SFY15 General Assistance Housing Related Cost by County & Municipality Housing assistance refers to rent or mortgage payments made on behalf of the recipient to the landlord or financial institution. Rent is far more common. Temporary housing refers to hotels, motels, shelters and similar places of lodging. As these are temporary, and not a long term fix, the preference is to use this as little as possible and get clients into permanent apartments. Emergency housing refers to any time a municipality goes over the approved housing and or income limits. This is used to help solve an emergency in the short term or avert an imminent emergency. For example, if a client who is normally eligible for $200/m rental assistance suddenly finds themselves homeless due to an apartment fire, emergency housing would be used. The municipality could spend another $600 for rent in a new apartment above the $200 they already expended. This would be for the one month and then the client would again be eligible for the $200 aid the following month.
