CITY OF NEWCASTLE UPON TYNE JOHN DOBSON STREET AREA (I) Traffic Regulation (Consolidation) Order 2009 (John Dobson Street Area Variation) Order 2015 propose to make an Order under Sections 1, 2, 4, 29 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 which amends the City of Newcastle upon Tyne Traffic Regulation (Consolidation) Order 2009 ( the 2009 Consolidation Order ). 2. The effect of the proposed Order is (a) to introduce a one way restriction for all vehicles on Northumberland Road between Northumberland Street Service Road and John Dobson Street one way westwards; Northumberland Street Service Road between Northumberland Road and North Street one way southwards; (b) to prohibit all vehicles, except pedal cycles, from turning right from John Dobson Street into Ridley Place; from John Dobson Street into Northumberland Road; (c) to introduce a prescribed right hand turn for all vehicles - from Ridley Place into John Dobson Street (d) to revoke the following existing restrictions prohibition of right hand turn from Cross Carliol Street into John Dobson Street; prohibition of right hand turn from John Dobson Street into the link road extending westwards of John Dobson Street; (iii) all prohibition of u-turns in any direction on John Dobson Street. (II) (On Street Parking Places) Order 2009 (John Dobson Street Area Variation) Order 2015 propose to make an Order under Sections 32, 35, 45, 46, 49, 53, 63 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 which amends the City of Newcastle upon Tyne (On Street Parking Places) Order 2009 ( the 2009 On Street Order ). 2. The effect of the proposed Order is -
(a) to designate the following lengths of road as parking places for Disabled Person s Badge holders only. The parking places will be in operation all days and all times east side, from 21 metres south of North Street (east/west leg) southwards for 22 metres; (2) Northumberland Road north side, from 17 metres west of John Dobson Street westwards for 17 metres; south side, from 17 metres west of John Dobson Street westwards for 23 metres; (b) to designate the following length of road as a parking place for Taxis only. The parking place will be in operation all days and all times (1) Northumberland Street Service Road west side, from 18 metres south of Northumberland Road southwards for 31 metres; (c) to designate the following length of road as a parking place for loading/unloading by goods vehicles only. The parking place will be in operation between 8am and 6.30pm all days - west side, from 40 metres south of North Street (east/west leg) southwards for 20 metres; (d) to designate the following length of road as a parking place for loading/unloading by goods vehicles only. The parking place will be in operation between all days and all times - (1) Northumberland Road north side, from 34 metres west of John Dobson Street westwards for 15 metres; (e) to designate the following length of road of the as a charged parking place for use by motor cars, invalid carriages and motor cycles. The charge will be 2.40 for 1 hour payable between 8am and 6.30pm all days, and the maximum length of stay will be 1 hour - west side, from 22 metres south of North Street (east/west leg) southwards for 18 metres; (f) to revoke the following existing parking places (1) John Dobson Street east side -
parking place for buses located from 50 metres south of Durant Road southwards for 27 metres (within the layby adjacent to the Laing Gallery and Blue Carpet); (2) John Dobson Street west side - parking place for buses located from 18 metres north of New Bridge Street northwards for 28 metres; (3) North Street east side - parking place for disabled badge holders only located from North Street (east/west leg) southwards for 39 metres; (4) North Street west side - parking place for loading/unloading by goods vehicles located from 28 metres south of North Street (east/west leg) southwards for 19 metres; charged parking place located from 3 metres south of North Street (east/west leg) southwards for 25 metres; (5) Northumberland Road south side parking place for disabled badge holders located from 24.5 metres west of John Dobson Street westwards for 16.5 metres; (6) Northumberland Road north side parking place for disabled badge holders located from 29.5 metres west of John Dobson Street westwards for 20 metres; parking place for solo motor cycles located from 24.5 metres west of John Dobson Street westwards for 5 metres; (iii) parking place for loading/unloading by goods vehicles only located from 49.5 metres west of John Dobson Street westwards for 12 metres; (7) Northumberland Street Service Road east side - parking place for taxis located from 10 metres south of Northumberland Street southwards for 15 metres. (III) (Bus Lanes) Traffic Regulation Order 2014 (John Dobson Street and St Mary s Place Variation) Order 2015 propose to make an Order under Sections 1, 2, 4, 19 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 which amends the City of Newcastle upon Tyne (Bus Lanes) Traffic Regulation Order 2014 ( the 2014 Bus Lanes Order ). 2. The effects of the proposed Order are (a) to introduce a Bus Lane operating between 7am and 7pm every day, during which times only Buses, Taxis, Motor Cycles, Pedal Cycles, and Authorised Vehicles will be allowed in the Bus Lane on St Mary s Place westbound (nearside lane), between College Street and John Dobson Street; (b) to introduce a Bus Only Street operating all days and all times during which times only Buses, Taxis, Motor Cycles, Pedal Cycles and Authorised Vehicles will be allowed in the Bus Only Street on John Dobson Street (both directions) between Ridley Place and St Mary s Place; (c) to revoke all of the existing Bus Lanes on both sides of John Dobson Street;.
(IV) Proposed Construction of Road Humps John Dobson Street Area 1. NOTICE IS HEREBY GIVEN in accordance with Section 90C of the Highways Act 1980 that the Council of the City of Newcastle upon Tyne in exercise of its powers under Section 90A of the Highways Act 1980 proposes to construct road humps complying with the Highways (Road Humps) Regulations 1999 in the John Dobson Street Area. 2. All of the traffic calming features specified below will extend over the full width of the carriageway, be 85mm in height and the gradient of the ramps will be 1:10. (v) Proposed Pedestrian Crossing John Dobson Street 1. NOTICE IS HEREBY GIVEN that the Council of the City of Newcastle upon Tyne, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984, as amended and of all other enabling powers, and after consultation with the Chief Officer of Police proposes to establish the following pedestrian crossing at the following location (measurements are to the centre of the crossing) Toucan Crossing (to facilitate pedestrians and cyclists crossing the road) - John Dobson Street 7 metres north of its junction with Northumberland Road (controlled area between a point 15 metres south of its junction with Northumberland Road and a point 15 metres south of its junction with Ridley Place).
