CONTINUING AUTHORITIES PROGRAM (CAP) OVERVIEW 9 legislative authorities under which the Corps is authorized to plan, design, and construct certain water resources projects These authorities are targeted at small to mid-size projects specifically developed to aid municipalities, counties and nonfederal agencies Local sponsor cost share amount* varies per authority and work in kind is available * Per WRDA 2014, certain territories of the United States, including Puerto Rico and the U.S. Virgin Islands, are eligible for a CAP program cost-sharing reduction - CAP projects with feasibility phase agreements or construction contracts executed on or after June 10, 2014, are eligible for waivers up to $455,000.
