Connecting Sava River Tihomir L. Divjak

Baseline Sava River Basin is an unstable hydrological system Smart and sustainable development of Sava River Basin must be provided Definitions are given in the Sava Commission ISRBC documents So far only Slovenia had completely realized its monitoring and flood warning system Municipality of Sevnica - Best ecological practice of complete regulation in the Sava River Basin

Sava common fate Catastrophic event on one end spread over the whole Basin Catastrophic floods from May 2014, as well as 2015 and 2016 Situation in B&H in this aspect remains the most difficult Need for control and communication throughout the whole Basin Realization of the complete VPN for monitoring, forecasting and flood protection network

Terrestrial equipment Operating even during a state of emergency Existing 3G/4G system were interrupted during the floods Only reliable solution: Data and video information exchange via satellite Tooway is a simple two-way interactive BB equipment for Internet Connectivity Fast Internet and telemetry at any location For distribution of Data, Video and VoIP Realization of affordable and reliable VPN professional network via satellite

GFS initiative Initiative was launched in July 2014 hoping to improve the emergency situation In accordance with the Conclusions from the 15th Forum on Europe and Development of SEE Bottom-up proposal for flood forecasting and protection in the Region Using emergency communication services via satellite Initiative and support to B&H as the most vulnerable region of SEE Fruitful cooperation with the ISRBC since the beginning of 2015 was established

GFS action so far Expert s WG created a proposal for action and experiment in Bosnia Experiment realized in Prijedor and Banja Luka in 2015 and 2016 Satellite-based disaster prevention and protection proposal was presented during the 2 nd SWC meeting in June Flood forecasting, early warning and risk management for whole Sava River Basin Implementation of state of the art technology to obtain and exchange data before and during the floods This proposal serves as the basis for a comprehensive Project Sustainable development of river tourism in the Sava River Basin Project schould be launched under the guidance of the ISRBC before the end of 2016

In the meantime Realize the Pilot project for complete monitoring of the Sava River Basin in B&H For control and regulation of torrent waters in the Sava River Basin in B&H Installation of an optimal terrestrialsatellite system for flood protection Realization of Automatic Satellite Hydrological and Precipitation VPN in B&H: Existing situation: 16 stations Planned enlargement: 46 stations Additional completion of the system: 60 stations Preparing these strategic documents ASAP

Conclusion (1) Realization of actual cross-border cooperation Networking of all control and measurement hydro and meteorological points with relevant institutions Measuring hydro and meteorological data, analysis and monitoring of the Sava River Basin in B&H Basis for enlarging and realization of contemporary VPN via satellite in the whole Sava River Basin Technological innovation, entering the next phase, like in Italy, France, Spain, Germany, Scotland and England

Conclusion (2) Catastrophic flood from May 2014 are a reoccurring event in the Region GFS readiness to coordinate realization of this R&D Project for whole Sava River Basin Successful cooperation and preparation of GFS, RAZA and TEAM:MEDIA Full support of ISRBC for initiation and realization of this initiative is expected Full cooperation of all interested organizations is needed tihomir@emedianetwork.tv
