt kaks aastat Eesti riigilippu kandvate laevade ülevaatusel ja kontrollimisel ning vastavate konventsionaalsete dokumentide vormistamisel. 3. Rakendussätted Laevakontrolliinspektor, kes töötas laevakontrolliinspektorina enne 2. oktoobrit 1998. a, võib jätkata tööd laevakontrolliinspektorina.
