History & Background ICAO Flight Plan Study Group (FPLSG) formed by Air Navigation Commission ( ANC ) in 2003 to develop a proposal for amendment of Flight Plan provision that would: Meet the future needs of aircraft with advanced capabilities. Meet the requirements of automated ATM systems Take into account compatibility with existing systems, human factors, training and cost. 3
History & Background The upcoming changes provide more flight & aircraft-specific detail to ATC as well as global harmonization. On June 25, 2008, the ICAO published an amendment to the PANS- ATM ICAO DOC 4444 specification detailing changes that will be in effect on November 15, 2012. There are many changes and clarifications in the document. However, the biggest changes are in Items 10 Equipment and Items 18 Other Information. From July 15, 2012 to November 14, 2012, a plan can be submitted in either the current pre-2012 format or the new 2012 format. From November 15, 2012, onward, filings must be in the new 2012 FPL format. There are two distinct ATC filing formats; FAA (domestic U.S.) and ICAO, which can also be used in the U.S. We will be discussing the latter. 4
