Geduld and seconded by M.A. Cross that the proposed agenda be adopted, as amended. Carried. There were no declarations of interest pursuant to the Municipal Conflict of Interest Act. 2012-7-2 NYCPP Minutes (Report No. 6, June 27, 2012) It was moved by E. Geduld and seconded by K. Frank that the minutes of the meeting held June 27, 2012 be approved, as amended. Carried. 2012-7-3 Delegations and Presentations There were no items of public meeting or presentation nature on this agenda. 2012-7-4 Panel Initiatives 7.4.1 2012 NYCPP Heritage Education Events (Lawrence Park, Leaside) 7.4.1.1 Lawrence Park G. Kettel reported that the Lawrence Park Ratepayers Association held an information session on September 20 th regarding Heritage Conservation Districts. The speakers were Scott Barrett and Lauren Archer from Heritage Preservation Services. The funding offered by the Panel through the Special Heritage Community Event grant was not used. 7.4.1.2 Leaside G. Kettel reported that the Leaside Property Owners Association intends to hold an event similar to the one that was held in Lawrence Park. 7.4.1.3 Neighbourhood Character Forum 1
G. Kettel provided an overview of the proposed event, which would be held in conjunction with the Federation of North Toronto Neighbourhood Associations (FoNTRA). The purpose of the session would be to provide an update on the local planning, heritage preservation and building functions of the City in order to improve the character and stability of residential neighbourhoods. 7.4.2 Historical Walking Tour of North York Centre: Celebrating the 25 th Anniversary of North York Central Library, 1987-2012: Booklet and Walking Tour of September 15, 2012 (Toronto Public Library in partnership with North York Historical Society, Gibson House Museum and ) E. Geduld reported that the walking tour held on September 15 th was very successful, with close to 70 attendees. It was moved by E. Geduld and seconded by K. Frank that the Panel increase its financial contribution to the production of the booklet prepared by the North York Central Library from $100.00 to $200.00. Carried. 2012-7-5 Site Specific Items 7.5.1 Ward 8 7.5.1.1 William Baker Subdivision, Parc Downsview Park E. Geduld reported that she and Linda Gargaro toured the area and took photographs of the different types of housing on the site, which include both semi-detached and single family homes. It was moved by E. Geduld and seconded by K. Frank that the Chair write to Councillor Perruzza, indicating that the Panel does not believe that the houses in the William Baker subdivision merit preservation, but recommends that the area, including the wood lot, be recognized as a cultural heritage landscape and preserved. It was further recommended that the houses be photographed and documented prior to demolition. Carried. G. Kettel noted that Parc Downsview Park s Annual Public Meeting will be held on Thursday, September 27, 2012 at 7:30 p.m. at the Warehouse Event Venue, located at 2-35 Carl Hall Road. 7.5.2 Ward 9 7.5.2.1 65 Carl Hall Road, Parc Downsview Park (Canadian Air and Space Museum) Parc Downsview Park continues to advise the Panel that the building will be protected. 7.5.3 Ward 10 2
7.5.3.1 1755 Steeles Avenue West (Sanofi Pasteur) There was no report. 7.5.4 Ward 16 7.5.4. 2384 Yonge Street (former Postal Station K) G. Kettel reported that the Eglinton Park Residents Association held a public event on September 15 in support of the preservation of Postal Station K, with the active participation of Mike Colle, MPP for Eglinton-Lawrence. 7.5.5 Ward 24 65 Centre Avenue G. Kettel reported that the owner s application to the Committee of Adjustment to demolish the existing house and build a new structure (with three variances) was deferred on September 20 th for heritage reasons. It was moved by R. Kingma and seconded by A. Grenzebach that the Chair submit a letter, including background information, to Heritage Preservation Services staff indicating the Panel s support for the designation of the property under the Ontario Heritage Act. Carried. E. Geduld will take photographs of the property. 7.5.5 Ward 23 7.5.5.1 5040 Yonge Street (former North York Performing Arts Centre; now Toronto Centre for the Arts 7.5.5.2 5100 Yonge Street (North York Municipal Building; now North York Civic Centre) 7.5.5.3 5120 Yonge Street (North York Central Library) 7.5.6 Ward 25 G. Kettel vacated the Chair, which was assumed by A. Grenzebach for this item. It was moved by G. Kettel and seconded by E. Geduld that the properties at 5040 Yonge Street (the former North York Performing Arts Centre, now the Toronto Centre for the Arts), 5100 Yonge Street (the former North York Municipal Building, now the North York Civic Centre) and 5120 Yonge Street (the North York Central Library) be nominated for inclusion on the City of Toronto s Inventory of Heritage Properties. Carried. G. Kettel resumed the Chair. 7.5.6.1 Lawrence Park 140 Dinnick Crescent (Langdon House) 19 St. Leonard s Avenue 3
An inventory indicating the status of heritage properties in Lawrence Park (including 140 Dinnick Crescent and 19 St. Leonard s Avenue) was circulated to Panel members by e- mail. 7.5.6.3 102 Wanless Avenue At its meeting of September 11, 2012 the North York Community Council approved Councillor Robinson s resolution requesting staff to prepare a heritage assessment report for the property, to be reviewed at NYCC s November 5 th meeting. 7.5.6.4 105 Golfdale Avenue At its meeting of September 11, 2012 the North York Community Council approved Councillor Robinson s resolution requesting staff to prepare a heritage assessment report for the property, to be reviewed at NYCC s November 5 th meeting. G. Kettel noted that the OMB hearing regarding 105 Golfdale Avenue will be held on October 9 th, prior to the review of the heritage assessment report by NYCC. 7.5.6.5 4111 Yonge Street (C.W. Jeffreys House) E. Geduld expressed concern with regard to the property s future, given the development which is taking place to the north. The Panel will continue to monitor the property. 7.5.7 Ward 26 7.5.7.1 68 Parkhurst Boulevard G. Kettel reported that discussions have been ongoing between the owner and the neighbours regarding the future plans for the property. He noted that the owner presented plans to the Committee of Adjustment on September 20, 2012, at which time the matter was deferred. He also noted that the owner intends to submit revised plans to the Committee of Adjustment; and that the nomination of the property for listing and designation has not been withdrawn. 7.5.7.2 45 Sharron Drive G. Kettel reported that the house, which was built in about 1920, was home to George Wilkinson, who was the mayor of Leaside from 1931 to 1935 and was Leaside s longest serving politician. Its architecture, which demonstrates Dutch influences, is unique in the community. The property is under threat of demolition. Photographs of the property were circulated to Panel members by e-mail. 4
It was moved by M.A. Cross and seconded by K. Frank that the property at 45 Sharron Drive be nominated for inclusion on the City of Toronto s Inventory of Heritage Properties. Carried. 7.5.8 Ward 33 7.5.8.1 10 Buchan Court, formerly 1400 Sheppard Avenue East (Col. Phillips Estate/Wynyates Farm) E. Geduld reported that she contacted Paul Maka from Heritage Preservation Services to express her disappointment with the lack of progress with the restoration of the property. Mr. Maka indicated that he will follow up with the owners. 7.5.9 Lane/Road Naming E. Geduld will circulate photographs of the property to Panel members. 7.5.9.1 Proposed Street at 1201 Wilson Avenue (Ward 9) The Panel agreed that the proposal to name the street after Morton Shulman is appropriate given that a Forensic Services and Coroner s Complex will be located on the street. 2012-7-6 City-Wide Items 7.6.1 Five Year Review of the Official Plan and Municipal Comprehensive Review G. Kettel reported that the draft report of the Official Plan Review was released on May 24, 2012, and that public meetings were held in September. In addition, the Chairs of the Community Preservation Panels met with Scott Barrett from Heritage Preservation Services to discuss the proposed heritage policies. The proposed heritage policies will be presented to the Toronto Preservation Board on October 1 st. E. Geduld will depute as a member of the Heritage Advisory Committee for the OP Review. It was moved by A. Grenzebach and seconded by K. Frank that the Panel express its substantive support for the approval of Official Plan Amendment 199, but noted the need for additional detail regarding heritage trees and museums. Carried. 7.6.2 Eglinton Planning Study G.Kettel advised that work is continuing on the identification of potential properties in the Panel s area. 2012-7-7 Administrative Items 7.7.1 Panel Financial Report E. The Panel will look into this. 8.9.2 Heritage Toronto Awards (Tuesday, October 9, 2012 at 7:30 p.m.) Panel members were asked confirm with E.
