Welcome Action The President, Tony Sharp, welcomed Council to the meeting. 2. Rapporteur The Rapporteur for the meeting was Sara Pegram S Pegram 3. President s Report The President had attended the SW branch seminar Bottoms up and SW AGM and headed up the EC UK audit. He had also attended the Roadsafe AGM, a lunch with HRH Prince Michael of Kent.and, sadly, Brian Simmonite s funeral. 4. Feedback Session Richard Hayes attended the IAT AGM and seminar on skid resistance in May, and the County Surveyors Society SSTG & SIG meeting. Steve Spender spoke at the IQPC Conference and will be attending the FIA Awards and Southern Branch AGM. Susan Broadaway has been invited to the Women in Transport Garden Party. 1

5. Minutes The Minutes of the Council meeting held on the 11 th March 2009 were agreed and signed as a true and accurate record. 6. Council Membership Agreed to appoint C Subryan to fill the Casual Vacancy for Ordinary Member 7. Annual Meeting 7.1 IHIE had a very successful AGM. The change of name to the Institute of Highway Engineers was agreed. The talk on the Forth Bridge was very interesting, with special thanks extended to Graham Milne for his help in organising the events. Formal thanks to be extended to the Sponsors. 7.2 Agreed that the launch of the new name must be targeted and focused for maximum impact. Council discussed the possibility of launching at the Highway Excellence Awards or at a reception in the House of Commons. The Officers were charged with planning the launch. SL Officers 8. Engineering Council/ ETB Professional Panel ETB is considering a name change. Their current main focus is the Big Bang Fair in Manchester 2010. This will be much bigger and better organised than in 2009. The CEO has asked Institutes to respond to How we deal with water on a global scale JMW to write response. JMW 9. Honorary Fellowship Council agreed to grant Honorary Fellowship to Simon Morgan, Buchanan Computing 10. Disciplinary Procedures Council adopted the revised procedures recommended by M&Q Committee. 11. INSTITUTE OF HIGHWAY INCORPORATED ENGINEERS COUNCIL: 16 SEPTEMBER 2009 Report of the Management Committee - held on 13 June 2009 1. LMS has extended the lease to April 2010 at current terms. 2. The surplus on events to date was running at half that of 2008. The number of Review applicants was down. Subscriptions seemed on track although retirements were increasing. The revised financial projections for Asset Management were unpromising but the demand for courses was well attested.. 3. A replacement for the membership database was being investigated with a view to awarding a contract in September. 4. The AGM had unanimously voted to change the name to IHE. Branches should be informed but held back. The Committee agreed that the Institute should capitalise on the launch with a recruitment/promotion drive. Staff were asked to prepare a programme identifying suitable events, audiences and messages for 4 August. Opportunities were: - October Excellence Awards (Alter name of Award) - Members Directory delay if possible - July E-Bulletin The Secretary confirmed that, legally, the name changed when Companies House issued a fresh Certificate. (Office Note: Council discussed holding a House of Commons launch event). 5. It has been suggested that the Institute publish a biannual Newsletter for members. The 2009 Annual Report incorporated an Update News page as a taster. 6. The Committee agreed to join the World Roads Association UK. The proposal had come from Anthony Black, Transport Scotland, who argued that all key players were represented.

Item 11.3 Institute of Highway Engineers Report on the Membership Committee Meeting, held on 13 th June 2009. 1. The Committee approved a total of 1 Fellows with IEng 4 Fellows, 2 Member EngTech 14 Members, 10 Associates, 5 Graduates 4 student were elected. There were 160 members struck off for non payment. 2. The Committee were informed that ECUK had awarded IHIE its full licence until 2012 inline with remaining accreditations. 3. The Committee approved the decisions made by the Academic Standards Panel. 4. The Committee noted the JBM and RSC Minutes. 6. It was noted that the RSA register had four applications. Item 11.4 Institute of Highway Incorporated Engineers Council: 16 September 2009 Report of the RECRUITMENT AND MARKETING COMMITTEE - held on 13 June 2009 1. Project Brunel The Report was long but its recommendations were weak. Nevertheless it provided the only statistical analysis on supply of, and demand for, transport skills. Specialist shortages were identified in design/dc and traffic signals as well as shortages in procurement and project management. Rail faced the biggest shortages. Overall 2000 people retire but only 1000 young people a year were recruited. The idea that 2500 extra people could be attracted to the industry by, effectively, the usual suspects were unrealistic. The recession of course altered the context but came too late for the report. Mr Sharp reflected that IHIE could capitalise on the specialist skills shortages. J Healy argued that government should put in the same money as it did for nursing. Agreed to send report to CIC, EngC and Council and load on website. 2. Scottish proposal Observing that there is a huge pool of staff in the Roads department wanting EC registration but that councils do not have the resources for training, G Milne proposed that IHIE offer a fee-based service to train and prepare engineers. The Committee was enthusiastic but much hinged on local members involvement. IHIE could call on other training providers. Would need more than one authority to buy in. C Bowley observed that IHIE would be acting as a consultant with contractual obligations and must adopt a commercial approach. Agreed to ask Scottish Branch to scope out the proposal. 3. Member Survey A similar good response to the 2007 survey was achieved. Most questions were open ended leading to a wealth of data and comments still to be analysed. Identification of trends was difficult. Agreed to circulate to Council, to analyse the data, to pick out useful comments, and to reply to members who requested a response. 4. Two free short IHIE/Review briefings had been arranged. 12 attended Edinburgh, 6 Cwmbran. No easy answer on why delegate numbers for PR courses have dropped. 5. Training Scheme - The Committee received a report on the Aberdeenshire Training Scheme and agreed to accredit it for IEng and EngTech registration to May 2014. 1
