Intent And Scope of Work The intent of this contract is to carry out the grading of the following Resource Roads in order of Priority which will be determined by Forestry staff. -Ocean 29km of class C-2 road -Lethbridge 14.5km of class C-2 road -Harcourt 9.5km of class C-2 road -White Hills 14.5km of class C-2 road -Georges Brook 8.3km of class C-2 road -Bloomfield 25km of class C-2 road -Thorburn Lake 6.6km of class C-2 road -Bunyan s Cove 7.9km of C-2 road -Plate Cove 7.8km of C-2 road -Stock Cove 9.8km of C-2 road -Stagg Steady 4.6km of C-2 road -Muddy Hole Brook 3.4km of C-2 road -Chance Harbour 7.0km of C-2 road -Big 6.8km of C-2 road -Prinston 3.4km of C-2 road -Beaver 14.8km of C-2 road Total 172.9 kilometers 2. Location of Work This contract is located throughout the Forest Management District 2. Directions to each road are as follows: Ocean - Travel north along route 230 for 2 kilometers past the intersection of route 230 and 235. Turn right on Ocean Resource Road to the start of grading. Grade the road up to the steel gate near Burgoyne s Cove. Lethbridge- Travel north along route 230 for 1.35 kilometers past the intersection of route 230 and route 233, turn right onto Lethbridge Resource Road and travel 7.2 kilometers to the start of grading. Grade until road meets Ocean Resource Road. Harcourt- Travel north along route 232 for 6.6 kilometers past the intersection of route 232 and route 230 turn left onto Harcourt Resource Road to the start of grading. White Hills- Travel west along the TCH for 7.5 kilometers past the intersection of the TCH and route 230 (Clarenville) turn left onto White Hills Resource Road to start of grading. Grade the road until the beginning of pavement near White Hills Ski Resort. Georges Brook- Travel north along route 230 for 5.8 kilometers from the intersection of the TCH and route 230(overpass west of Clarenville) turn left to the start of grading.
Bloomfield- Travel north along route 230 for 21.5 kilometers from the intersection of the TCH and route 230(overpass west of Clarenville) turn left onto route 233 travel 2.25 kilometers and turn left onto Bloomfield resource road and travel 0.7 kilometers to start of grading. Thorburn Lake- Travel west along the TCH for 6.0 kilometers past the intersection of route 230 and the TCH (overpass west of Clarenville) turn right onto Thorburn Lake Resource Road to start of grading. Bunyan s Cove- Travel north along route 233 for 9.25 kilometers from the intersection of route 233 and the TCH turn right onto Bunyan s Cove Resource Road to start of grading. Plate Cove- Travel north along route 235 for 13.3 kilometers from the intersection of route 235 and route 230 turn right onto Plate Cove Resource Road to start of grading. Stock Cove- Travel north along route 235 for 33.5 kilometers from the intersection of route 235 and route 230 turn right onto Stock Cove Resource Road to start of grading. Stagg Steady- Travel north along route 233 for 22.5 kilometers from the intersection of Route 233 and the TCH (Port Blandford). Turn left onto Stagg Steady Resource Road to start of grading. Muddy Hole Brook- Travel north along route 230-A for 2.5 kilometers past the intersection of route 231 and 230-A and turn left onto gravel road. Travel 0.9 kilometers to the start of grading. Chance Harbour-To arrive at the start point of this project travel north on Route 230 from the intersection of Route 230 and the TCH turn left onto Route 234 and travel 14.5 kilometers and turn left onto Chance Harbour Resource Road to start of grading. Big - Travel north along route 230 for 1.35 kilometers past the intersection of route 230 and route 233, turn right onto Lethbridge Resource Road and travel 7.2 kilometers to the start of grading at right Big Road. Beaver -Travel east along TCH for 4.0 kilometers past route 205 (Hillview) and turn right approximately 80 meters east of Black Brook. Travel 0.1 kilometers to the start of grading, grade 3 kilometers to abandoned rail bed turn right and grade 8.1 kilometers to Beaver Resource Road turn left and grade to the end of road. Princeton -Travel north along route 230 for 5.5 kilometers past its intersection with route 235, then turn right onto Princeton Road and start grading. Grade for 1.9 kilometers and turn right and grade to end of road. 3. Road Standards The driving width of a class "C-2" resource road shall be 6.0 meters. These roads shall be graded as herein specified and to the satisfaction of the engineer or Departmental representative. 5-2

Quality of Work The contractor shall grade all surfaces of the road so that: all potholes are cut/scarified/removed from the road surface berms of material are NOT left along shoulders of road all large rock are winged into the ditch or surrounding vegetation grading is conducted AWAY from all bridges (no material to be carried onto bridge surface) any existing takeoff ditches are not to be plugged but are to remain open and free of material surface material NOT to be winged into ditch all work is conducted in a neat and professional manner; skimming or brushing over the road surface will not be acceptable where alders are rooted in the driving surface of the road they are to be winged off to create the specified road width, care must be taken to insure as much road material as possible remains in the road when doing this wash-outs are to be filled with material on site if possible All work shall be inspected by a DNR representative and must meet the above quality of work prior to issuing of any payment. All floating of equipment shall be included in the unit price for grading and shall not be considered an extra in the contract. 5. Grader Specifications The grader must be of sufficient size (Minimum 6 cylinder) to be able to grade a forest access road and must be in good mechanical working condition and free of oil leaks. It must also be equipped with a hydraulic scarifier for removal of potholes. 6. Grader Operator The grader operator must have experience grading forest resource roads. 7. General Information An on-site inspection of each road is required before the bidding on this contract. Grading shall not begin without prior approval of the Resource Road Engineer or Resource Road Inspector. The contractor is not to remove men or equipment from the construction site unless written authorization has been obtained from the Resource Road Engineer. Should the contractor fail to comply with this request, then the contractor must assume full responsibility in having the equipment returned to complete work.
