Minutes of a meeting of Mobberley Parish Council Held at the Rajar Building Monday 6 th November 2017 PRESENT Councillor J Cookson (Chairman) Councillors: D Swan, J Unterhalter, C Booth, H Gilks, S Kendall, I Norbury, L Cottrill, V Pike and J Lambert Also Present: Mr D Moore, R Hutchins PC Sale (part) and Parish Clerk Mrs S Sherwood. The meeting began at 7.30pm 1. APOLOGIES FOR ABSENCE Apologies received from Councillors: A Atkinson and Cheshire East Councillor J Macrae. Due to personal reasons, Councillor Atkinson will not be able to attend the foreseeable Parish Council meetings. It was proposed that Councillor Atkinson s seat be held open until a time at which she is able to return or makes a decision to leave. It was further proposed that her role as Vice-Chairman be covered by Councillor Booth. Both proposals were agreed to unanimously. 2. DECLARATIONS OF INTEREST None 3. MINUTES OF PREVIOUS MEETING RESOLVED: That the minutes of the meeting held on 2 nd October 2017 be approved as a correct record. 4. Public Participation A period of not more than fifteen minutes were made available for the public to submit comments. 4.1 Mr Davies asked if the Parish Council would be happy for him to arrange to clean the bus shelter along Town Lane. There were no objections to this request. 5. Report from Knutsford Community Police PC Sale gave an update on a number of burglaries on Newton Hall Lane and Meadow Sweet. He also advised that PCSO Durroch will be trained further in Speedwatch so she is able to ticket speeding motorists. Councillor Swan reported fining cannabis bags on the Community Meadow. Reports have already been made to the police regarding school children using cannabis on Ilfords Playing Field. PC Sale advised he will visit these areas. 6. Cheshire East Report None 7. Correspondence 7.1 S Kinsella Wilmslow Half Marathon to attend the next Parish Council meeting. 7.2 Julie Brookes new to the area and wishes to become involved. Suggestions Speedwatch, Neighbourhood Plan and Rose Queen Committee 8. Finance 8.1 To approve Financial Report RESOLVED: Financial report 6 th November be approved See attached documentation. Total Payments Approved: Sept 6968.11 The chairman duly signed October s financial report. 8.2 The clerk explained the current figures for the proposed budget for 2018/19 and asked if all Councillors could consider their requirements for the forthcoming financial year. This is to be set at the December meeting. 9 To receive Committee Reports 9.1 Planning 9.1.1 Enforcement Issues - Councillor Gilks gave an update on current Enforcement issues in the village. Many have been resolved however Blackthorn Farm and Shelmerdine still have 1
Enforcement Cases open. Councillor Swan reported the cutting down of trees oat Saltersley Hall. Councillor Gilks to look into this. Mobberley Riding school. The Parish Council have received a letter requesting that they write to Cheshire East Council asking that the appeal be a public enquiry rather than a written enquiry. Councillor Gilks advised that the Parish Council have already written objecting to the original application and attended the recent planning committee meeting putting forward their views and objections They have again written to the Inspector objecting to the application. The Parish Council are very concerned about the many accusations and potentially slanderous comments made on Facebook about the Plymouth Brethren, Parish Council and members of the Parish Council all of which are unjustified. Consequently, it makes it very difficult for the Parish Council to make an informed decision regarding this matter. If the matter was to be switched to a public enquiry we feel that it would not be in the best interests of either parties. It was unanimously agreed that the Parish Council are happy for the appeal to be left as a written appeal rather than a public enquiry so that the inspector can make an informed decision without any bias or any of the unpleasantness which has caused an unnecessary divide within the village A request has also been received asking for the Parish Council to donate funds towards the cost of funding legal representation against the appeal. Since this request the Parish Council believe that the donations received from objectors have exceeded the amount needed to commission a professional report from a planning consultant. It was noted that although the Parish Council helped support the recent Harman Appeal, that appeal was supported by the majority of the village, whereas this appeal is somewhat divided. Furthermore, the Parish Council headed the appeal for the Harman application. It was agreed that as there is not a unanimous request from the village and that the fight is being headed by a private group and not the Parish Council, no funds should be given towards fighting this appeal. It has been noted on Facebook that there was a conflict of interest with a Parish Councillor (Cllr Norbury) as the Norbury family rent land from the Plymouth Brethren, along with 3 other neighbouring properties. When the decision was made at the planning meeting, Councillor Norbury was not on the Planning Committee and had no comment to make regarding the negative decision towards the application, therefore certainly no conflict of interest occurred. For the avoidance of doubt Councillor Norbury s name is not on any rental agreement. It was further noted that comments had been made regarding the timing of Enforcement issues being raised on Holly House (formerly Shelmerdine), Newton Hall Lane. Mobberley Parish Council reported this issue to the Enforcement Officer following concerns from residents of Mobberley. 9.1.2 Neighbourhood Plan. There are nearly enough names received from volunteers to start to move this project forward. Councillor Gilks will consult with Councillor Macrae on what is now needed to prepare for the Mobberley Neighbourhood Plan. 9.1.3 Next Planning Meeting. Monday 20 th November. 9.2 Highways 9.2.1 Councillor Booth gave an update on ongoing highways issues. 9.2.2 Damaged fence at Gt Oak Square. Despite numerous appeal to the resident who caused the damage, no action has been taken. It was agreed that one final letter be sent, recorded delivery indicating that the Parish Council are now seeking legal advice regarding the need for the work to be completed. 9.2.3 Church Lane Car Park. A letter has been received from Mobberley Primary School indicating that although they agree that the work on the car park on Church Lane is required on a safety issue, they are not in a position to offer any funds towards the cost of the repair. Without funding from users of the land, the work cannot go ahead. ACTION: The clerk to contact Rev Ian Blay to see what St Wilfrid s decision is and also the Village Society. 9.2.4 Speedwatch. Following the recent training session, there are now 7 more volunteers. Due to this, 2 new speed guns are required. RESOLVED: It was agreed that 2 new speed guns should be purchased at 175 each. Also, Hi-Vis jackets are also required and should be purchased. 9.3 Victory Hall Trust Deed Committee. A meeting is to be held 7 th November further update at the December meeting. The light on the soldier is due to be completed very shortly. Mr A Burgess has visited the carving of the soldier and advised that currently it does not need oiling, but will be reviewed in the spring. 9.4 Community Meadow. Nothing to report. 9.5 Footpaths Councillor Swan gave a brief update of ongoing issues. 9.6 Village Matters/Community Events/Amenities 9.6.1 Village Pump. ACTION Councillors Swan and Norbury to speak to T Norbury about making a new handle for the pump. The Clerk to investigate reclamation yard in Cotebrook. 2
9.6.2 Quaker Burial Ground ongoing. 9.6.3 Christmas tree: This is being donated by Caddis and will be erected by Councillors Swan and Norbury. 9.7 Rajar Building PCB Services have now vacated the Rajar Building. A meeting is being held with FHSC to discuss more storage space which they require. 9.8 Public Transport including Airport 9.8.1 Airport City Councillor Norbury raised concerns about the Wildlife impact following the commencement of the Airport City as there is an increase in TB and badger population. ACTION Councillor Kendall to investigate. 9.8.2 Airport Committee Councillor Kendall has been asked to join the Airport Committee, but not as a Parish Councillor. 10.9 Ches. Res Plan Nothing to report. 10 10 Police Liaison - Nothing to report. 10.11 Youth Council Two pictures of the Youth teams have been sponsored and will be displayed at the Rajar Building. 10.12 Newsletter/Website nothing to report. 10.13 Neighbourhood Plan.
