1 Watford car parking policy 1.1 Eligible users All Watford-based employees are eligible to park in the car park at the Watford office. All contractors, temporary agency staff and third party suppliers are not eligible to park onsite unless providing building critical services as determined by Workplace Facilities Manager. employees from other office locations who specifically have meetings at the Watford office (excluding employees attending training courses) and ad-hoc visiting contractors are eligible to park in the visitor s car park, subject to availability and fair usage. If attendees to training courses at the Watford office require a parking space for medical reasons, please contact the Workplace Facilities Manager. All spaces in the visitor s car park must be pre-booked with reception by the relevant Watford-based member of staff hosting the meeting. Where an employee or contractor has a medical requirement, they will need to be assessed in conjunction with the relevant HR Advisor and reviewed on an ongoing basis to ensure continued eligibility. If the medical requirement relates to difficulty accessing and egressing the underground car park, Workplace Facilities can provide alternative parking in the visitors / disabled parking bays. Any employee on maternity leave or long term absence will retain their car parking access during the time they are off work, but onsite car parking should only be used when visiting the office. employees can only use the car park for business reasons. Staff wishing to use the car park for non-business reasons should direct all enquiries to the local workplace facilities team. employees on secondment Any employees that are on secondment to the Watford office for three months or longer, is eligible to park at the office. Secondments and extensions must be for a minimum of a three month period (e.g. those on one month rolling secondments will not be eligible to park in the Watford office car park). Colleagues with a base office of Watford who are on secondment to another office for a period of three months or more, will have their car parking access removed. This access will be reinstated on return to the Watford office. cn/371 2
1.2 Operating hours The underground car park is open from 07.00 19.00 Monday to Friday unless otherwise advised in advance. Colleagues working in the office at the weekend or working out of hours, who require parking should use the surface car park. Parking can be pre-booked with the Watford Reception Team and will require provision of their staff ID number and vehicle registration of the colleague requiring parking. Colleagues should use the buzzer at the surface car park barrier to speak with Security who will provide access to the car park. Colleagues are required to sign into the building via the Security Office outside the Goods-In Entrance if they are working in the office outside normal working hours. Access to the underground car parking will only be provided out of hours should there be a requirement for any business critical works. 1.3 Conditions of use Users of any car park do so entirely at their own risk. accepts no liability for damage to/theft of or from vehicles using s car park or for injury to any person. All incidents are to be reported immediately to the Facilities Workplace team. Users are required to provide Facilities Workplace with the registration details of any privately-owned vehicles parked in the underground car park. Users are prohibited from parking more than one vehicle in the car park at any time. Users of any car park are required to park only in those bays provided. Users should also ensure they park sensibly between designated bay lines. Straddling bays is not permitted. Users are required to drive carefully, obeying the speed limit of 5mph in the car park and conforming to the one way system in place in the car park. Parking in any other non-designated areas, especially on corners or sides of driveways is a breach of Health and Safety guidelines and is not permitted under any circumstances. Filling or emptying of fuel tanks is prohibited in the car park. Smoking is prohibited in any part of the car park. cn/371 3
Any abuse of s car parking facilities or non-compliance with this policy (including with the conditions of use outlined above) will result in access to the car park being withdrawn and disciplinary proceedings where appropriate. 1.4 Drop-off bays Staff who require very brief access to the office may, subject to availability, park in the drop-off bays at the front of the building for a maximum of 1 hour only. Users of the drop off bays are required to inform reception when entering the building, and the Reception team will record your vehicle registration details. This policy does not form part of any employee s terms and conditions of employment or any contractor s terms of engagement and reserves the right at its absolute discretion to amend, replace or remove it at any time. cn/371 4
FACILITIES WORKPLACE USE ONLY 2 Operating protocols for parking 58 Clarendon Road, Watford 2.1 Disabled bays and drop off bays at front of building Drop-off bays Two drop-off bays which can be used for the following: Staff short-stay drop off maximum stay 1 hour, and user must report to reception on entering the building and provide their car registration number. Overspill for disabled bays as directed by Reception. Overspill for underground car park as directed by Reception. Reception and the security team will monitor the use of the short staff drop off car parking to ensure fair and reasonable use. Disabled bays Four disabled bays. Facilities holds a list of employees that use the disabled bays. Policy refers staff to contact Facilities in the first instance if there is a blue badge or for occupational health reason for access to the bays. 2.2 Surface car park Total 37 bays. All users to the surface car park to be buzzed in either by security or reception (24 hrs access) and allocated a space. This is to ensure Reception can allocate spaces correctly and maximise utilisation. Bays 01 to 10 - Partners and Directors of Watford (15 staff) Bays 11 to 15 - Visiting Partners and Directors of (VIP staff) Bays 16 to 25 Clients and Guest (External) Average 10 per month Bays 26 to 37 visitors and overspill for staff in underground car park cn/371 5
2.2.1 Bays 01 to 10 - Partners and Directors of Watford (15 staff) Partners and Directors will be asked to buzz for entry, so that a space can be allocated to them within the 10 bays available. This will allow Reception to manage the spaces, and send Partners and Directors to overflow bays where required. Reception management of the bays will also allow them to be used for overspill parking when they are not fully utilised by Partners and Directors. It is suggested that all users of the surface car park have their swipe card access removed to manage all the spaces effectively. It is the responsibility of the relevant member of the Business Support team to confirm when the Partners and Directors will require car parking at Watford and report to Reception on a weekly basis. 2.2.2 Bays 11 to 15 - Visiting Partners and Directors of Visiting Partners and Directors are required to book a space in advance through their secretaries contacting Reception. Reception keeps a list of visiting Partners and Directors of who visit Watford periodically and should be given access if a booking is requested. Immediate access will be given to ExCo members. 2.2.3 Bays 16 to 25 Clients and Guest (External) All clients and guest spaces are required to be booked in advance with Reception by a Watford host. If no visitors are booked in for the day, these spaces can be used by Reception to accommodate overspill parking. 2.2.4 Bays 26 to 37 visitors and overspill for staff in underground car park staff from another office attending a meeting in Watford can have a space booked for them by the Watford host. Spaces should be booked in advance. staff attending training or induction courses at Watford are not permitted to park on site. 2.3 Underground car park Total number of car parking spaces = 260 bays + 3 motor cycle spaces cn/371 6
2.3.1 Hours of operation 07.00 19.00 Monday to Friday. Security office to provide access to the underground car park outside of these hours for staff retrieving cars. 2.3.2 Weekend access In the first instance staff coming in to work at weekends should be accommodated in the surface car park staff policy instructs staff to use the buzzer to the surface car park to request access. During project works, there are sometimes larger groups of staff on site during the weekend. Under these circumstances access to park all-day for weekend working can be arranged in advance. Contact Facilities Workplace to make arrangements supplying their name, staff ID and vehicle registration number. 2.3.3 Car park full protocol When underground carpark is full, the Car park full sign is moved to the top of the ramp, to warn drivers. At 12pm the sign will be taken away due to turnover of spaces during the lunch period. At 2pm, the sign will be reinstated, if required, following the 2pm car park patrol. User policy instructs staff to proceed to the surface car park to speak to the Receptionist who will check the bookings and allocate a space where possible. If the surface car park is fully booked, staff will be required to park off-site and the receptionist will issue a form for the staff member to claim the cost of offsite parking via the expenses system. 2.3.4 Security checks The onsite Security team will conduct a car park patrol of the surface car park and underground car park at the following times 10am / 12pm and 2pm and report back to workplace facilities. cn/371 7
