Foxx Secretary of Transportation 1200 New Jersey Avenue SE Washington, DC 20590 RE: American Airlines Los Angeles-Haneda Application: Docket DOT-OST-2016-0048 Dear Secretary Foxx: On behalf of the U.S.-Japan Council, I am writing to convey our strong and enthusiastic support for American Airlines application to retain its existing slot pair to serve Tokyo s Haneda Airport ( Haneda ) from Los Angeles International Airport ( LAX ) for service during daytime operating hours. As you remember from giving the keynote remarks at our Annual Conference in Tokyo last year, the U.S.-Japan Council is headquartered in Washington, D.C. with offices in Los Angeles and Tokyo. The Council s mission is to create active people-to-people relationships to ensure a strong relationship between the United States and Japan. As a leadership organization, the Council has members throughout the U.S. and Japan, with the largest number in the Western United States. Since the 2011 disasters in the Tohoku region, the Council has administered the TOMODACHI initiative, a public-private partnership with the U.S. Embassy in Tokyo. We have raised over $40 million from Japanese and American companies that has supported over 6,000 young people in cross-cultural leadership and exchange programs between the U.S. and Japan and served over 15,000 young people in programs within each country. With the interest on the part of both governments to increase student exchanges, as re-committed by President Obama and Prime Minister Abe in their spring 2015 meeting, the ability to retain daytime flights between Los Angeles and Haneda is critically important. In addition to the Council s work on TOMODACHI, the Council sponsors conferences, symposia, and special events that encourage closer business, government, and community ties at all levels. We have worked with members of the Japanese Parliament and the U.S. Congress as well as state legislatures to support greater legislative exchanges. In November 2016, the Council will hold its Annual Conference in Silicon Valley, California. We are expecting a large attendance of Japanese leaders, including many Japanese American leaders, who want to ensure that the new opportunities for collaboration between Japan and the Silicon Valley can be explored and realized. The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda Airport available to U.S. carriers marks a historic achievement in the development of competitive U.S.-Tokyo and U.S.-Asia air transportation services. American Airlines has a rich history as Southern California s premier airline to domestic and international destinations alike. American continues to make substantial investments at LAX. Service between LAX and Haneda is a huge advantage to the many who travel between the United States and Japan, whether for business, leisure tourism, or educational purposes. As a native of Los Angeles, and as former President and Founding CEO of the Japanese American National Museum, I can speak personally to the strong cultural and business ties between Los Angeles and Southern California to Japan that underscore the need for American s service to Haneda. American Airlines has been a strong partner with the U.S.-Japan Council from our inception and we strongly encourage support for their application. American s application for nonstop service between LAX and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between California and Japan. The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda Airport available to U.S. carriers marks a historic achievement in the development of competitive U.S.-Tokyo and U.S.-Asia air transportation services. The best way for the Department to maximize consumer benefits is to grant American s proposal is to offer service between Los Angeles and Haneda. American Airlines has a rich history as Southern California s premier airline to domestic and international destinations alike. American continues to make substantial investments at LAX. By June, American will complete two new gates at LAX to support more than 20 new daily flights to nine new year-round and seasonal destinations and added frequencies to existing domestic markets. When the new flights begin June 2, American will operate more than 220 daily flights at LAX with service to more than 70 destinations around the world. Los Angeles and Southern California are also home to many Japanese businesses and the area enjoys strong cultural ties that underscore the need for American s service to Haneda. A recent survey showed that 17 Japanese businesses in Southern California had annual revenue surpassing $1 billion, and 62 had annual revenue surpassing $100 million. In addition, the 453 Japanese businesses that responded to the survey created approximately 50,000 jobs in Southern California. American s application for nonstop service between LAX and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between California and Japan. The breakthrough agreement of February 2016 between the United States and Japan making daytime slot pairs at Haneda Airport available to U.S. carriers marks an historic achievement in the development of competitive U.S.-Tokyo and U.S.-Asia air transportation services. The best way for the Department to maximize consumer benefits is to grant American s proposal to offer service between Los Angeles and Haneda. For the people of Greater Phoenix this means more convenient one-stop access to the heart of downtown Tokyo. American operates 10 daily flights between Phoenix and LAX and three daily flights between Tucson and LAX. This service means American s customers in Arizona will have easy connections through LAX when traveling to Tokyo for business. The Greater Phoenix region and Arizona is home to many Japanese businesses and the region enjoys strong cultural ties that underscore the need for American s service to Haneda. American continues to make substantial investments at LAX. American Airlines has a rich history as Southern California s premier airline to domestic and international destinations alike. American continues to make substantial investments at LAX. By June, American will complete two new gates at LAX to support more than 20 new daily flights to nine new year-round and seasonal destinations and added frequencies to existing domestic markets. When the new flights begin June 2, American will operate more than 220 daily flights at LAX with service to more than 70 destinations around the world. Los Angeles and Southern California are also home to many Japanese businesses and the area enjoys strong cultural ties that underscore the need for American s service to Haneda. A recent survey showed that 17 Japanese businesses in Southern California had annual revenue surpassing $1 billion, and 62 had annual revenue surpassing $100 million. In addition, the 453 Japanese businesses that responded to the survey created approximately 50,000 jobs in Southern California. American s application for nonstop service between LAX and Haneda will fully utilize the valuable Haneda slots while bolstering the cultural and economic relationship between California and Japan.
