(7/0) PUBLIC INPUT None Accept Monthly Report: Park Maintenance Mike Arft stated his crews have been doing general maintenance at the parks including grass cutting, ball diamonds, pesticide spraying and minor building repairs. Field renovations at Carter Woods Park are complete and the new sign has been installed. The new kitchen door at Lions Park has been installed. Staff started to treat the park ash trees. Staff installed three pet waste stations along the Boardwalk at Arrowhead Park. Director s Memo Deputy Director Heyrman stated the Town Center Park Community Building was awarded to James J. Calmes at the June 20, 2017 Town Board Meeting. There were only two alternates that were not approved, the alternate roof design and the alternate sun shade. A preconstruction meeting is scheduled for June 22, 2017. Outstanding permits we are waiting on are for plumbing and from Outagamie County. Deputy Director Heyrman stated the Town Board accepted a $25,000 CVB grant for Carter Woods Park improvements. Pickleball courts nets and fence are in place so the courts can be used. The final surface will be done in September. Deputy Director Heyrman stated Outagamie County will be paving the parking lots at Carter Woods Park and Patriot Park. The construction of the concrete dumpster pads at Arrowhead Park and Patriot Park will be done under the 2017-15 Project. The parking lot at Arrowhead Park has drainage issues so this parking lot will be moved to 2018 and that the drainage can be dealt with this year. Recreation Report Lisa stated there are approximately 90 kids signed up for the Summer Adventure Camp. Soccer clinics start on Tuesday, June 13 th. This is a new program offered this year and we have eight kids signed up for the clinics. Commissioner Schmidt asked if there are going to be any pickleball clinics scheduled. Lisa responded yes. Pat Buzza contacted me to start the discussion on clinics. 1
Town Board Liaison Report Supervisor Thyssen restated the award of the Town Center Park Community Building. He also stated the Board would like to be kept informed of the naming rights and any fund raising for the new park. Supervisor Thyssen stated he will be on the oversight committee for the new park as well. He shared that we are getting compliments on the fields at Carter Woods Park and thanked Mike for his efforts. Correspondence Report Karen shared the photos of the Girl Scouts that planted flowers at Lions Park and Carter Woods Park. UNFINISHED BUSINESS (R/B 4/10/17) Discuss fund raising team for new park Deputy Director Heyrman stated the intent of the fund raising team is to make people and companies aware of the opportunity to donate to the park. We have received a $1,000 and a $100 contribution. She has had one individual who wants to donate once we have more specifics for him. We also have a person who would like to volunteer to be on a fund raising committee. Also, an individual from Kimberly Clark contacted her and said Kimberly Clark will match any employee contributions. Staff s recommendation is to form a fund raising team of no more than three Park Commissioners. Supervisor Thyssen stated the fund raising team will be an oversite committee. The team needs to be the resource that clubs and groups can come to for direction on donating. Commissioner Jones stated we need find a person who has experience in fund raising. Commissioner Schmidt asked Deputy Director Heyrman to present at the next meeting details on how the community is stepping up with donating towards the new park. Motion Carried (7/0) NEW BUSINESS Discuss Gillett Street urbanization Deputy Director Heyrman reviewed the urbanization plan for Gillett Street. Sidewalk is proposed on both sides of Gillett Street from Capitol Drive to Evergreen Drive. Sidewalk is proposed on the west side and a trail is proposed on the east side from Evergreen Drive to Little Ranch Road. The sidewalk on the west side is proposed to end at Little Ranch Road. The trail on the east side is proposed to continue from Little Ranch Road to Elsner Road. She stated staff s recommendation is for the Park Commission to support the sidewalk and trail for Gillett Street from Capitol Drive to Elsner Road. Motion (Pennings/Jones) to support staff s recommendation to install sidewalk and a trail on Gillett Street from Capitol Drive to Elsner Road. Motion Carried. (7/0) Discuss Casaloma Drive urbanization Deputy Director Heyrman reviewed the urbanization plan for Casaloma Drive from STH 15 to Prairie Song Lane. A trail is proposed on the east side of Casaloma Drive from STH 15 to Capitol Drive. Sidewalk is proposed on both sides of Casaloma Drive from Capitol Drive to Prairie Song Lane and 2
the Maple Ede Park Trail. She stated at the June 26, 2017 Public Informational Meeting there were residents opposed to the sidewalks and others that were happy sidewalks were going to be installed. Staff s recommendation is for the Park Commission to support the sidewalk and trail on Casaloma Drive from Capitol Drive to Prairie Song Lane and Maple Edge Park. Motion (Fischer-Buelow/Schmidt) to support staff s recommendation to install sidewalk and a trail on Casaloma Drive from STH 15 to Prairie Song Lane and Maple Edge Park. Motion Carried. (7/0) Review bids for project 2017-15 Sidewalk, Curb and Concrete Pavement Repair Deputy Director Heyrman reviewed the bids for Sidewalk, Curb and Concrete Pavement Repair. It includes installation of concrete dumpster pads at Arrowhead Park and Patriot Park as well as repairs to the concrete trail on Spencer Street between Casaloma Drive and Nicolet Road. Project 2017-15 will include the completion of the sidewalk connection on Lynndale Drive between First Avenue and Northland Avenue which is being partially funded by a grant from Greenways. Motion (Pennings/Schmidt) approve staff recommendation to the Town Board to award Project 2017-15 to Fisher-Ulman Construction in the amount of $64,179.90 and to approve up to 700 feet of additional repairs to our concrete trail system as long as it remains within budget. (5/0) Town Chairman Schowalter read the National Parks & Recreation Proclamation declaring July, 2017, National Parks & Recreation Month. Accept Monthly Report: Park Maintenance Mike Arft stated his crews have been doing general maintenance at the parks including grass cutting, ball diamonds, and pesticide sprayings. There are maintenance repairs that need to be done to the playground equipment at Arrowhead Park and Lions Park. Mike shared that Pat Collar from AWBC found a less expensive foul ball netting for the 1 st and 3 rd baseline on the north ball diamond at Carter Woods Park. Mike stated staff was not sure of the quality because of the lower price and asked Pat for a sample or pictures to determine if it is a good product. Mike stated staff also asked Pat to check on the warranty of the netting. Mike stated he found the Emerald Ash Bore Beetle on the west side of town and he notified the WDNR. He stated he is treating the Town street trees that are in good shape. He stated the ones that are infected will need to be cut down and the wood will need to be quarantined for two years. All of the park trees have been treated. Commissioner Schmidt asked if the quarantined wood could be treated. Mike replied no. He stated it needs to be kept in an isolated area for two years. He stated even if we chip the trees we would need to leave it sit for two years because it has to be chipped in a one inch square to kill the beetle and our chipper does not chip that small. He stated we could take the quarantined trees and bring in a tub grinder that would get the chips to the approved size. 1
Commissioner Schmidt asked if we have an isolated area for the infected trees. Mike responded, not yet. Deputy Director Heyrman asked for suggestions. Commissioner Schmidt asked if the infected trees can be burned. Mike replied, yes. Commissioner Schmidt asked if the infected trees could be used by a company that makes hardwood pellets. He stated they would have to chip the trees themselves. He asked if there a market for selling this wood? Director s Memo Deputy Director Heyrman stated that Director Marquardt provided a plan to the DNR for the relocation of the berm. She stated the FVMBC will start digging the trail soon. Staff has invited them to the August Park Commission meeting to provide an update. Deputy Director Heyrman stated we broke ground June 23, 2017 on the new Town Center Park Community building. We are waiting for permitting to work within 300 of Mud Creek which is expected on the July 11, 2017 from Outagamie County. The architect is providing the state approved building plans. The State review of the HVAC was complete on June 29, 2017. The plumbing plan review is set for July 13, 2017. Deputy Director Heyrman provided an update on the donations for the park. She stated to date we have received a total of $3,600 in contributions. Deputy Director Heyrman stated staff submitted a 2017 Bark for your Park grant. It is a PetSafe Brand grant awarding five communities $25,000 for new dog parks, ten communities, $10,000 for park maintenance, and five communities $5,000 for park equipment. The Town will be notified in August if we were awarded the grant. Commissioner Schmidt asked if the Town would receive this grant would it push the construction of the dog park up. Mike Patza stated that is a possibility. There was no set time frame as to when the money has to be used. We would need to have water to the park for the dogs. Deputy Director Heyrman stated the dog park is in the Capital Plan for 2020, but stated that it could be moved up. Deputy Director Heyrman stated the Carter Woods Pickleball courts continue to have a high volume of use. We have scheduled two beginners clinics for July 13, 2017, at 9:00 a.m. and 6:00 p.m., but as of today we have no participants signed up. Grand Chute Pedestrian & Bicycle Strategy Update Mike Patza stated the Pedestrian & Bicycle Strategy Plan was last updated in 2012. He stated since then there has been progress made with our network. He stated staff felt this would be a good time to review, reassess and reevaluate our future bicycle/pedestrian efforts to make sure we are headed in the right direction with the Town s facilities. He stated a survey was started in April to get input from the public on our current facilities and where they would like to see future facilities. He is planning a public workshop this summer along with networking with the schools and business community. He brought the current Pedestrian & Bicycle Strategy maps and asked the Park Commission to make suggestions as to where they feel we are in need of future facilities. 2
Recreation Report Lisa provided the June Summer Adventure Camp Calendar for the Commission. She stated we have had a lot of good feedback on the staff this year. Facility rentals are up 16% from 2016 and the Summer Discount Ticket sale revenue is also up from 2016 by 15%. Greenways Report Commissioner Hagen stated that there was $10,000 left in grant funding of the $50,000 available for 2017. She stated there has been a second round of mini grants applications received so she is confident the remaining funds will be earmarked for those applications. Town Board Liaison Report Supervisor Thyssen stated the Town Board assigned an oversight committee for the new park. He stated Bruce Sherman and himself will be on the committee representing the Town Board. He suggested to the Town Chairman that two members from the Park Commission should also sit on the committee. If you are interested please contact Deputy Director Heyrman or Lisa. Supervisor Thyssen stated he has been trying to get Valley Transit Service to the Town Hall for many years. He suggests the Park Commission make a recommendation to the Town Board on the next agenda. UNFINISHED BUSINESS (R/B 6/12/17) Discuss fund raising team for new park Deputy Director Heyrman stated the team would be tasked with, community awareness of contribution opportunities, investigating employer matches opportunities, design of the donor recognition wall, review of room rental agreement, development of the rental rate structure and establishing naming right criteria. Motion (Scott/Schmidt) to direct Deputy Director Heyrman to oversee and develop a fundraising team that includes no more than three Park Commission members. Motion Carried. (5/0) NEW BUSINESS Discuss playground equipment for the Town Center Park. Deputy Director Heyrman stated in the Capital Improvement Plan for 2018 there is $200,000 for improvements for the Town Center Park. The 2018 and 2019 improvements identified in the Final Master Plan include: $35,000 for the entry plaza water feature $12,000 for wetland paths $30,000 for the community gather path $9,000 for the southern path $10,000 for buffer plantings $30,000 for landscape improvement $5,000 for lawn improvements $4,500 for mobilization and erosion control $100,000 for the Chute Play Area 3
She stated along with the playground equipment, paths, plantings and landscape improvements would be items that would remain in the budget for 2018. She stated staff asked vendors to put together some drawings of equipment that we could get for the budgeted $100,000. She stated some of the drawings are slightly higher than the $100,000. Commissioner Hagen stated she would like to see less traditional equipment, more nature based. Motion (Petersen/Scott) to recommend budgeting $250,000 for the playground areas and ADA surface and direct staff to look for alternative, non-traditional playground equipment. Motion Carried. We have continued mulching larger rings around our trees and landscaped areas. While they are mulching some minor tree trimming is being done. Arrowhead Park We have start trimming the overgrowth of brush from the Arrowhead park trail. While in there we started marking deck boards for replacement this fall. Carter Woods Park We built about 45 of boardwalk trail through a low area in the woods. We also spread about 50 yards of mulch on the main trail between the front and back of Carter Woods. We are continuing to do some additional trail improvements in the woods. We have replaced 2 of the belt swings that had excessive wear on the hardware.
Prairie Hill Park All the outside lights have been switched over to energy efficient LED lights. Forestry We have treated some additional Ash trees and will try to get back to them rest of them this fall if time allows. Invasive Species We had a comment on Facebook regarding some Purple Loosestrife along the boardwalk at Arrowhead. I have looked into the proper method to treat this and other invasive species and will treat them as time allows. Pictured below are some of the invasive species that we have in the town. DEPARTMENT OF PUBLIC WORKS 1. Maintenance Report Mike Arft will present this report. 2. Prairie Hill Park Single Track Grant Tom will submit the WDNR permit for relocation of the berm. DPW crew will perform the work as time allows. FVMTB will start trail construction August 21, 2107. They will be at the August 14, 2017 Park Commission meeting to give an update on what has been accomplished and what the group hopes to get done this year. 3. Town Center park updates All permitting is complete with the exception of the ACOE archeological review for the wetland crossing. This impacts the connections to sewer and water mains. State review for external utilities required the addition of liners for the bio filters to minimize any impact of groundwater on the underdrain pipe systems. The State review of the fire protection is scheduled for August 22, 2017. Change Orders to Date: CO #1- $440, to change door 106 from a pair door to a single 3 6 single door. CO #2 - $539 to add the hold open arms to seven doors. CO #4 - $10,450 to add HDPE pond liners. CO #5 - $462 to change the size of door #109 from 3 0 to 3 8. Footings and foundation walls are complete. Framing is progressing and will continue for the next three weeks. We Energies is extending power to the site and relocating a light pole. The pond liners will be installed once the material arrives. Curb and flat work is on the schedule for August 28. Block should be delivered the following week. The contractor informed us this is holding up the remaining roof framing and rough in. The aluminum windows that are square will be here September 7 th and the two arched openings about two weeks after this. A landscaping plan is expected in the coming weeks. DEPARTMENT OF PUBLIC WORKS 4. Sidewalk, Curb, and Concrete Pavement Repairs The concrete sidewalk is complete on Lynndale Drive between First Avenue and Northland Avenue. Positive feedback was expressed to our contractor regarding the repairs to the trails on Spencer Street and Nicolet Road. We will complete the remainder of section on Spencer Street to Casaloma Drive and the section on Nicolet to College Avenue in 2018. The concrete dumpster pads were placed at Patriot Park and Arrowhead Park at a higher elevation to match the new pavement grades. 5. Carter Woods Pickleball The crew completed excavation and gravel base for access to the pickleball courts from the parking lots. The County will pulverize one of the asphalt parking lots and pave in September. The next pickleball clinics is scheduled at the park on August 23 at 6 pm. You can sign up using the link on the Town s website. The clinics are offered by our local Pickleball Ambassadors at a minimal cost to increase interest in the sport. The contractor will return in September to complete the resurfacing and final painting. 6. As stated previously, we had a lot of positive feedback from parents on the staff this year. The field trips in July were to the Barlow Planetarium during Science Week, bowling at Super Bowl during Olympic Week and the camp ended with our annual trip to the N.E.W. Zoo on Friday, August 4th. Surveys have been sent to the parents asking for feedback on the camp. AGENDA REQUEST August 14, 2017 TOPIC: Shall the Park Commission support Valley Transit Service to the Town Center Park New Business Unfinished Business Reports Closed Session Ordinance/Resolution Department Reporting: Public Works Meeting: Park Commission Submitted By: Karen M. Heyrman, P.E. ISSUE: The Park Commission asked staff to evaluate Valley Transit Service to the Town Hall Complex. BACKGROUND/ANALYSIS: Valley Transit is beginning a 1-year study of transit needs for the region, including review of all bus routes and how to best accommodate new ridership generating destinations. The Town of Grand Chute Community Development Director, Bob Buckingham, is a member of the Transit Commission, and he is working to expand service to areas of Grand Chute that have a demonstrated need for transit. Bob is also serving on the Transit Plan Committee that will be steering the completion of the 1-year study. If the Park Commission wishes to express support to consider service to the Town Center Park, the appropriate channel would be through Director Buckingham, so he can present a case for bus service based on broader neighborhood demand. RECOMMENDATION: Direct the Deputy Director of Public Works to generate a letter to Community Development Director Buckingham, on behalf of the Park Commission, requesting that Valley Transit consider bus service to the Town Center Park. AGENDA REQUEST August 14, 2017 TOPIC: Discuss moving development of the Town Center Dog Park from 2020 to 2018 New Business Unfinished Business Reports Closed Session Ordinance/Resolution Department Reporting: Public Works Meeting: Park Commission Submitted By: Karen M. Heyrman, P.E. ISSUE: The Park Commission requested moving the development of the Town Center Dog Park from 2020 to 2018. BACKGROUND/ANALYSIS: 2018 and 2019 improvements identified in the Final Master Plan include: $35,000 for the entry plaza water feature 2018 $12,000 for wetland paths - 2018 $30,000 for the community gathering path - 2019 $ 9,000 for the southern path - 2018 $10,000 for buffer plantings - 2018 $30,000 for landscape improvements - 2018 $15,000 for lawn improvements - $5,000 in 2018 and $10,000 in 2019 $ 9,000 for mobilization and erosion control - $4,500 in 2018 and $4,500 in 2019 $250,000 for the Chute Play Area (Park Commission recommended increase July 10, 2017) This totals $400,000. The Dog play fencing and entry are shown in 2020 and estimated to cost $20,000. RECOMMENDATION: The staff recommendation is move the dog play improvements to 2018. AGENDA REQUEST August 14, 2017 TOPIC: Discuss request for a Buddy Bench at the Town Center Park New Business Unfinished Business Reports Closed Session Ordinance/Resolution Department Reporting: Public Works Meeting: Park Commission Submitted By: Karen M. Heyrman, P.E. ISSUE: The Grand Chute Benevolent Association is requesting a spot for a Buddy Bench at the Town Center Park. BACKGROUND/ANALYSIS: As stated on the attached, a buddy bench is used to foster friendship on the playground. The only requirement is that the bench must say Buddy Bench on the backrest. RECOMMENDATION: Direct staff to work with the vendor of our standard bench to provide a Buddy Bench for the Town Center Park that would be installed when the playground and poured in place surface is constructed. Heyrman, P.E. ISSUE: Tournaments would be more desirable with a third baseball diamond at Carter Woods Park. The shelter would be centrally located and parking is available. The east side of the park is currently underutilized. BACKGROUND/ANALYSIS: Staff believes the park can support a third baseball diamond and use would increase with a third baseball diamond. A baseball diamond with lighting is estimated to cost $230,000 - $310,000 with lighting. The Town of Grand Chute supports Grand Chute Little League. GCLL plays half if their games at Patriot Park and Carter Woods and the other half at Plamann Park. They have expressed interest in playing full time in Grand Chute if there were more fields. In addition to GCLL, staff continues to be contacted by other leagues who want to use our fields but can t because there is no availability. Fox Valley Heat has rented our fields numerous times over the course of the last couple of years. This league is a girl s fast pitch softball tournament league consisting of over 100 girls. The league hosts several tournaments and also has league play. In discussion with team representatives they are looking for a home field and a location to hold tournaments. They currently play their tournaments in the City of Appleton at a cost of $3,000. In talking with Fox Valley Heat representatives they would prefer to play in Grand Chute because of the quality of our fields. The need for fields is a valid argument. The Fox Valley area is becoming a hub for quality athletics. The commerce that this area offers is prime for hosting large tournaments. There is no doubt that from staff s perspective that a third diamond would draw interest from around the Midwest. $310, RECOMMENDATION: Direct staff to include funding of $350,000in the 2018 CIP for an additional baseball diamond at Carter Woods Park. AGENDA REQUEST August 14, 2017 TOPIC: Shall the Park Commission approve a change order for Project 2017-09 Carter Woods Pickleball for Armor crack repairs New Business Unfinished Business Reports Closed Session Ordinance/Resolution Department Reporting: Public Works Meeting: Park Commission Submitted By: Karen M. Heyrman, P.E. ISSUE: The contractor is recommending that the town consider crack repairs to cracks in the play area of the pickleball courts at Carter Woods Park. BACKGROUND/ANALYSIS: Project 2017-09 is for resurfacing the existing tennis courts, nets, and fencing for pickleball at Carter Woods Park. The existing cracks will be filled and typically reflect through the new surface in one or two years. The contractor is recommending the attached product to prolong the time for the cracks to reflect through the new surface. The estimated cost is $9,600. The Town was awarded $25,000 in grant funding for improvements for baseball and pickleball at Carter Woods Park. The $446,135 in improvements includes: $289,594 of Grand Chute funds ($239,594 for baseball and $50,000 for pickleball), $106,126 for park improvements that would be donated to the Town by Appleton West Baseball Club (AWBC), and $50,415 for AWBC team equipment. The grant funds are reimbursed when the project is complete. Staff requested the CVB allow us to use $10,000 of the grant funding once the pickleball improvements are complete. We would need to submit a letter to the grant committee requesting reimbursement of this amount or seek reimbursement once all of the improvements, including baseball, are completed. Staff does not believe the baseball club will meet the obligations they committed to in the timeline for the grant. RECOMMENDATION: Staff is recommending approval of this change order if CVB grant funding can be used to reimburse the additional cost. FISCAL IMPACT: OTHER FUNDING Park development funds would be used and could be reimbursed with CVB funding. ATTACHMENTS: Armor Crack Repair System brochure and product specifications
