1. WELCOME from RALLY AUSTRALIA 1.1 A message from ARC & State Clerk of Course Welcome to Kennards Hire Rally Australia, the 13 th and final round of the 2017 FIA World Rally Championship. This will be the 26th Rally Australia and the 6th event located on the Coffs Coast of New South Wales. The Event is proud to have Kennards Hire continue as naming rights sponsorship of the 2017 Rally Australia. Their enthusiastic support, along with that from Destination NSW, the Coffs Harbour City Council, local communities and business owners and other generous sponsors, will ensure that Rally Australia retains its prominent position on the world rally stage. There has been a number of other dynamic changes for the 2017 event. Those crews who enter all three days of competition will have their chance to shine in the Kennards Hire Rally Australia world championship event with the introduction of a new competition named the Kennards Hire Cup and featuring $5000 prize money. More details contained in the following. And if one SSS wasn t enough, the itinerary sees the return of the spectator-friendly Super Special Stage at Raleigh, close to the Pacific Highway and designed to be easy and inexpensive to access. Both facilities promise wonderful fun filled afternoons for families and the rally enthusiasts alike. In terms of Special Stages, there s been a shift for the Friday Leg back to the forest areas north of Coffs Harbour. These Stages refocus the racing back into traditional rally roads, but don t despair, the famous and challenging Nambucca and Newry Stages will again feature on the second Leg. If you are keen to pitch your talent against the world s best, there are a range of options for ARC crews to enter the WRC using their local cars providing they meet FIA safety requirements. If this number is exceeded, preference will be given to drivers registered for the 2017 Australian Rally Championship and then in order of receipt of completed entry form and payment. Entries may be made using the on-line entry form on the Rally Australia website - www.rallyaustralia.com.au. Once there, select Competitors (located at the top right corner of the web page), then scroll down the page to National. Here you will find the entry form and other documents pertaining to both National and State competition. The disclaimer part of the entry form must be signed by the competitor, driver and co-driver and submitted at documentation verification. All entry forms must be received before the close of entries on Friday, 27 October. 5.2 Kennards Hire Cup This is a new Award in 2017. Eligible Drivers must not have won a Heat (Sprint events) or Overall (Endurance events) in any ARC round in 2015, 2016 or 2017 or in the ARC Four Wheel Drive Series (2015 only). The 2017 ARC2 qualifiers are also ineligible. Drivers may enter the WRC or ARC event and must be use a vehicle complying with PRC, FIA R1/2/3, G2 or FIA Group N only. Winners will be decided on the Overall results of the rally and will receive cash prizes of: 1 st - $3000, 2 nd - $1500, 3 rd - $500. 6. SERVICE PARK(S) AND LIGHT FITTING ZONES 6.1 Information about the Service Park The National Service Park will be in C-Ex Sports Stadium located on Stadium Drive, Coffs Harbour between Hogbin Drive and Pacific Highway, and is approximately 12km from Rally Headquarters. (GPS Coordinates: 30 o 19.344S and 153 o 5.626E). Those ARC crews who enter the WRC, plus other competitors at the Organisers discretion, may be located at the northern end of the WRC Service Area with all other National crews being allocated space in the National Service Area. The State (NSWRC & QRC) Service Park is located at the Coffs Harbour Rugby League Club, diagonally across the road from the National Service Park. Access to this area will be available from 1200hrs on Thursday 16 th November. Diagrams of the Service Parks are in Appendix 7a7b, 7c, 7d & 7e. Time Control locations are shown in Appendix 8a, 8b, 8c & 8d. 6.2 National Service Park facilities: The Organisers will provide the following: Public toilets Wi-Fi Internet Connection Waste removal and Waste oil collection Recycling facilities General venue security The following facilities can be ordered for individual team use: Dedicated portable toilets Dedicated security Marquees To order these facilities please download the Service Park Facilities Order Form from the event website. 6.2.1 Security in the National Service Park The Organisers will provide 24-hour General Venue Security from Wednesday 15th November until Monday 20th November 2017. Should Competitors wish to hire dedicated security please refer to the Service Park Facilities Form available in the forms section of the website. 6.3 Environmental Requirements Rally Australia was the first World Rally Championship event to develop a comprehensive environmental management program that was recognised in 2013 by the FIA as world class. We ask that all competitors be mindful of the sensitive environment within which the rally is conducted. In particular, please use the recycling and other facilities provided within the Service Park responsibly. The Service Park area drains directly to a Marine National Park. Fuel, oil, lubricants and chemicals must be securely contained and leaks and spills immediately cleaned up. Used oils, coolant and lubricants as well as hazardous wastes such as batteries, chemicals and glass should be disposed of in the designated facilities clearly marked around the service area. If assistance is required seek help from the Service Park management team who have access to additional spill clean-up materials and they can also call in one of our specialist environmental response teams. A car wash facility for rally cars will be provided near to the Service Park and will be noted in the Road Book. A wheel wash area will also be established near to the Manufacturer service areas within the Service Park. Please do not use pressure cleaners within the Service Park except in the areas designated by Rally organisers where the tailwater can be contained and disposed of. 6.4 Light fitting zones It is planned that all stages will run in daylight. There will be no light-fitting zones 7. FUEL / TYRES 7.1 Fuel Competitors are required to provide their own fuel or may use BP Service Stations shown in the Road Book. Fuel type must comply with ARC Sporting & Technical Regulations Article T3, and be either: Unleaded Racing Fuel as defined in Schedule G, Article 3.2, or Commercial Fuel as defined in Schedule G, Article 2 The following arrangements apply: I. The organisers will provide a fuel storage container at the Refuel Area near the Service Park and all fuel must be stored in this area before entry to the Service Park (refer Appendix 7b); II. Fuel for the Remote Refuel Zones will need to be loaded into the service vehicle from the Fuel Pick-Up Zone off Stadium Drive after leaving the Service Park; III. On return from the Remote Refuel Zones any remaining fuel must be returned to the fuel storage area before each service vehicle enters the Service Park; IV. Following the last Service Park Refuel Zone on each day all unused fuel must be returned to the fuel storage area or taken away from the Service Park. In addition to the Refuel Area at the exit of the service park, refuelling may take place from the service station pumps at the following locations: Friday 11 September: - BP Service Station located in road book at 1.4km after Service Park exit. Saturday 12 September: - BP Service Station located in road book at 2.5km after Service Park exit. Sunday 13 September: - BP Service Station located in road book at 1.4km after Service Park exit. Distances for Service Station Pump Fuel users are as per the Itinerary EXCEPT for the distances referred to above between the Service Park and the BP Service Stations. For environmental and safety reasons, all crews must use the provided refuel locations. 7.3 Tyre Changing Zones There will be no tyre changing zones between Services. Competitors concerned about tyre wear are encouraged to carry two (2) spare tyres. National competitors are reminded they must use MRF tyres on all Special Stages. The Tyre Order Form can be found on the Rally Australia website - www.rallyaustralia.com.au. Once there, select Competitors (located at the top right corner of the web page), then scroll down the page to National. 8. VEHICLE REGISTRATION & INSURANCE 8.1 Visiting Rally Vehicles from Interstate Rally vehicles visiting NSW from interstate may participate in CAMS rally events if they comply with the conditions of the registration cover issued by their own Registration Authority. They may also be issued an Unregistered Vehicle Permit (UVP) by NSW RTA. A Safe-Use-Declaration form is required. SCRUTINEERING, SEALING AND MARKING 9.1 Schedule In accordance with Article 11.4 of the Supplementary Regulations and at the ARC Technical Manager's discretion, ARC registered drivers may present a signed Certificate of Technical Conformity, however the vehicle will then be subject to random checks. All other National vehicles will be scrutineered at the Coffs Harbour Education Campus, Automotive Facility on Wednesday 9 September from 1600hrs. A schedule of scrutineering times will be published in a Bulletin. Competitors in the NSWRC and QRC are requested to have their vehicles and apparel scrutineered by an authorised CAMS Scrutineers (as nominated in the Supplementary Regulations) in the week prior to the event and to present a fully completed and signed road event scrutiny form at documentation. Competitors who hold a CAMS Officials licence as a Scrutineer are NOT permitted to complete and/or sign the scrutiny form for the vehicle and/or apparel they will be using at this event. Scrutineering Venue - Location 10. RECONNAISSANCE 10.1 Times/Dates In accordance with the Event Programme in the Supplementary Regulations, Reconnaissance for National, crews will take place on Tuesday 14th November from 0735hrs to 1400hrs, and 0715 to 1515hrs on Wednesday 15th November. Those State crews intending to compete on Sunday 19 th November will be required to undertake reconnaissance on Wednesday 15 th November as outlined above. In addition, for those competing in the State (NSWRC & QRC) event on Saturday 18 th November, a convoy Reconnaissance is available only on Friday 17th November from 1200 to 1700hrs. START PROCEDURE 12.1 Rally Show and Ceremonial Start The Rally Show, incorporating a Ceremonial Start, is compulsory for all crews and will commence at 1600hrs, Thursday 16 November 2017 in the Coffs Harbour City Centre, Harbour Drive. Crews are to arrive wearing approved driving suits no later than 1600hrs and vehicles must arrive in accordance with the following schedule. Vehicles can be placed in the Rally Show area by a team member and any late arrival of crews and/or vehicle may be penalised at $5.00 per minute late. If available, NSWRC & QRC crews are also invited to attend. 12.2 Rally Show - Arrival procedure For travel instructions and map to the Rally Show refer Appendix 10a, 10b, 10c and 10e. There are two entry points to the Rally Show. Entry instructions will be by car number and will be advised in a Bulletin. Following the Rally Show crews should return via the route shown in Appendix 10c to the Service Park where they are free to work on the vehicles until their due start time for the Rally. There will be no pre-event holding area. 12.3 Start of the Rally The Start of the Rally will be at TC0 at the Service Park, C-Ex Sports Stadium, Coffs Harbour, on Friday 17 th November 2017. NSWRC & QRC crews will start their Rally from TC8E-s on Saturday 18 th November 2017. 13. FINISH PROCEDURE 13.1 Finish of the Rally 13.1.1 National competitors For National crews, the finish of the rally will be located in the Coffs Harbour City Centre, Harbour Dr, Coffs Harbour (the same venue as the Rally Show) on Sunday 19th November. Crews will follow the road book from Service H to TC23D at a holding area, and then follow directions of marshals from the holding area to the Podium. After the podium finish, competitors selected for Post Event Scrutiny must drive their cars to the scrutiny area located within the Service Park under Parc Fermé conditions. Cars travelling to Final Scrutineering may be driven by a team representative. 13.1.2 State competitors The NSWRC and QRC event will finish at TC14A-s Coffs State Parc Fermé IN, after the running of SS14 Newry17 II. A podium for this event will be held at 2000hrs on Saturday 19 th November in the WRC Service Park area, followed by a dinner at the Coffs Harbour Rugby League Club.
