WPC.61 Apologies for absence Apologies for absence were received from Councillors M Matthews and J Russell. WPC.62 Code of Conduct (Declarations of Interest) There were no declarations of interest received. WPC.63 Minutes Decision That, minutes of the meeting held on 22 July 2014 be agreed and signed by the Chairman as a correct record. WPC.64 Updates on issues from previous meeting(s) Nil WPC.65 Police / Community Issues It was noted that there were no police or local residents present. Decision That Police presence or reports be required for future meetings. WPC.66 Report of the Environment / Highways Sub-Committee The Sub-Committee had formed to consider environmental and highways issues, it was noted that the group would meet prior to Council if and when needed. The Clerk had received various items for consideration, which were reported to Council. Decision That a session be programmed to include the ongoing complaints / issues in relation to the local area, with invitations to be sent out to Highways / Environmental officers of the Borough Council. WPC.67.1Correspondence No. 2 Relates (1) Overhanging branches impeding the passage of walkers around the wildflower meadow in Houghton Green. (2) There is ragwort plants which need removing. (3) Blackthorn hedge between Radley Lane and the Common. The thorn hedge has now become tall and out of control and is totally out of proportion, it is situated down Radley Lane up to the gate bordering could arrange to have this overgrown hedgerow, cut back to a manageable size. Grateful if Parish Council could arrange to have this overgrown hedgerow, cut back to a manageable size. Decision Parish Council to investigate above matters. WPC.69 Finance Officers Report WPC.69.1Funding Application Update Members were aware that the Finance Officer had applied to 2 funding streams earlier in the year, one to Wren to upgrade some of the play area equipment and one to the National Lottery (Awards for All) for floral displays in Winwick and Houghton Green. Older Peoples Forum: Councillor A Clemo reported that the group would be moving from the Baptist Church into the Pyramid for a temporary period. Peel Hall Conservation Group: Councillor B Haskew-Jones reported that he was putting together a work plan for an outdoors grant. Councillor C Hulse reported on the clearing of the Enfield Road Park Pond, it was noted that he had recently been appointed as Chairman to the Fearnhead Management Committee and, he had also received a letter from Diane White which listed courses for volunteers. Councillor S Gordon reported on the invitation from Congleton Town Councils Best Kept Village event that was taking place on Thursday, 9 October 2014. Decision That the above reports be noted. WPC.71 Date and time of next meeting Decision - that the next meeting of the Parish Council take place on Tuesday 28 October 2014 at 7.30 pm. WPC.72 Chairman to move to Part 2 items of confidential nature Exclusion of the Public (including the Press) Decision That members of the public (including the press) be excluded from the meeting by reasons of the confidential nature of the following items of business to be transacted being within category 3 of Schedule 12a Local Government Act 1972 (Rule 10 of the Access to Information Procedure Rules) and the public interest in disclosing the information is outweighed by the need to keep the information confidential. WPC.73 Leisure Centre Performance Report The Finance Officer and Centre Manager submitted a report with information relating to the Performance of the Leisure Centre. Their report included key performance indicators for gross takings and the lettings/food income for dates 01/04/14 to 14/09/14, comparison were made against last years statistics. It was noted that the general spend per person was down and that this was indicative of the current economic climate.
