2 NZ Transport Agency Total Mobility around New Zealand September 2017 ABOUT THE TOTAL MOBILITY SCHEME This guide provides an overview for Total Mobility scheme users and contact information for regions operating the scheme in New Zealand. What is the Total Mobility scheme? Funded in partnership by local and central government, the Total Mobility scheme assists eligible people, with long-term impairments to access appropriate transport to meet their daily needs and enhance their community participation. This assistance is provided in the form of subsidised door to door transport services wherever scheme transport providers operate. It provides: vouchers or electronic cards to eligible scheme members that subsidise the normal transport fare by up to a maximum fare (set by the relevant regional council, or Auckland Transport) funding to scheme providers to help purchase and install wheelchair hoists payment to the owner of the wheelchair accessible vehicle for each Total Mobility scheme member who requires the use of a wheelchair hoist or ramp on a trip. Who administers the scheme? The scheme is managed and operated by regional councils. How does the Total Mobility scheme work? Scheme users are issued with an electronic card or a book of vouchers. You can obtain an electronic card or vouchers from the relevant regional council. Total mobility subsidies can be claimed anywhere in New Zealand where the scheme operates. The subsidy per trip is of the fare, up to a maximum subsidy. The maximum subsidy varies between regions; these costs are available under the regional information in this guide. If the total fare is more than the maximum subsidy you must meet the additional cost. Note While this guide provides information about the Total Mobility scheme, it does not guarantee travel. Factors outside of the control of the NZ Transport Agency may influence the availability of users to travel, such as individual regional council policies on subsidising out-of-town travel. In addition, while the scheme has widespread support, individual transport operators may refuse to honour the card and/or vouchers. We recommend that you book your transport service by phone or check with the operator that they accept the card or vouchers before you start your journey.

3 NZ Transport Agency Total Mobility around New Zealand September 2017 VISITING ANOTHER REGION IN NEW ZEALAND Information for visiting another region in New Zealand If you are from Auckland, Wellington, Christchurch, Otago or Taranaki where an electronic card is used, you will need to obtain vouchers before you travel to a region where an electronic card is not available. Contact the regional council at least 10 days before a planned trip, which will allow time for vouchers to be posted if required. When travelling in another region please advise the driver you are from out of town and are using a card and/or vouchers from your home town. You must present your total mobility card and/or vouchers to the driver at the start of the trip. Restrictions to the Total Mobility scheme in New Zealand The subsidy can only be accessed when travelling with approved transport operators (refer to transport operators section in each region below). No blue vouchers (for group travel and where payment is not made by a scheme member) issued outside your region will be accepted. Total mobility may not be used for travel that is undertaken as part of your work or that is paid for by another organisation such as ACC or DHB. Return trips are not covered by one transaction. Separate transactions must be made for each one way trip. No waiting time is subsidised, unless specified in individual regions restrictions below. Passengers may travel where total mobility services are provided so long as no more than the local maximum fare is charged to the regional council.

11 NZ Transport Agency Total Mobility around New Zealand September 2017 HAWKE S BAY CONTINUED Special qualifying fare The special qualifying fare includes trips to the regional hospital, Hawke s Bay airport, Eastern Institute of Technology, Rowan House, the Beacon, Mosaic, Lifeskills and Stewart Centres. Hastings and Havelock North people going to Napier Health Centre also qualify. The maximum contribution per trip is $25. Note: Hawke s Bay Regional Council will pay half the fare up to a maximum of $50. Any additional fare must be paid in full by the user. Restrictions to the Total Mobility scheme in the Hawke s Bay In Wairoa an on-demand service is operated by the Wairoa Disability Transport Service Inc. The society has a 14-seat van fitted with a wheelchair hoist that has capacity for four wheelchairs. Two paid drivers are employed, both of whom have passenger-endorsed driver licences. Wairoa has no taxi service, and this service operates on a similar basis to total mobility. The main users of the service are the elderly and people with disabilities.
