2 November 2017 (17-5945) Page: 1/5 Ministerial Conference Eleventh Session Buenos Aires, 10-13 December 2017 Original: Spanish NOTE TO DELEGATIONS INFORMATION ON ARRIVALS AND DEPARTURES FOR DELEGATIONS AND AUTHORITIES PARTICIPATING IN THE ELEVENTH MINISTERIAL CONFERENCE Please find below a communication from the Argentine Task Force for the Eleventh Ministerial Conference. Please note: Transportation will be organized on the basis of information provided by the participants, who are therefore required to submit the relevant forms in the manner requested. 1 ARRIVALS 1.1 Participants accredited to the Eleventh WTO Ministerial Conference 1.1. The host Government will provide special logistical arrangements for the reception of all participants in the Eleventh WTO Ministerial Conference arriving at Buenos Aires' two airports (Ezeiza International Airport and Jorge Newbury Airport) as of 00:00 hrs on Thursday, 7 December until the end of the day on Sunday, 10 December. Assistance will also be provided on Wednesday, 6 December, but only in certain cases and where specifically requested. 1.2. Special facilities will be provided for carrying out international arrival procedures, so that participants can rapidly board the vehicles placed at their disposal by the host Government and be driven to their respective hotels. 1.2 Baggage labels 1.3. In order to facilitate baggage identification, suitcases dispatched by Conference participants will have to bear labels especially supplied for the purpose by the WTO in Geneva. There will be three types of label: With a diagonal line in the upper right hand corner for Heads of Delegation and Ministers (and any person accompanying them in the vehicle leaving the airport) with diplomatic representation in Argentina. With two diagonal lines in the upper right hand corner for Ministers and Heads of Delegation with NO diplomatic representation in Argentina and VIPs (and any person accompanying them in the vehicle leaving the airport). Labels without diagonal lines for other participants from delegations registered for the Conference and Secretariat staff.

- 2-1.3 Immigration procedures 1.4. There will be special "11MC WTO" immigration control points for completing immigration procedures upon entry into the country. 1.4 Obtaining local currency 1.5. Argentine pesos can be drawn before exiting the airports: At the Banco de la Nación Argentina (BNA) currency exchange bureau, to exchange US dollars and euros for Argentine pesos. In both airports, the BNA bureau is located before Customs Control. At automatic teller machines (ATMs), to draw Argentine pesos using a foreign bank card. There are various ATMs in the airports. At Ezeiza International Airport, it is recommended to use the ATMs located before Immigration Control (passport control). 1.6. There will also be ATMs and a BNA currency exchange bureau at the Hilton Hotel. The exchange bureau will be open every day during the Ministerial Conference. 1.5 Information desk for MC11 participants 1.7. On their way out, participants will find an information desk before Immigration Control, where they can ask any questions they may have. Next to the desk will be notice boards listing the hotels recommended by the host Government together with the bus line (A, B, C, D, etc.) corresponding to each hotel, each of the letters being identified with a colour. 1.6 Transfer to the hotel 1.8. Upon arrival in the public area of the airport, MC11 participants should take the direction indicated on the overhead information boards especially installed for them, which will direct them to the area where the buses reserved for the WTO will be waiting. There will be staff there to assist them and further information boards listing the hotels and the corresponding buses. 1.9. Participants will board the buses located at various departure points just a few metres outside the exit of the airport building. Each bus will be identified with its respective colour and letter (A, B, C, D, etc.). 1.10. The bus service will stop at all the hotels previously recommended by the host Government in the Information Notes on accommodation. Upon boarding the buses, passengers will have to inform the driver of the name of the hotel where they will be staying. 1.11. The bus service will operate non-stop from both airports as of 00:00 hrs on Thursday, 7 December until 24:00 hrs on Sunday, 10 December. Assistance will be provided on Wednesday, 6 December only in certain cases and where specifically requested. 1.12. The buses will leave as soon as they are full or 15 minutes after the first passenger has boarded, in the event that no one else intends to board. The frequency of the service may vary slightly depending on the day's schedule. 1.7 Arrival of Ministers, Heads of Delegation and VIPs 1.13. Delegation coordinators are required to advise the flight details of each Minister and Head of Delegation using Form A attached, which must be filled in and sent before 24 November 2017 to transportationforms.11mc@mrecic.gov.ar. Any subsequent change in the information provided must also be communicated to the diplomatic liaison officer.

- 3-1.14. Upon exiting the aircraft, dignitaries will be welcomed according to official protocol by a Ministry of Foreign Affairs representative. The dignitary's accredited Ambassador to Argentina or an authorized member of the diplomatic representation may also be present. 1.15. Protocol staff will accompany the dignitary to the VIP lounge and take care of his/her passport and baggage, as well as the passport and baggage of any person who will be accompanying the dignitary in the vehicle leaving the airport. The baggage of the accompanying vehicle passenger must carry the same type of label as that used by the dignitary. 1.16. The dignitary and accompanying person will leave in the official vehicle assigned to the dignitary by the host country for the duration of his/her stay. The official from the Argentine Federal Police designated to accompany the dignitary during his/her stay will be seated in the right-hand front seat. 1.17. At Ezeiza International Airport, the vehicle will be waiting for the dignitary on the runway and will be guided until it leaves the restricted area of the airport. Other Embassy vehicles may accompany the dignitary's official vehicle, once it has left the airport's restricted area. 1.18. Diplomatic representations accredited in Argentina will receive special indications so as to allow them to participate in logistical arrangements that will enable the dignitaries from their respective countries to leave the airport as quickly as possible. 1.19. Diplomatic liaison officers will be at the airport to assist delegations from countries that do not have an Embassy in Argentina (WT/MIN(17)/INF/13). 2 DEPARTURES 2.1 Participants in the Eleventh WTO Ministerial Conference 2.1. The host Government will provide a bus service for transfers from the hotels to the relevant Buenos Aires airport for all participants in the Eleventh WTO Ministerial Conference whose flights depart between 18:00 hrs on Wednesday, 13 December and 24:00 hrs on Friday, 15 December (the timetable may change depending on the duration of the Ministerial Conference). Travellers are required to arrive at the airport at least three hours before their flight departure time. 2.2. In order to guarantee transfers from the hotels, it is vital to provide the departure date, time and flight number for each participant. 2.3. Delegation coordinators, NGOs and members of the press are kindly requested to send Form C attached, filled out with the information available, to transportationforms.11mc@mrecic.gov.ar as soon as possible. If necessary, an amended version of Form C may be sent in later, in which case the version number must be indicated. The final version must be sent in before 30 November 2017. 2.2 Departure of Ministers, Heads of Delegation and VIPs 2.4. Heads of Delegation, Ministers and VIPs will arrive at the airport in their respective official vehicles, be welcomed by protocol staff and taken to the VIP lounge. 2.5. The rules of the respective airline will determine whether a boarding pass can be obtained and baggage checked in without the passenger being present. These rules should be checked beforehand.
