13/03/2011 DIRECTORS GENERAL OF CIVIL AVIATION-MIDDLE EAST REGION First Meeting (DGCA-MID/1) (Abu Dhabi, UAE, 22-24 March 2011) Agenda Item 4: Air Navigatin Issues AIRSPACE AND PBN ACTIVITIES IN THE UAE (Presented by United Arab Emirates) SUMMARY Due t the high traffic vlumes and frecasted increase in traffic, the UAE airspace is in a cnstant state f develpments. The implementatin f PBN is receiving a high pririty in rder t ensure that the airspace and airprt traffic flws are ptimized t handle the increase in traffic in a safe, efficient and cst effective manner. This paper prvides infrmatin n the PBN implementatin activities f the UAE. 1. INTRODUCTION 1.1 The cntinuing grwth f aviatin increases demands n airspace capacity therefre emphasizing the need fr ptimum utilizatin f available airspace. T meet grwing air traffic demands and t ensure aviatin safety and enhance capacity and efficiency, ICAO intrduced the PBN cncept thrugh the PBN manual. 1.2 The UAE ver the last decade has recrded rapid traffic grwth cupled t the cntinued expansin f the natinal and reginal carriers. Due t the limiting size f the UAE airspace and high traffic vlumes, much time and effrt was invested, nt nly t imprve airspace capacity and efficiency, but als t reduce aircraft hlding and flying time. 2. DISCUSSION 2.1 In rder t develp a UAE Airspace cncept, the fllwing activities were carried ut: GCAA has recently cncluded an airspace safety survey thrugh cnsultatin with all the stakehlders. The utcme f the survey was cmmunicated with the stakehlders and cmmitments were assured t vercme existing challenges and cntinue the effrts t imprve airspace capacity; The establishment f the Natinal Airspace Advisry Cmmittee (NASAC) by GCAA. The NASAC prvides an industry-wide representative frum fr all ATM users where cmments, suggestins and requirements f the ATM cmmunity are cnslidated int recmmendatins t the GCAA fr inclusin in the airspace plan.
-2- The primary functins f the NASAC is t: recmmend airspace imprvement initiatives t the GCAA Management; t prvide a frum t Industry fr the planning f a safe and efficient natinal airspace cncept; utilising a perfrmance based apprach measuring safety, capacity, cst effectiveness, efficiency and envirnmental impact. The GCAA cmpleted the first draft f the UAE PBN Implementatin Plan thrugh cnsultatin with the stakehlders. The GCAA develped the UAE RNAV 1 rute separatin plicy and established a PANS OPS / ATM Wrking Grup. 2.2 The current status f PBN implementatin in the UAE is as fllws: UAC ACC, Shaikh Zayed Air Navigatin Centre - OMAE All 39 ATS rutes are RNAV 32 ATS Rutes are RNAV-5 7 ATS Rutes r segments f the rutes are RNAV-1; Abu Dhabi Intl Airprt - OMAA RNAV 1 SID/STAR in place BARO-VNAV prcedures design planned fr ; Al Bateen Executive Airprt - OMAD prcedures in place; Dubai Intl Airprt - OMDB prcedures in place BARO-VNAV in prgress Just published the Dubai PBN plan Al Maktum Intl Airprt (Dubai Wrld Central) - OMDW RNAV 1 SID/STAR in place Fujairah Intl Airprt - OMFJ RNAV 1 SID in place Develpment f and BARO-VNAV prcedures in prgress Wide Area Multi-Lateratin prject in prgress; Ras Al Khaimah Intl Airprt - OMRK BARO-VNAV prject in prgress; Sharjah Intl Airprt - OMSJ BARO-VNAV prcedures in place.
-3- DGCA-MID/1-IP/18 2.3 ICAO G Team Visit UAE hsted a 5 day visit by the ICAO/IATA GO Team in January 2011.The purpse f the visit is t enhance the UAE effrts in PBN Implementatin. Wrkshps were held n Airspace, PBN implementatin and Flight Operatins and Airwrthiness Inspectr training requirements, including presentatins by airlines and ANSPs relating t their preparedness fr PBN intrductin. Visits were made t Sheikh Zayed Centre, Abu Dhabi and Dubai airprts. The ICAO GO Team was t submit a reprt t the GCAA by the beginning f March 2011 n imprvements and recmmendatins relating t the UAE PBN Plan. The UAE GCAA will review the reprt and make necessary changes t the UAE PBN Plan prir t submissin t ICAO Mid regin. The ICAO G Team als requested a UAE implementatin prject plan fr the next 3 years t be submitted by 01 July 2011.
