What is a SPA? Los Angeles County is divided into eight "Service Planning Areas" (SPA's) for health care planning purposes. Each SPA has an Area Health Office that is responsible for planning public health and clinical services according to the health needs of local communities. Some examples of healthcare planning activities include: >> assessing health needs of local communities >> providing services through Department of Health Services clinics and community partners >> promoting health & preventing disease collaborating with community groups to improve the health of SPA residents Included in this guide is a list of resources for learning the health characteristics of people in each service planning area. This information is intended to get you started with the research process for learning about the needs of the people you may serve and to help you identify the types of programs available in specific regions that may wish to partner with your efforts or that you may refer people to for ongoing follow-up care. SPA 1: Antelope Valley Smoking prevalence among adults is greater in SPA 1 than in any other SPA in LA County. A larger proportion of adults and children suffer from asthma in SPA 1 than in most other SPAs. Heart disease is the leading cause of death for SPA 1. The infant death rate among African Americans in Antelope Valley was 28.4 per 1,000 live births, more than five times higher than the overall rate in the County for all ethnicities. SPA 2: San Fernando Valley Incorporated Cities Include: Agoura Hills Burbank Calabasas Canoga Park Canyon Country Castaic Chatsworth Encino Glendale Granada Hills Hidden Hills La Canada La Crescenta La Canyon Flintridge Mission Hills Newhall North Hills North Hollywood Northridge Pacoima Panorama City Reseda San Fernando Sand Canyon Santa Clarita Saugus Sepulveda Sherman Oaks Stevenson Ranch Studio City Sunland Sylmar Tarzana Tugunga Universal City Valencia Valley Village Val Verde Van Nuys West Hills Westlake Village Winnetka Woodland Hills Approximately, 14.6% of the population in the San Fernando Valley and 6.1% of the population in the Santa Clarita Valley live below the poverty level. In 2004, estimates show that approximately 332,000 adults and children remain without health insurance in SPA 2, which represents 25% of the adult population (18-64) and 8.3% of children (0-17). The SPA 2 boundaries are as follows: Westlake Village/Calabasas to the West Glendale/La Cañada-Flintridge to the East Santa Monica Mountains to the South Castaic to the North

SPA 3: San Gabriel A smaller proportion of adults in SPA 3 meet weekly physical activity standards (vigorous activity for at least 20 minutes at least 3 days/week or moderate activity for at least 30 minutes at least 5 days/week) than do adults in all other SPAs. A majority of the API language speaking households in three cities in the San Gabriel Valley are linguistically isolated: El Monte, San Gabriel, and Rosemead. Cities within SPA 3: ALHAMBRA ALTADENA ARCADIA AZUSA BALDWIN PARK CLAREMONT COVINA DIAMOND BAR DUERTE ELMONTE GLENDORA INDUSTRY IRWINDALE LA PUENTE LA VERNE MONROVIA MONTEREY PARK PASADENA PAMONA ROSEMEAD SAN DIMAS SAN GABRIEL SAN MARINO SIERRA MADRE SOUTH ELMONTE TEMPLE CITY WALNUT WEST COVINA SPA 3 is situated between the San Gabriel Mountains to the north and the Whittier Hills to the south. The SPA s western border is defined by the western boundaries of the cities of Pasadena, South Pasadena, Alhambra, and Monterey Park. Its eastern boundary is the San Bernardino County line, contiguous with the city boundaries of Claremont, Pomona, and Diamond Bar. SPA 3 s southern border runs below a series of unincorporated areas (the Whittier Narrows Recreation Area, Hacienda Heights, Rowland Heights) and the Orange County line.

Spa 4: Metro SPA 4 has the highest rate of incidence for new AIDS cases (per 100,000 persons) among all other SPAs in LA County. Children 0-17 years old in SPA 4 are the least likely to have a regular source of health care of all SPAs. SPA 4 and SPA 6 have a larger proportion of adults reporting that they or their children are in fair or poor health, when compared to other SPAs. SPA 4 has the largest percentage of uninsured adults (37.6%) and the second largest percentage of uninsured children (14.3%) with respect to all other SPAs in the county. Cities within SPA 4 include: Hollywood/Wilshire Central Northeast Hancock Park Los Feliz Boyle Heights Hollywood Hills Korea Town Eagle Rock Hollywood Chinatown El Sereno Park La Brea Echo Park Glassell Park Mount Olympus Westlake Highland Park Silverlake Monterey Hills

SPA 5: West Los Angeles Cities In West LA Include: Bel Air Beverly Hills La Pacific Palisaids Malibu Marina Del Rey Santa Monica Venice Westchester Westwood West L.A. is the community with the highest number of births and largest number of AI/AN residents. Latinos compose the largest number of persons living below the Federal Poverty Level in SPA 5. Among all SPAs, SPA 5 contans the highest percentage of children with current asthma. SPA 5's western border is the Ventura County line. Its eastern boundary runs south along Laurel Canyon Boulevard, Doheny Drive, the eastern border of Culver City, and La Cienega Boulevard through the western side of Baldwin Hills and Ladera Heights to Imperial Highway. The northern border follows a number of mountain roads beginning with Mulholland Highway on the west, through state parklands, up the western border of Topanga State Park, and along Mulholland Drive to the east. The coastline, reaching from Carrillo State Beach to El Segundo, forms the SPA s southern boundary.

SPA 6: South Cities Within SPA 6: Compton Crenshaw Florence Lynwood Paramount Rosewood Watts West Adams Willowbrook Windsor Hills SPA 6 has the highest percentage of childhood overweight (based on grades 5,7, & 9), the highest adult sedentary behavior and poorest adult nutrition ratings of all SPAs in the county. SPA 4 and SPA 6 have a larger proportion of adults reporting that they or their children are in fair or poor health, when compared to other SPAs. SPA 6 has the largest percentage of uninsured children (17.7%) and the second largest percentage of uninsured adults (36.4%) with respect to all other SPAs in the county. SPA 6 has irregular boundary lines. On the north, SPA 6 borders Los Angeles City communities such as Mid-City, Country Club Park, Pico Union, and Koreatown. The southeastern tip of Downtown Los Angeles and the city boundaries of Vernon, Huntington Park, South Gate, Downey, and Bellflower form the SPA s eastern border. Southern borders align with the city boundaries of Carson and Long Beach, and the unincorporated area of Rancho Dominguez; the southern tip of Compton extends into SPA 8 (South Bay/Harbor). SPA 6 s western boundary proceeds along the borders of the neighboring cities of Inglewood and Culver City, extending south and east along portions of La Cienega Boulevard, Fairfax Avenue, Van Ness Avenue, Vermont Avenue, and Figueroa Street.

SPA 7: East Incorporated Cities include: Bellflower Health District: Artesia Bellflower Cerritos Hawaiian Gardens Lakewood Norwalk Signal Hill East Los Angeles Health District: City of Commerce East Los Angeles Montebello San Antonio Health District: Bell Bell Gardens Cudahy Downey Huntington Park Maywood South Gate Vernon Whittier Health District La Habra Heights Pico Rivera Santa Fe Springs Filipinos compose the largest population of API groups in SPA 7. As of 2003, SPA 7 had the largest percentage of adults diagnosed with diabetes (9.4%) in the county. SPA 1 communities include: Acton Antelope Acres Gorman Green Valley Lake Hughes Lake Los Angeles Lancaster Leona Valley Littlerock Llano Palmdale Pearblossom Quartz Hill In LA County in 2003, SPA 7 had one the highest percentages of live births where the mother received late or no prenatal care and had one of the highest rates of teenage pregnancy.

SPA 8: South Bay SPA 8 communities include: Avalon Carson El Segundo Gardena Palos Hawthorne Ranch Hermosa Beach Inglewood Lawndale SPA 8 has high mortality rates for both cardiovascular disease and stroke in comparison to the county average. Los Angeles Long Beach Manhattan Beach Verdes Estates Palos Verdes Redondo Beach Rolling Hills Torrance The suicide rate among adults ages 55 years and older (per 100,000 population) is highest in SPA 8. Along with large populations in the cities of Los Angeles, Long Beach, and Carson, more than one thousand Pacific Islanders live in the cities of Compton, Torrance, and Hawthorne. SPA 8 has the second highest rate of incidence for new AIDS cases (per 100,000 persons) compared with all other SPAs in LA County. Los Angeles County Service Planning Area 8 (South Bay/Harbor) is a mosaic of communities, ports, and incorporated municipalities, including the corridor that links the City of Los Angeles to all major ports of entry for international trade. The coastline along the Pacific Ocean serves as the western and southern border of SPA 8, from the City of El Segundo to the north, around the Palos Verdes Peninsula to the Los Angeles and Long Beach Harbors on the south; the SPA includes Santa Catalina Island. The eastern boundaries of the City of Long Beach, generally parallel to the San Gabriel River, constitute the eastern border for SPA 8. Its northern boundary is a jagged line that runs from 64th Street in the City of Inglewood-at the northernmost tip of the region-to Figueroa Street, south to State Highway 91 (the Artesia Freeway), and east along the northern border of the City of Long Beach to 70th Street.
