Existing Conditions 8

Current JTA Network Characteristics 30 Local Bus Routes Four Express Routes 11 Community Shuttles Two Ride Requests Over 160 Buses Connexion (Paratransit Services) An entire fleet of accessible buses 10 Accessible Trains Skyway One million passengers in 2013 40,000 passenger trips/day 9

Peer Comparison Investment in Bus Transit Overall transit investment comparable to peers 10

Peer Comparison Service Efficiency Efficiency of service close to peer average 11

Peer Comparison Service Effectiveness Lowest service effectiveness among peers 12

Peer Comparison Cost Effectiveness Poorest cost effectiveness among peers 13

Transit Challenges Jacksonville External Factors Extensive suburban densities Weak downtown core dispersed employment Disconnected street network All of above are common in many peers Internal Factors Close stop spacing Very poor service frequency outside of peak No service standardization span or frequency Routes poorly coordinated to work as system 14

Community and Customer Feedback Feedback Channels Public meetings Community Advisory Groups (CAGs) Community survey Customer satisfaction survey Common Concerns On-time performance Long waits/poor frequency Long travel times on bus system Need connections beyond downtown 15

Route Optimization Strategy 16

Project Objectives No increase in annual operating budget One time implementation cost Increase in ridership Peer trips per capita Subsidy per rider at peer average Annual recurring revenue increase } 2025 Goal: 70,000 Daily Passengers Reinvest increase revenue from ridership gains into service enhancements Service fully accessible, more frequent and reliable 17

Route Optimization Proposal 18

Route Optimization What JTA is Proposing More reliable More frequent More direct routes Design schedules to make better connections Reduce overlapping service Provide true express service with Park-n-Ride facilities to attract new markets Extend hours of operation Provide Travel Training to individuals with disabilities, seniors and others who need assistance. 19

First Coast Flyer (BRT) Schedule First Coast Flyer is a new Bus Rapid Transit (BRT) service that JTA is implementing to take customers where they are going more quickly. Benefits: Fewer stops Transit signal priority at stoplights, enabling buses to travel up to 10-15% faster 10-minute peak/15-minute off-peak frequency Low floor, uniquely branded buses Real time passenger information at stops. 20

Frequent and Simple Transit Current Most routes circulate downtown Proposed Simpler downtown circulation - Under 10-minute frequency No frequent bus network 100 mile frequent bus network - Serves 2/3 of current riders Only three routes with 30- minute frequency 22 routes with 30-minute or better service 21

Proposed 30-minute System Network Legend Red: Downtown Blue: First Coast Flyer Green:20-minute frequency Purple: 30-minute frequency Walmart Avenues Mall Orange Park Mall 22
