Greater Exeter Strategic Pla Itroductio The local authorities of East Devo, Exeter, Mid Devo, Teigbridge ad Devo Couty Coucil are workig together, egagig with stakeholders ad commuities, to prepare a ew joit pla. By workig together we are seekig to deliver the best possible outcomes for the provisio of ew homes, jobs ad ifrastructure for existig ad future geeratios, while also protectig ad ehacig the eviromet. The pla area is beig called Greater Exeter ad covers all of the four local authority areas, excludig Dartmoor Natioal Park. This documet is the first stage i producig the joit pla ad is desiged to stimulate debate early i the process. Your iput will help iform the cotets of the ew pla ad decisios o future growth ad developmet. We eed to be proactive i settig out where developmet will be located to esure we meet the govermet s aim of boostig the supply of housig. The largest employmet sector is retail ad wholesale trade with some larger employers. l Exmouth Exmouth is the largest coastal tow i the Greater Exeter area ad is a importat residetial ad commercial cetre. Beside the sea ad estuary, it is a desirable visitor ad tourist destiatio with access to the Jurassic Coast (a World Heritage site) ad a reputatio for water sports. The Exe Estuary is a importat wildlife habitat with Europea protectio. The tow beefits from a local rail lik to Exeter but has a costraied road coectio to the M5 ad Exeter. l Other market ad coastal tows The market ad coastal tows i Greater Exeter play a importat role i providig local services, facilities ad some job opportuities. They offer highly valued access to rural ad coastal eviromets. Recetly, the catchmet area of people travellig to Exeter has icreased, idicatig a eed to travel to achieve higher wages ad better work prospects. Icreased movemet for work has created challeges for our trasport system. Rural areas ad villages Most of the Greater Exeter area is rural or coastal. These beautiful areas provide a vital evirometal asset for the area i terms of quality of life. Larger villages act as local cetres, complemetig the role of earby tows ad Exeter. Although farmig is ot as sigificat a part of the ecoomy as it oce was, it supports may residets ad associated idustries. It also performs a vital role i maagig the coutryside. Greater Exeter Strategic Pla The issues Here are our iitial ideas o the issues affectig those who live ad work i the Greater Exeter area which could be addressed i the pla: Housig Ecoomy ad employmet We kow may residets i Greater Exeter fid houses uaffordable ad/or struggle to fid the right properties to meet their eeds (for example youg families, older people). However, the picture is ot the same everywhere; disparity is created by mixed levels of wealth ad differet house prices i the area. The quality of our homes is also a key issue for may; we have homes which could be i better coditio. Greater Exeter has a good level of employmet. However, wages are low compared to atioal averages. To improve the choice of jobs ad the wages people receive, we eed to maximise the assets we have for high value ecoomic growth ad esure our workforce is appropriately skilled ad productive. Trasport Eviromet May people livig i Greater Exeter experiece barriers to reachig employmet ad services. The rural ature of much of the area is a cause of this i a lot of cases. High car depedecy is a expesive burde o may households ad it is causig traffic issues o parts of our road etwork. It is also difficult to serve the rural areas efficietly with regular bus services. The reliace o cars has a evirometal cost too. Trasport ca also be a opportuity walkig ad cyclig have sigificat health beefits. We live i a exceptioal eviromet i terms of our city, tows ad villages, coastlie, rural areas ad our heritage. Greater Exeter Strategic Pla Healthy commuities Our health is liked to may factors - the quality of our homes, our affluece, our lifestyles, the eviromet we live i. Whilst esurig we maximise opportuities to improve health we also eed to respod to ew challeges. We have a ageig populatio; parts of Greater Exeter have sigificatly higher tha average umbers of older people who may have specific requiremets which eed to be plaed for. Fuel poverty also has a egative effect o people s health. Adaptig to future challeges The impact of climate chage o Greater Exeter is a difficult issue to quatify but the extreme storms i 2014, which damaged the railway at Dawlish, ad flood risk are examples of challeges to which we may eed to respod more ofte due to chages i our climate. Alogside evirometal challeges we also eed to be prepared for ecoomic pressures, with ucertaity due to our withdrawal from the Europea Uio ad fluctuatios i costs of goods (for example fuel). Ifrastructure For commuities to fuctio ad prosper they eed ifrastructure to support them, for example schools, health services, buses, trais, roads, broadbad ad flood defeces. As the Greater Exeter populatio grows, further ifrastructure will be required to esure residets ca thrive. Ifrastructure capacity ad locatio/accessibility are issues to be addressed. Greater Exeter up to 2040 Exeter has a importat role to play as a critical focus for ivestmet ad iovatio to icrease the prosperity of residets across the wider area. It has the potetial to expad sigificatly the cotributio it makes to the ecoomic well-beig of the southwest ad the atioal ecoomy, focusig o ew, high tech idustries such as applied evirometal scieces ad applied data aalytics. The tows surroudig Exeter also have a key role i realisig their full ecoomic potetial to support local residets too. Greater Exeter Strategic Pla Growth i the Greater Exeter area If we wat to secure the supply of high quality, reasoably priced housig for curret ad future geeratios, ad cotiue to grow ad develop our ecoomy ad prosperity, we eed to pla for ew developmet i additio to what is i our existig plaig documets. If we do this proactively we ca make sure that ew developmet coserves, ehaces ad haresses our special eviromet ad provides for our quality of life. Now Curret plas (which oly go up to betwee 2026 ad 2033 depedig o the area) set out the eed for approximately 2500 ew homes to be provided each year i the area. The broad patter of developmet set out i these plas curretly focuses growth i Exeter ad its immediate surroudig area through the delivery of a ew commuity at Crabrook ad a series of large urba extesios o the edge of the city at Newcourt, Mokerto ad South West Exeter. This is complemeted by smaller developmets o the edge of Exeter, icludig Pihoe. Developmet close to Exeter ad at Crabrook accouts for almost half of the total housig provisio plaed i the area. Major employmet sites are already plaed for the east of Exeter at Sciece Park, Skypark ad at a freight termial. Growth i ad aroud Exeter is complemeted by a series of urba extesios at Newto Abbot, Tiverto, Cullompto, Dawlish ad Axmister, with some smaller scale growth i the remaiig market ad coastal tows such as Exmouth. The curret developmet patter has bee successful i deliverig housig ad ecoomic growth although care has bee eeded to miimise pressure o sites of evirometal importace, particularly the Europea protected Exe Estuary ad East Devo Pebblebed Heaths. The trasport etwork cotiues to be affected, with sigificat traffic ad slower average speeds o some parts of the road etwork.
