STIF - Paris Ile de France Public Transport Authority

Ile-de-France is one of the 22 administrative "régions" of France 11 million inhabitants (18% of French population) 5 million jobs 28% of France GDP Ile de France 12,000 km² Paris city : 105 km²

Ile de France is composed by 8 "départements" and more than 1200 municipalities Paris is the central kernel, 8 départements (counties 3 départements make a first ring, 4 départements make the outer ring The region has 1281 municipalities, possibly sharing transport competencies into communauté d agglomération or communauté de communes. Most of the population of Ile de France live in the central urban area which covers a little more than the first ring

80% of the region is rural

Ile de France region has a very dense public transport network Public Transport Network Metro 16 lines 211 km / 381 stations 1335 million trips in 2004 Heavy Rail 1401 km / 444 stations 1039 million trips in 2004 Bus 1.310 routes / 22.650 km 28.950 stops 8.000 buses 1200 million trips in 2004 Tram 2 routes / 20 km (2 new planned in 2006) 34 stops 57 million trips in 2004

Public Transport networks are operated by both public and private operators RATP - State owned transport company metro network tram lines (2 lines + one new in 2006) 2 heavy rail lines 4300 buses - 265 routes in the central area SNCF - State owned national railway company Heavy rail lines OPTILE- association of 93 private bus operators 3900 buses - 1050 routes in the outer ring holding exclusive rights on their lines RATP SNCF OPTILE Million trips 2004 2,777 (75%) 602 (17%) 272 (8%) Million pass.km 2004 50% 40% 10%

Mobility in Ile de France

Mobility figures in 2001 Ile de France inhabitants aged 6+ make everyday : 35 million trips that represents 3.5 trip/person 20% by feet 20% by public transport 44% by car Modal split for mechanised trips 29% by public transport 66% by private car Car equipment 1 car / household in average 30% of households don't have a car (53% in Paris) 420 cars / 1000 inhabitants (287 in Paris) Public transport 31% of the population owns a season ticket 48% within the city of Paris

STIF organisation and missions

STIF - Paris Ile de France Transport authority has three main missions Organising determination / approval of routes and stops setting level of fares and creation of travel tickets definition and monitoring of contracts with operating companies financial balance of public transport system : Collection of transport tax and public subsidies Funding of operations Modernising quality of service experimentation Developing Approval of new infrastructures/ economic evaluation Mobility analysis Prospective studies

The decentralisation law, passed in August 2004 granted new competencies to STIF on July 1st 2005 Organisation of transport services special school services on demand services waterways regular services Urban planning ability to assume work mastery for public transport infrastructure definition and implementation of urban mobility plan Ability to delegation its competencies to local authorities (except fare policy) Ability to raise funds and borrow money Ability to fix the level of transport tax paid by companies settled in the Ile de France Region within limits determined by national law

Accessibility policy is being developed for all modes of transport Heavy rail A reference network has been established and priority is put on these stations Experiments aim at narrowing the gap between Platform and train Bus network The fleet of bus is renewed with low floor vehicles The curbs are being designed so as to let a full accessibility to bus stops Door to door services A new integrated pre-bookable system has been launched in Paris (PAM) and in Val-de-Marne (Filival) dedicated to people with impaired mobility Information The website www.infomobi.com provides information about physical accessibility and realtime information about the mechanical equipments

Accessibility for all in bus and rail systems

A fairly developed PT and for the ones who can t use it.? Since the 1980 : door to door services from voluntary initiatives mostly by associations running on public funds (mostly from STIF): Not evenly spread all over the regional area little standards required No competition (no tendering process) Early 2000, STIF designs a frame for a D to D network (PAM) on behalf of it s coordinating role Geographic area of reference is the county (8 counties in the Region Ile de France ) Responsibility is given to the county local authority to undertake tendering procedure Funding is shared by County, STIF and Region STIF fixes objectives and standard requirements (rather generic) PAM Paris nov 2003, PAM Val de Marne avr 2005 (PAM 75 70% small veh life cycle max 6y, diesel powered) These services are aimed to severely disabled adults

Other initiatives Montmartrobus ALLOBUS Service DRT, 24/24h bus line linking CDG Airport plants and working platform to the residential areas where employees are living, operated with minibuses 450000 trips/year 850 calls/day first minibuses prouved too small and not durable were changed to 28 seats IVECO Daily City and Mercedes Mago MICROBUS minibus designed and built jointly by RATP and GRAU a body builder company Just launched on November 6 2005 in Malakoff a municipality near Paris (22 places, 9 seated, the route is 12 km long and serves 16 stops of public interest, operates 5 days /week from 8:30 to 1:00 pm; complies with Euro 3 requirements ).. Remaining local and experimental

Due to new legislation (2004 and 2005), a shift in the provision of transport services The new legal provisions give more responsibility to STIF Reach full accessibility of the PT network within 2015 in the mean time take full responsibility for organising alternative transport services, for the PRM s (people with reduced mobility) Provide and fund school services for disabled students features of the services may vary from door to door for severely disabled persons to services close to flexible routes etc all of them falling under the DRT category From special door to door to extensive DRT a new framework has to be designed Designing the types of services with a view to enhance coordination and integration between PT main service and DRT and a concern for balancing the costs Fixing standards of requirements

Need for a strong administrative (local/regional) coordination Service features vary depending on the targeted groups of users (school trips, older people, rural areas, disabled people) local authorities may be interested in serving the needs of one only of these groups but a consistency has to be achieved through the regional area By means of Funding is the first one, so far all existing services are publicly funded Request for entitlement (for door to door for ex) And mostly fixing the standards of requirements

About the requirements sets of standards are necessary according to the purpose aimed at Standards should refer to the service itself and to the vehicles So far the existing standards refer to the door to door service since 2003 with few details about the vehicles except for the reference to the ongoing regulation, assuming operators were more knowledgeable. In a larger perspective of developing DRT, standards about vehicles become more appealing among the items: size, life-cycle, costs (investment & maintenance), specific accommodation, security etc..;

Some more thoughts keep in mind DRT is a volatile service, local needs may evolve quickly, there is a need for a mixed fleet where vehicles can serve different purposes from one day to another the question is how much of specific features is relevant (for instance how many wheel chairs to accommodate) Multi-purpose vehicles could be part of the answer more so if services are under a dispatcher regulation There is an overall balance to reach within the regional area that falls under the public transport authority responsibility

More informations about Ile de France transport system Taxis : are not STIF s responsibility and there is no specific design for the vehicle (any make can do) even more taxi owners are reluctant to specialise their car with specific features (14000 taxis around Paris and only 25 accessible)
