For Convenient use only Regulations of the Department of Civil Aviation on Certification of Check Airmen B.E. 2553 -------------------------------- By virtue of Clause 2.1.1 of Clause 2 and Clause 3.4 of Clause 3 of the Regulations of the Civil Aviation Board No. 86 concerning air navigation of aircraft issued on 23 December B.E. 2552, it requires that holder of air operator certificate shall comply with the Regulations of the Department of Civil Aviation on Flight Crew to ensure that the technics, normal, abnormal procedures and emergency procedures are conducted the pilot proficiency check by Check Airman of the holder of air operator certificate. All Check Airmen shall have the appropriate qualifications and meet the common standards. The Department of Civil Aviation is authorized to certify all Check Airmen; thereby it now issues its regulations on certification of check airmen as follows: 1. These regulations shall be called Regulations of the Department of Civil Aviation on Certification of Check Airman B.E. 2553. 2. These regulations shall come into force as from the date of publication. 3. The regulations of the Department of Air Transport on Certification of Check Airman B.E. 2551 which was issued on 16 May B.E. 2551 shall be repealed. 4. In this regulations, Check Airman means a person who is authorized to conduct proficiency check for Pilot with aircraft, Pilot with simulator, and Flight Engineer of the holder of air operator certificate. Competent Officer means the Director of the Flight Standards Bureau or any officer appointed by the Director-General of the Flight Standards Bureau. 5. Check Airmen comprise 3 classifications as follows: (1) Proficiency Check Pilot Aircraft is an examiner authorized to conduct pilot proficiency checks and recurrent proficiency checks in connection with normal and abnormal procedures and emergency procedures for specific aircraft type of which the type rating is sought.

- 2 - (2) Proficiency Check Pilot Simulator is an examiner authorized to conduct pilot proficiency checks with simulator in connection with normal and abnormal procedures and emergency procedures for specific aircraft type of which the type rating is sought. (3) Check Flight Engineer is an examiner authorized to conduct proficiency checks of flight engineer with specific aircraft type of which the type rating is sought and/or with simulator in connection with normal and abnormal procedures and emergency procedures. 6. Any person who will conduct flight checks as Check Airman of the holder of air operator certificate shall pass the proficiency check before obtaining Check Airman Certificate from the Department of Civil Aviation. 7. Any person who is applying for Check Airman Certificate shall have the following qualification: (1) If applicant is a Thai or non-thai national applying for Check Airman Certificate as follows: (a) Proficiency Check Pilot Aircraft and/or Simulator for Multi-Pilot, applicant shall 1) Hold Airline Transport Pilot License with such aircraft type rating endorsement; and 2) Have at least 1,000 hours of total flight time as Pilot in Command (PIC); and 3) Have at least 500 hours of flight time as Pilot in Command (PIC) in such aircraft type of which the type rating is sought; and have a current experience as Pilot in Command in such aircraft type of which the type rating is sought as required by the Regulations of the Civil Aviation Board on privileges of pilot license holder; or 4) For applicant who is holding Check Airmen Certificate with other aircraft type rating, shall have at least 500 hours of flight time as Pilot in Command (PIC) in the aircraft type of which the type rating is sought or within the preceding 12 consecutive months prior to submitting application; or 5) For applicant who held Instructor Certificate or Flight Instructor Aircraft Type Rating Certificate, shall have at least 500 hours of flight time as Pilot in Command (PIC) in the

- 3 - aircraft type of which the type rating is sought or within the preceding 12 consecutive months prior to submitting application, and shall have completed the Check Airman Training Course covering the subjects as required in Annex I attached hereto; or For applicant who has never held Flight Instructor Aircraft Type Rating Certificate with such aircraft type rating, shall have at least 2,000 hours of total flight hours as Pilot in Command (PIC) and at least 1,000 hours of which were in the aircraft type of which the type rating is sought or within the preceding 24 consecutive months prior to submitting application; and shall have completed the Check Airman Training Course covering the subjects as required in Annex I and Annex II attached hereto; 6) For applicant who is holding Simulator Instructor Aircraft Type Rating Certificate with such aircraft type rating, shall have at least 500 hours of flight time as Pilot in Command in the aircraft type of which the type rating is sought, and shall have completed the Check Airman Training Course covering the subjects as required in Annex I attached hereto. (b) Proficiency Check Pilot Aircraft and/or Simulator for Single Pilot, applicant shall 1) Hold Commercial Pilot License or above, with such aircraft type rating endorsement; and 2) Have at least 500 hours of total flight time as Pilot in Command (PIC); and 3) Have at least 250 hours of flight time as Pilot in Command (PIC) in such aircraft type which the type rating is sought; and have a current experience in such aircraft type which the type rating is sought as Pilot in Command as required by the Regulations of the Civil Aviation Board on privileges of pilot license holder; or 4) For applicant who is holding Check Airmen Certificate with other aircraft type rating, shall have at least 250 hours of flight time as Pilot in Command (PIC) in the aircraft type of which the type rating is sought or within the preceding 6 consecutive months prior to submitting application; or 5) For applicant who held Instructor Certificate or Flight Instructor Aircraft Type Rating Certificate, shall have at least 250 hours of flight time as Pilot in Command (PIC) in the aircraft type of which the type rating is sought or within the preceding 6 consecutive months prior to submitting application, and shall have completed the Check Airman Training Course covering the subjects as required in Annex I attached hereto; or

- 4 - For applicant who has never held Flight Instructor Aircraft Type Rating Certificate with such aircraft type rating, shall have at least 1,000 hours of total flight hours as Pilot in Command (PIC), at least 500 hours of which were in the aircraft type of which the type rating is sought or within the preceding 12 consecutive months prior to submitting application; and shall have completed the Check Airman Training Course covering the subjects as required in Annex I and Annex II attached hereto; 6) For applicant who is holding Simulator Instructor Aircraft Type Rating Certificate with such aircraft type rating, shall have at least 250 hours of flight time as Pilot in Command (PIC) in the aircraft type of which the type rating is sought, and shall have completed the Check Airman Training Course covering the subjects as required in Annex I attached hereto. (c) Check Flight Engineer, applicant shall 1) Hold Flight Engineer License with such aircraft type rating endorsement; and 2) Have at least 500 hours of flight time as Flight Engineer in the aircraft type of which the type rating is sought, and shall not abandon the Flight Engineer for more than 6 consecutive months prior to submitting application; and shall have recent experience in the aircraft type of which the type rating is sought as required by the Regulations of the Civil Aviation Board on Qualifications of Flight Engineer and Privileges of Holder of Flight Engineer License; and 3) For applicant who is holding Instructor Certificate or Flight Engineer Instructor Certificate in such aircraft type which the type rating is sought, shall have completed the Check Airman Training Course covering the subjects as required in Annex I attached hereto; or For applicant who has never held Flight Engineer Instructor Certificate in such aircraft type which the type rating is sought, shall have completed the Check Airman Training Course covering the subjects as required in Annex I and Annex II attached hereto; (2) For a foreign national applicant who is holding a Check Airman Certificate and a Pilot License with rating of Pilot in Command (PIC) of other States, as well as having experience as Check Airman in other States in such aircraft type which the type rating is sought, shall have at least 100 hours of current flight time in such aircraft type which the type rating is sought or work as a Pilot for holder of air operator certificate at least 6 consecutive months prior to submitting application. 8. Applicant for a new issued Check Airman Certificate or a different type rating endorsement under Clause 7 shall have completed at least 4 hours of the practical training course for Check Airman Certificate in the simulator approved by the Department of Civil Aviation and under supervision of the

- 5 - holder of Check Airman Certificate; or shall observe the Pilot Proficiency Check conducted at least 2 flights on aircraft. If applicant does not have experience in control of Simulator Control Panel, applicant shall have completed the training how to use the Simulator Control Panel prior to submitting application. 9. Applicant, who held a Flight Crew License, is eligible to apply for Check Airman Certificate for simulator training only and shall have the following qualifications: (1) For applicant who never held any Certificate, applicant shall (a) Have completed Check Airman Training Course covering the subjects as required in Annex I and Annex II attached hereto; (b) Have completed pilot proficiency check within 6 months prior to submitting application; (c) Have at least 2,000 hours of flight time as Pilot in Command in such aircraft type of which the type rating is sought. (2) For applicant who have held the Instructor Certificate, applicant shall (a) Have completed Check Airman Training Course covering the subjects as required in Annex I attached hereto; (b) Have at least 1,000 hours of flight time as Pilot in Command in such aircraft type of which the type rating is sought. (c) Have the result of pilot proficiency check within 6 months prior to submitting application; (3) For applicant who held the Check Airman Certificate, applicant shall have the result of pilot proficiency check within 6 months prior to submitting application. 10. Applicant for Check Airman Certificate shall submit the completed Form as attached hereto to the Flight Standards Bureau of the Department of Civil Aviation, together with the following documents: (1) Documentary evidence to satisfy the requirement in Clauses 7, 8, and 9 as well as a medical certificate; (2) A letter from applicant s original affiliation signed by examiner who verifies the qualifications of applicant who is nominated Check Airman of holder of air operator certificate. (3) 2 copies of photograph; size 1 inch, and taken no more than 6 month ago.

Competent Officer shall issue an Instructor Certificate when Competent Officer is satisfied that the applicant has qualifications according to Clauses 7, 8 and 9, and has submitted complete application and documentary evidence, as well as having passed the assessment conducted by the Competent Officer on Check Airman procedures according to the category of each Check Airman Certificate of which the applicant has applied for. 12. Check Airman Certificate shall be issued in the Form attached hereto. 13. Check Airman Certificate shall become invalid when (1) Pilot proficiency check was not conducted; (2) Proficiency check while on duty as Check Airman was not conducted by the Designated Check Pilot, which is required to be completed within every period of 24 consecutive months; (3) Check Airman did not pass a pilot proficiency check in (1); or did not pass a proficiency check while on duty as Check Airman in (2); (4) Check Airman is discharged from duties in his original affiliation as stated in the Check Airman Certificate or his original affiliation has notified that it cancels or revokes him/her from its Check Airman; (5) Check Airman Certificate is suspended or revoked by Competent Officer according to Clause 18 or Clause 19. 14. Check Airman shall discontinue his/her assessment as Check Airman upon the Check Airman Certificate becomes invalid according to Clause 13. As such, the result, which has been derived from the performance of Check Airman whose Certificate becomes invalid according to Clause 13, shall be void accordingly. If medical certificate of Check Airman becomes invalid, Check Airman is authorized to conduct flight checks in simulator only. 15. Holder of air operator certificate shall (1) Have a system to control quantity, qualifications, quality, standards of all related trainings, as well as records retention of flight checks by Check Airman, and be ready for inspection by Competent Officer at all times; and

- 7 - (2) Report any amendment or change of information or list of Check Airman such as notification of cancellation or revocation of Check Airman to the Department of Civil Aviation. 16. Check Airman shall conduct flight checks according to the procedures and checklist of the holder of air operator certificate, whereby it shall have minimum items for check for each flight crew as per the procedures and checklist attached hereto. Check Airman shall sign the Pilot Proficiency Check Records for all checks. Competent Officer can access to the quality system and records in accordance with Clause 15. (1) and can observe Check Airman while performing flight check at any time. 17. Check Airman shall adhere to the disciplines as follows: (1) While on duty, not being depressant because of alcohol consumption or drug or other narcotics affecting nervous system; (2) Not certifying or writing untruth statements, amending or deleting to make any untruth statements on the procedures and checklist, or writing any untruth assessment report; (3) Performing the duties by taking into consideration honest and fairness and without discrimination and bias. 18. Competent Officer shall have the power to issue an order to suspend Check Airman Certificate when it appears that (1) Holder of Check Airman Certificate conducts any danger to the air navigation by (a) Not conducting assessment according to the procedures and checklist of the holder of air operator certificate as approved by the Department of Civil Aviation; (2) Not complying with the discipline set forth in Clause 17; (3) Not complying with the air navigation laws, rules, regulations, directives, or any conditions imposed by Competent Officer. (2) Holder of Check Airman Certificate lacks of competency, or is unsuitable or incapable to perform the functions as Check Airman. 19. Competent Officer shall have the power to issue an order to revoke Check Airman Certificate when it appears that (1) The violation of Clause 18. (1) causes serious harm to the air navigation;

- 8 - (2) Holder of Check Airman Certificate has been twice given orders of suspension on his Check Airman Certificate. 20. All Check Airman Certificates, issued by virtue of the Regulations of the Department of Air Transport on Certification of Check Airman B.E. 2551 given on 16 May B.E. 2551, shall remain valid until its expiry date, and the holder shall comply with these Regulations. - 9 - Annex I For Holder of Instructor Certificate Holder of air operator certificate must provide Check Airman Certificate Training Course, as approved by the Department of Civil Aviation, to the applicant, who is holding Instructor Certificate, for Check Airman Certificate. The Check Airman Certificate Training Course shall cover the following subjects: Clause 1. The initial ground training for check airmen must include the following: (1) Check airman duties, functions, and responsibilities. (2) The applicable Thai DCA Regulations and the certificate holder's policies and procedures. (3) The appropriate methods, procedures, and techniques for conducting the required checks. (4) Proper evaluation of student performance including the detection of; (a) Improper and insufficient training and (b) Personal characteristics of an applicant that could adversely affect safety. (5) The appropriate corrective action in the case of unsatisfactory checks. (6) The approved methods, procedures, and limitations for performing the required normal, abnormal, and emergency procedures in the airplane. Clause 2. The transition ground training for check airmen must include the following: Approved methods, procedures, and limitations for performing the required normal, abnormal, and emergency procedures applicable to the airplane to which the check airman is in transaction. Clause 3. The initial and transition flight training for pilot check airmen (airplane and Helicopter), flight engineer check airmen (airplane) must include the following: (1) The safety measures for emergency situations that are likely to develop during a check. (2) The potential results of improper, untimely, or non-execution of safety measures during a check. (3) For pilot check airman (airplane and Helicopter);

- 10 - (a) Training and practice in conducting flight checks from the left and right pilot seats in the required normal, abnormal, and emergency procedures to ensure competence to conduct the pilot flight checks and (b) The safety measures to be taken from either pilot seat for emergency situations that are likely to develop during a check. (4) For flight engineer check airmen (airplane) training to ensure competence to perform assigned duties. Clause 4. The initial and transition flight training for check airmen (simulator) must include the following: (1) Training and practice in conducting flight checks in the required normal, abnormal, and emergency procedures to ensure competence to conduct the flight checks. (2) Training in the operation of flight simulators or flight training devices, or both, to ensure competence to conduct the flight checks. Remarks: Clause 3 shall apply to a practical flight training (Airplane) or Flight Simulator Training or Flight Training Device, as a case may be. Clause 4 shall apply to Flight Simulator Training or Flight Training Device, as a case may be. --------------------------------
