TOWN OF SCOTT, BROWN COUNTY, WISCONSIN MINUTES OF AUGUST 11, 2015 TOWN BOARD MEETING 1. Call To Order: A meeting of the Town Board of the Town of Scott was called to order at 6:00 P.M. on Tuesday, August 11, 2015 in the Town Hall by Chairman Mike Van Lanen. Present were Chairman Mike Van Lanen, Supervisor Jeffrey Zlatohlavek, Supervisor Colleen Harris, Supervisor Ken Jacobs, Supervisor Charles Bouche, Clerk/Treasurer John Roth, Economic Development Coordinator/Planner Dave Cerny, Constable Leland Baenen, Constable Kurt Baenen, Town Engineer Scott Brosteau. Approximately 30 others were present. 2. Pledge was recited 3. Affidavit of Posting: The Affidavit of Posting indicating that the public notice of the Town Board Meeting was posted on August 7, 2015 was presented by the Clerk. MOTION JACOBS/BOUCHE to accept and file the Affidavit of Posting. Vote: Aye-5. No-0. Carried. 4. Approval of Minutes of Prior Meetings: A. Town Board July 1, 2015: MOTION JACOBS/BOUCHE to approve the July 1, 2015 Town Board meeting minutes as corrected: Motion, Harris did not make motion, Bouche did; correct Implements of Animal Husbandry to Implements of Husbandry (IoH). Vote: Aye-5. No-0. Carried. B. Water Utility: July 13, 2015: MOTION ZLATOHLAVEK/BOUCHE to approve the July 13, 2015 Water Utility Board meeting minutes as presented. Vote: Aye-5. No-0. Carried. C. Storm Water Management Advisory Committee July 15, 2015; July 22, 2015. MOTION JACOBS/ZLATOHLAVEK to approve the July 15, 2015 Storm Water Advisory Committee meeting minutes as presented. Vote: Aye-5. No-0. Carried. MOTION ZLATOHLAVEK/JACOBS to approve the July 22, 2015 Storm Water Advisory Committee meeting minutes as presented. Vote: Aye-5. No-0. Carried. D. Plan Commission: Did not meet in July E. Park Committee: Did not meet in July 5. Public Input: MOTION VAN LANEN/JACOBS to suspend the rules, open the meeting to public input. Vote: Aye-5, No-0. Carried. Dee Perkins, 3370 Bay Settlement Road: I gave copies of a petition in regard to the Bay Settlement Road Project. She summarized her letter and the petition. Explained that she favored the resurfacing, not reconstruction. The petition speaks for itself. 24 property owners on Bay Settlement Road want resurfacing (like the Bay Settlement road portion north of Van Lanen Road), no curb and gutter and no ditching. Van Lanen acknowledged receiving the petition. Bill Ullmer, 5041 Placid Way, I did not get a chance to sign the petition, I would have signed it if I had the chance Kristina Rothe, 2694 Bay Settlement: was there an agenda? The meeting was properly posted, and Clerk/Treasurer Roth had copies of the agenda at the sign-in podium, and he also made more copies. Karen Early, 3289 Bay Settlement Road: Was out of town for the Public Informational meeting and did not get all of the information. Asked question about the curb and ditch, concerned about the potential speed issues with the new road. She liked the community feel of the rural road. Also shared concerns about the No Parking signs, it seems like an unfriendly statement. Don t place the signs. Friends need to be able to park. Van Lanen stated that if there are bike lanes, there must be No Parking. Karen also asked about the Storm Sewer. Brosteau explained the purpose of the Storm Sewer. Karen stated that curb and gutter and storm water contributes to storm water into the bay. Van Lanen: explained how storm water system actually helps get solids out of the water before it gets to the bay. Karen, concerns about the phosphorous stuff in the Bay, maybe we should limit spraying of lawns. Van Lanen stated that the Town Board would not regulate the spraying of the yards. The Town owns the right-of-way. The Storm Water Management Committee is working on better water quality, trying to educate the public in regard to run-off issues. Karen asked if the storm sewer system is what communities are doing now. Karen stated that it is better for the water to go into the soil than into storm sewer and bay. Brosteau explained the DNR storm water management requirements (for urban and rural sections), and how water is treated. Karen stated concerns about parking, she can only have two cars parked on her driveway. Van Lanen stated that there is no ditch, if we go with curb and gutter. Brosteau explained how the Town is required to manage and measure runoff based on current and future conditions. Karen also asked why some roads were not signed for bike lanes. Dee Perkins: people who signed the petition, they do not want curb/gutter or ditching. Bay Settlement north of Van Lanen, people are using the edge of the road for walking and biking. And people can park there. Many of the people that signed the petition are concerned about parking. Go with the resurfacing and with the ditching. Asked about where the bike lanes are. Van Lanen stated that if we go with ditches, the road won t fit in the right-of-way (ROW). The road will be wider.
Cerny: what we discussed at the public information meeting. Purpose of the ditching and/or curb and gutter. Explained about the shallow bedrock, what happens with the water, the preservation of the road depends on dealing with the drainage. Need to get rid of the water. Curb and gutter helps treat the water better, it protects the road better, property owners do not lose as much of their front yards, the Town has been discussing this for 15 years. The Town retired the original Bay Settlement Road loan, finishing this project make financial sense, due to freeing up funds from paying off the old debt and current low interest rates. Joe Nejedlo 3331 Bay Settlement Road: the new section south of Church Road is cracking. Van Lanen stated that roads do crack. George Becker 3141 Bay Settlement Road: not a huge fan of curb and gutter. I want to see the storm sewer, take the water where it can be properly handled, I get water in my basement now. Dee Perkins: most people say that we do not have water problems in our basement. We do get water in our basement. But it doesn t come in from the road, the water is seeping up. Storm Sewer will not help us. I know people have put a lot of effort in to this project plan the past 15 years. But consider what the people who live there, that they want resurfacing. We see ourselves as rural, not urban. It seems you have met up our minds. Do you not consider the views of your constituents? Is it a done deal? I believe in citizenship, we are providing what the citizens want. She feels that if the project moves forward the neighborhood will not be happy. Bill Ullmer: I don t live on Bay Settlement Road, but I did talk to my neighbors on my area (Placid Way), they are not for it and don t like paying for it. Van Lanen: we have talked about this as a Town Board for two years. In May, 2015, the Town Board voted to move forward with the project. Then we held the Public Information meeting. People do not read agendas or come to meetings until it affects them. The Town spent a lot of time and money already on this plan. Dee Perkins: you will be spending a whole lot more money if you go forward with the project. I can talk to more people. Van Lanen: I understand your concerns, as this is in your back yard. Craig Treadway, 3183 Bay Settlement Road: I disagree with some of Van Lanen s statements. Don t throw out statements that are not true. You need to get your facts corrected. You stated that at the public information meeting that this was not a done deal. Now you are stating that it is a done deal. Concerned about the huge cost of the project, especially without Federal and/or State funding. The Town needs to really look at this. This is a major project. I don t think you have really looked at this project. Is this the right thing for the community? Blasting could increase the costs. Spend $300,000 for the road to last 15 years, and keep applying for Federal funding. You are not listing to the people. Standing curbs would never be required. Doesn t like the project, doesn t feel that the Board has looked at this sufficiently. Wait for Federal funds. Van Lanen: responded to Craig: your facts are not accurate also. Karen Early: 3289 Bay Settlement Road: I have learned a few things. I did not know this project would require blasting. When a house nearby was built, the basement was blasted, I had stucco cracking, we did not receive a reimbursement for damages to her house. Didn t know about Federal funding. Asked about bike lanes elsewhere, wondered if this would be a time to build a bike trail down the hill with land owner s permission. She also learned about street sweeping, can we handle that? What about the cost of maintenance of storm sewer? Brosteau: we have applied for Federal funding for the past 3-4 years. We do not receive it. Van Lanen: we are required by the DNR for storm water management. We have a Storm Water Utility to handle storm water issues. Karen: others use the road, but we live there. People speed on this road. Can we monitor the speed? Concern with safety and speed. A fancier road will encourage speeding. The rough road keeps some from speeding. We need to look at other options. Paula Zirbel, 3371 Bay Settlement Road: people do speed, traffic from the highway and surrounding areas speeds are bad. Recommend additional community input. Van Lanen stated that we do hire Brown County to monitor speeding. We can ask them to monitor speeders. Before they start issuing tickets, they will put the radar sign out for a while. Karen Early: get the creative thought out there before projects start, before you spend the time and money George Becker, 3141 Bay Settlement: in defense of the Town Board, there was a Comprehensive Plan, and public meetings. At that time people wanted Village status, street lights, curb/gutter. The majority of the Town wanted these things Jim Perkins 3370 Bay Settlement: the road is bumpy because of the original sewer. The storm water will be in the center. There will still be issues with settling and bumps even when the road is redone. Dee Perkins: why isn t resurfacing a viable option. Chuck Bouche, The Settlement, 3254 Bay Settlement Road: Thanks Dee Perkins for bring the petitions. Nice to see community, nice to see people attending meetings. This brings the entire Bay Settlement community together. Most of the time the Board meetings are attended by only a few people. As far as the project, I have some things to gain and some things to lose. Ditching takes more of your property. Curb and gutter controls the water. It would be ridiculous to dump the water directly into the bay. By doing this project, it brings the road and the community together, ties it all together. This type of project means that we are losing some of the rural, but the days of anything goes is gone, there are more controls. Looking for some pride in the community, that it will help the community grow. Don t like losing the rural, but want what is best for the community. Don t also want to waste money by just resurfacing, as it does not last. Do you want gravel plowed into your yards? Concerns with biking, if ditching and gravel, there won t be enough for two bikes. We are still open as to what should be done with the project. Karen Early: is there a time outside the Board meeting to brainstorm for this project? I realize you gain some things and lose some things, depending on what the Town does. What kind of an area do we want? Urban, rural, historical? Joe Nejedlo: Asked about the pond being dug by the church, does this have anything to do with this project? No. The Town is
not doing the pond project, the DNR is not allowing. That has nothing to do with the Bay Settlement Road project. Brosteau explained how water is treated via DNR regulations. He also explained (on the map) where the water will be draining. The water will eventually go down Van Lanen Road. Dee Perkins: could you resurface the road and make the road a little wider for the bikes? Can you do a cost analysis of what was done on North Bay Settlement, so we can compare. Is there different options? I respect those that want street lights, curb and gutter. Can we wait for Federal Funding? Van Lanen stated that there are not street lights. MOTION JACOBS/BOUCHE to return to the agenda. Vote: Aye-5. No-0. Carried. 6. Specific matters for discussion and possible action by Town Board: MOTION JACOBS/BOUCHE to move Agenda item J to A (now). Vote: Aye-5. No-0. Carried. J. Bay Settlement Road project and borrowing: From the Staff Report: On July 22, 2015 the Town Board held a public information meeting concerning the reconstruction of the road. (See attached minutes) The last borrowing rates (from mid-july 2015 are 10 year (Baylake) 3.006% 10 year amortization/yearly payment: $176,000 / increase the levy by $119,000 15-20 year (State) 3.75% 15 year amortization/yearly payment: $132,600 / increase the levy by $75,600 20 year amortization/yearly payment: $108,000 / increase the levy by $51,000 Current levy: $715,000 Current Town only mill rate is.00210734 We have freed up $57,000 from the levy by paying off the 2008 Bay Settlement Loan Harris: We have worked on planning this for over ten years. I am sympathetic for those that are not involved. We could look at options and comparisons, to illustrate all for what the affect would be. Could wait for funding. Or we could do nothing now, not do the road, I am not opposed to that. We can spend the money where people want their road improved. Federal Funding might be 2021-2022, the funding could be 80% or 50% can t tell where and how that will go. Brosteau stated that requirements do change with Federal funding, different guidelines, costs increase due to other requirements (higher standards, maybe even sidewalk). We are competing with other municipalities, this is a low volumn road compared to other municipalities. Better to do it ourselves without the funding? Harris: ten years ago, by the time the grant was approved and there was a delay in construction, the cost increased due to the delay. Interest rates now are very reasonable. If we do the project now, no prevailing wages, less restrictions, etc. Zlatohlavek: we refinanced the original Bay Settlement loan. Either do the cost analysis or do nothing. I am not 100% sold on what we are planning on doing. Jacobs: the petition should have been delivered to the Town Board before the July 22 meeting. Van Lanen: my feelings are divided now. I like keeping the road as the original section of Bay Settlement that was done in 2006. I am not opposed in getting a cost analysis. Going for the funding, if we get Federal Funding and have to have sidewalks? Not sure I want that. Bay Settlement is probably the worst road in the Town. We have been waiting for Federal Funding for 5 years, we finally went ahead with the Engineering. Harris: we must do major reconstructing of roads eventually. Van Lanen: a lot of people walk and bike the road. Harrris: curb and gutter signifies urban, this usually slows drivers down. Without curb and gutter, people will probably increase speeds, as the road then appears to be rural. VanLanen: Interest rates are extremely low, ten year at 2.9%. This is why we are looking at this now. I don t have a problem with cost analysis of options, resurface and widen shoulder for ditches, verses curb and gutter. MOTION JACOBS/VAN LANEN to table until next month for Brosteau to get alternate options, costs, and information in regard to requirements of Federal Funding. Vote: Aye-5. No-0. Carried. A. Request for two 60 foot Agricultural field accesses for the Strebel farm off of Strebel Road. From the Staff Report: There are 2 existing drives to the field on the north side of Strebel Road. The request is for 2 new access points that will better align with the farm access points on the south side. The 2 existing drives on the north will be removed once the new drives are in. (see attached site plan). STAFF RECOMMENDS APPROVAL. This should also help our roads. Brosteau is OK with this request. 120 feet between the two culverts. Cleanout should not be a problem.. MOTION (M2015-07-01) ZLATOHLAVEK/HARRIS to approve the request for two 60 foot Agricultural field accesses for the Strebel farm off of Strebel Road. Vote: Aye-5, No-0. Carried.
B. Dog Attack on Bay Settlement Road: From the Staff Report: As per Attorney Dennis Duffy, this matter is being provided as information to the Town Board, judicial action will be taken at the Joint Court scheduled for October 1, 2015. On July 28, 2015 a resident s dog attacked a neighbor s dog. This is the 3rd time this dog has attacked and the 3rd police report from the Brown County Sheriff s Department (See enclosed documentation). The owners have been issued a citation by the Sheriff s Department for the attack, with a mandatory court appearance at the Brown County Joint Municipal Court on October 1, 2015. Please review staff s letters to the owners, police reports, and owners request for reconsideration. The owners have removed the dog from the premises as the Town letter suggests. Take note in the police reports of the aggressive nature of this dog towards other dogs. It is not uncommon for dogs to growl or snap at each other but this dog has needed to be forcefully removed during its attacks. Also, this owner was previously cited for dog at large which was attributed to the previous attack in 2013. It is recommended that this dog not be allowed back to the residence, nor the Town of Scott. Staff has recommended to Kristina Rothe, the owner of the dog which was attacked, to seek retribution for all Veterinarian bills. NO ACTION Cerny: The citation is going to court. Per our Attorney, the Town is not to take action, the court has to make the decision since a citation has been issued. The Judge will receive and review all of the documents at that time. Lisa Herman: I am the dog owner, I guess I will have to wait until court. Kristina Rothe: I am the owner of the dog that was attacked. The ordinances that are on file may need to be updated. This kind of event will probably occur more regularly. This dog has attacked two dogs now. Erik Lawrence, 2712 Bay Settlement Road: what action is the Town Attorney going to take? Cerny: removing the dog was a start, the Judge will review. The Judge can agree, deny or look at something in the middle. Lawrence: Are you recommending the dog be removed? Cerny said yes. Lawrence: pleaded their case. Stated that his dog has never hurt a person Lawrence: argued against Kristine Rothe. Take into consideration for the 14 year old that owns the dog. Rothe: the dog attacks have been unprovoked. Sarah Puplam: 5315 Gauthier Road, Town of Green Bay. I take care of the dog (King) I am a certified dog person. I do not see King as an aggressive dog. She feels that dogs fight to kill or to break attention. They should fence in the yard, additional measures could be taken to secure the dog. Van Lanen: their dog left the property. Lawrence: stated that the dog was secured. Van Lanen: the Judge will hear everything. This just needs to go to court. C. Letter from Water Operator in regard to position: Water Operator Larry Skaletski was present at this meeting, and he provided a letter to the Town Board (see attached letter). I have been the Water Operator since 2010 when Harold DeMoulin retired. I am part time. Our infrastructure needs lots of work. I wrote a letter to the Town Board. I want to be full time, either me or someone else. Look the letter over and take it into consideration. Van Lanen stated that we need to look at this at budget time (work, wages, benefits, etc). We need to have a meeting on this. Is Skaletski a Town employee, or does he work for the Water Utility? The Town did not hire Skaletski, the Water Utility did, the Water Utility pays your wages. We need to know wages. Van Lanen: Complimented Skaletski, I know how hard you work. I kind of agree with this. You have done a lot for the Town and the Water Utility. Schedule a meeting with Water Utility, Sanitary and the Town. Skaletski: it is time for the Town to move forward. The DNR is getting more complicated. I can t do this part time. St. Laurent says we need to move forward with a full time person. Van Lanen: a full time position will have to be officially posted, interviews, etc. MOTION (M2015-07-02) VAN LANEN/JACOBS to put Skaletski s letter into the minutes, and schedule a meeting with Sanitary and Water Boards. Vote: Aye-5, No-0. Carried. D. Issues with house on Sandra Rose in regard to Conditional Use Permit: From the Staff Report:
The duplex at 2643-2645 Sandra Rose is owned by Homes for Independent Living and has generated over 13 police calls in the this year. This company owns 3 duplexes on Sand Rose and all house developmentally disabled adults. In discussions with the Sheriff s Department all calls were generated due to the behavior of one person; a resident under the care of the counselors at this residents. The Sheriff s Department has contacted the owner and advised him of the trouble. Staff has sent a letter to the owner warning him that as a duplex and a CBRF (Community Based Residential Facility) his property is subject to the Town s Conditional Use Permit and that this property has become a nuisance to the Town, the neighborhood, and the Sheriff s Department. As a nuisance property the Town has the right to revoke a Conditional Use Permit, which would require the CBRF to cease operations. It is staff s opinion that the CBRF is not a nuisance, but 1 resident is causing the trouble. Staff recommends allowing the owner time to remedy the situation on their own, since this is the first time the Town has been involved. Recommend a follow-up to be reported to the Board at the September meeting. Cerny explained the history of the problems with the one resident. The Sheriff Department is also putting pressure on the Town to take care of this. Cerny to send a letter now (tomorrow) to the property owner, asking in writing what their solution is going to be. No action, Cerny to send letter tomorrow. E. District Audits: From the Staff Report: The Audits have been received from Scott Sanitary District, Bay Shore Sanitary District, and Royal Scott. I have the usual Annual Financial Report from New Franken Sanitary District, but not an official CPA-provided audit. I attended the New Franken Sanitary District meeting last week. They stated that they will not be able to get an audit done for the 2014 year. I was told that they were trying to get a lower cost estimates from other companies/firms. They were not able to do so. When they got back to Schenck, the district was told it was too late to get the 2014 audit done this year (Schenck is involved with doing school district audits during the summer and fall). New Franken sanitary District is budgeting the $3900 for the 2015 audit. MOTION (M2015-07-03) VAN LANEN/ZLATOHLAVEK to accept and file the 2014 audits and financial reports for Scott Sanitary District, Royal Scot sanitary District and Bayshore Sanitary District. Vote: Aye-5, No-0. Carried. MOTION (M2015-07-04) VAN LANEN/JACOBS to accept the 2014 Annual Financial Report from New Franken sanitary District, contingent upon that by October 1 New Franken Sanitary District has a signed contract with a CPA firm for the 2015 audit. Vote: Aye-5, No-0. Carried F. Request from Time-Warner Cable for Refund of 2014 Personal Property Tax: From the Staff Report: On June 23, 2015, Time Warner Cable (TWC) sent a letter requesting a refund of the 2014 Personal Property tax bill, approximately $3200. TWC stated that they reported and paid personal tax on exempt digital equipment in 2014. They also initially reported exempt digital equipment in 2015. TWC also requested a correction on the 2015 reporting, even though this is after 2015 Board of Review has adjourned. The State of Wisconsin Department of Revenue agreed that the personal property should be exempt. According to the Town Assessor, he can make the change for the 2015 assessment. The concern is in regard to the refund of the 2014 personal property tax bill. There is a procedure for the charge back to the other taxing jurisdictions (Green bay School District, NWTC, Brown County, State of Wisconsin). The Town of Scott has to refund the entire tax bill before we can do the charge back. The deadline for this type of chargeback is before October 1. Will the other taxing jurisdictions reimburse the Town? According to conversations with Attorney Duffy other communities are not refunding the 2014 personal property tax. Appropriate actions: 1) Direct the Assessor to correct the 2015 budget by removing TWC personal property tax. 2) Follow the direction of other communities and refuse to refund 2014 personal property tax. MOTION (M2015-07-05) VAN LANEN/HARRIS to direct the Assessor to correct the 2015 Time Warner Cable Personal Property assessment (to exempt), and to not refund the 2014 Personal Property Tax Bill for Time Warner Cable. Vote: Aye-5, No-0. Carried.
G. Appointments to various committees/commissions/boards: Chuck Neumeier had to resign due to his new job requiring more travel. Van Lanen read the letter of interest from Michelle Kerr. She has a B.S. in Engineering, worked at Proctor & Gamble, knows Gibson and Deprey. MOTION (M2015-07-06) VAN LANEN/JACOBS to approve the appointment of Michelle Kerr to the Water Utility Commission to replace Charles Neumeier, term to expire September 30, 2019. Vote: Aye-5, No-0. Carried. H. Operator Licenses: MOTION (M2015-07-07) JACOBS/BOUCHE to approve the Operator Licenses for Koua Neng Yang (Bayland Shell) and Lisa Coffen (The Bluff). Vote: Aye-5, No-0. Carried. I. Temporary Class B Picnic License for Holy Cross Catholic Church/School (September 13, 2015): MOTION (M2015-07-08) VAN LANEN/BOUCHE to approve the Temporary Class B Picnic License for Holy Cross Catholic Church/School (September 13, 2015). Vote: Aye-5, No-0. Carried. J. Bay Settlement Road project and borrowing: (Discussed earlier in the meeting). K. Van Lanen Road Bridge Update: Town Engineer Scott Brosteau provided an update for the Town Board in regard to this agenda item. Contracts have been signed (KCG) and contractor has ordered pipe. Should be arriving sometime in September for installation. East Bridge. The west bridge we need to collect more funds. Brosteau to re-measure the west bridge. West bridge to be done in 2019-2021, if Federal funds are available. L. Update on the New Franken Fire Department new building, engineering and site work:. From the Staff Report An erosion control permit has been issued for this project. The site has been scraped and probed to assess suitability for construction. Brosteau prepared a drainage plan including a storm water retention area for the back of the property. The Town has not received State approved plans so no building permit has been issued yet. Clerk/Treasurer Roth stated that the Town needs to make a decision in regard to the borrowing of the funds for this project. Baylake Bank continues to give the lowest interest rates. They have quoted the following: 1.88% for a three year term 2.10% for a four year term 2.27% for a five year term A Resolution has been prepared that the Town Board needs to adopt once a decision is made in regard to the interest rate and length of term. The Board wants to wait until after the next Fire Commission meeting, scheduled for August 25. MOTION (M2015-07-01) VAN LANEN/ZLATOHLAVEK to table this agenda item in regard to borrowing for the New Franken Fire Department borrowing. Vote: Aye-5, No-0. Carried. M. Road/drainage/ditching/complaint issues: Sweeping of Champeau and Caledonia to be done this week. Brosteau stated that Belinski has been replacing some cross culverts on various roads. N. Update on written complaint issues: From the Staff Report: Staff has received a written complaint regarding long grass and Bull-thistles for the vacant property located on the west side of Bay Settlement Road, north of 3119 Bay Settlement Road. This has been taken care of. Corner of Bay Heights and Sandpiper, this property has already been mowed. Cerny needs to send a letter to the Semi owner MOTION (M2015-07-09) VANLANEN/JACOBS to have Cerny send warning letter to the owner of the semi-truck on Kiltie Court, warning him that a citation will be issued the next time. Parking problem on Mustang, Cerny to keep looking into this and to send warning. O. Update of the Comprehensive Plan/Coastal Management Grant: From the Staff Report: The Town s Comprehensive Plan is 10 years old and in need of an update. Brown County Planning prepared a proposal
for $20,000 with a Coastal Management Grant of $10,000 amounting to a cost to the Town in the amount of $10,000. At the last Board meeting this was discussed briefly, with comments that the cost was too high. If the Town wishes to update the Comp Plan in 2016, the Coastal Management Grant Program should be considered as a method of off-setting costs. County Repaving on County T: From the Staff Report: Brosteau will present a brief update. County has updated their 5 year plan and moved CTH T to 2019. We have had a manhole partially collapse and we are in the process of getting it fixed. The County may not participate in the 50% funding of the Storm Water Infrastructure until 2019, this may hold up Storm Water project. Get the Ronsman Road part of the project done now. Q. Town-wide garbage/recycling to be on Fridays: From the Staff Report: Advance Disposal has approached the Town with a request to change all garbage and recycling pick-up to be handled on Fridays. They stated that this would be helpful to them due to equipment and staffing scheduling. Advance will send out a mailing to all residents currently on a Thursday schedule. The change would take affect this fall (possibly September). R. Brown County Municipal Recycling Agreement Amendment VI: MOTION (M2015-07-10) VAN LANEN/JACOBS to approve and sign the Brown County Municipal Recycling Agreement Amendment VI. Vote: Aye-5, No-0. Carried. S. Schedule road vacating for Van Egeren Road and Nooyen Lane: From the Staff Report: Mead & Hunt has completed their surveying work for these 2 roads. The next step will be to begin scheduling the public hearings, and official notification of affected property owners. The vacating process is unique in that it takes 2 public notices prior to the hearing. For scheduling purposes a hearing could be held on September 8, at 5:30. 7.
