Page: 1/12 Recommendations on priorities for the EGNOS SoL geographical coverage across the Euromed region Prepared by Antonella Di Fazio, MEDUSA project coordinator, email: antonella.difazio@telespazio.com Acronyms Acronym Definition APCH Approach EC European Commission EGNOS European Geostationary Navigation Overlay Service ENI European Neighbourood Instrument GNSS Global Navigation Satellite System ICAO International Civil Aviation Organisation ID Identifier LPV Localizer Performance with Vertical guidance MEDUSA MEDiterranean follow-up for EGNOS Adoption OS Open Service RNP Required Navigation Performance RWY Runway SBAS Satellite Based Augmentation System SoL Safety of Life WG Working Group Background This document includes the recommendations concerning the priorities for EGNOS SoL geographical extension across the Euromed region (also known as ENI-South countries). It has been elaborated by the Euromed GNSS/MEDUSA project: Further to the demands expressed by the Euromed countries for the EGNOS SoL signal extension across their territory (officially during the Euromed GNSS WG meetings and also during various vis-à-vis discussions with the countries delegates in the frame of MEDUSA national workshops, working meetings, etc.); And upon a specific request of the European Commission (EC) to follow-up these demands. This document was issued in January 2014 in its first version. It has been updated in October 2015 for considering: The national airports evolution plans in some of the Euromed countries, as specifically notified by the countries delegates;

Page: 2/12 The outcomes of the regulatory analysis carried out by MEDUSA to evaluate the Euromed States readiness, in terms of regulatory framework, to introduce SBAS/EGNOS operations. Outcomes The recommendations are given in the form of three priorities, outlined by the MEDUSA project upon the criterion to cope with the needs of the Euromed countries for EGNOS SoL coverage. These priorities can be possibly used in the definition of a roadmap for EGNOS SoL signal extension across the Euromed region in order to ensure the LPV 200 service. The identification of the priorities has been done considering the aviation perspective, and thus driven by the need to serve the area of the airports in order to allow LPV operations. For this reason, for each country, the priorities are defined through lists of airports, three lists one for each priority. Naturally, EGNOS SoL coverage availability over a certain airports ensures EGNOS OS availability over a larger area for applications in non-aviation domains. Methodology As above mentioned, these recommendations have been derived by the MEDUSA project considering the needs of the Euromed countries for EGNOS SoL coverage. The three priorities are based on the outcomes of the MEDUSA project s activities, in terms of: The inputs of the Euromed countries. The delegates officially nominated to represent the civil aviation domain for each Euromed country have been asked to select their priority airports, featuring favourable conditions for the implementation of SBAS based RNP APCH procedures (in terms of achievable benefits and/or strategic reasons). Airports that are already operational or will be operational according to short-term evolution plans known today have been considered. The countries maturity with respect to the introduction of RNP APCH and specifically LPV operations in terms of national strategy, stakeholders awareness, regulatory readiness (as assessed by MEDUSA regulatory analysis ) and institutional readiness (registered through a formal expression of interest/letter from the State to the EC, as required by EC). Recommendations The map of the region is reported showing the airports in different colour depending on the priority: green for priority 1, yellow for priority 2 and red for priority 3. Moreover, the annex 1 reports the lists of the airports per priority and for each country, specifying: Country Airport/ICAO code

It should be pointed out that: No sound plan can be done for Palestine today, as also resulting from the regulatory analysis conducted by MEDUSA; For Syria, due to the present political situation, the only realistic recommendation that can be given is to include EGNOS SoL coverage across the country as a priority three.
