Executive Summary Wyoming State Park and Historic Site visitation has increased 66% in the last 20 years. Visitation is currently at an all time high with over 2.8 million visitors in 2009 which was an increase of 11% from 2008. Over 2/3 of visitors to Wyoming State Parks and Historic Sites are traveling with family members. The average Wyoming State Park visitor (36.3) is approximately 10 years younger than the average Wyoming Historic Site visitor (45.7). Ninety nine percent of visitors to Wyoming State Parks and Historic Sites feel that staff were fairly helpful or very helpful. The number of visitors getting information from computer sources has increased by over 300% since 1997 and doubled since 2004. Technology based services are a low priority for park visitors. The most acceptable forms of technology include site orientation videos, touch screen computer kiosks, and internet information. What is the average Wyoming State Park visitor like? Introduction Wyoming State Parks and Historic Sites continue to be popular destinations. In 2008, almost half of the trips to the state were motivated by visits to National and State Parks with cultural trips coming in second (Strategic Marketing and Research, Inc., 2009). Wyoming State Park and Historic Site visitation has increased by nearly 66.0% in the past 20 years and continues to see steady growth. Nationally, travel patterns are changing due to the effects of the recession on consumer confidence and fluctuating fuel costs. Travelers are tending to vacation closer to home, changing duration of trips, and adjusting trip expenditures (Strategic Marketing and Research, Inc., 2009). National economic trends impacted Wyoming State Parks and Historic Sites in 2008 with a 6.0% decline in visitation. In the most recent reporting period visitation numbers to Wyoming State Parks and Historic Sites are at an all time high of over 2.8 million visitors. Population growth in several adjacent states exceeds national averages, and visitors are looking for affordable destinations which will continue to create a high demand for recreational resources. There is always the need to provide adequate and timely assistance to visitors, to develop the type of facilities the public is looking for and to provide for and protect employees. Formal and informal monitoring of visitor behavior and opinions is a tool to help guide management direction. With population growth, increased interest in our natural and cultural heritage and proportionately smaller budgets for site maintenance, management personnel need solid information to make decisions. The 2009 visitor use survey was a formal monitoring tool used to collect information on a number of issues affecting Wyoming State Parks and Historic Sites. The survey included experience questions to give management insight on visitor behavior such as activities participated in, how visitors are finding out about sites, equipment visitors are traveling with, and length of stay. Visitor profile information was also sought such as where visitors are from, age of visitor, and who they travel with. Several questions were included to determine future management activities and services our guests would like to see at our Wyoming State Parks and Historic Sites. Objectives To obtain and analyze, through an intercept survey, the opinions of visitors to Wyoming State Parks and Historic Sites. To report findings with an emphasis on site-management planning at Wyoming State Parks and Historic Sites. To evaluate and update statistical prediction models for the number of visitors, predicted from routinely collected traffic counter data. To provide qualitative interpretation of the visitor experience based on intercept interviews with outbound and returning users. State Parks and Historic Sites 2 2009 Visitor Survey Introduction

Methods Study Area Surveys were conducted at all staffed Wyoming State Parks and Historic Sites and at unstaffed sites with significant visitation. The surveys were administered in and around site facilities including campgrounds, boat ramps, museums, visitor centers, fee stations, fee boxes and recreation sites. Sampling Procedures The survey form and procedures followed the same methods used in the 2004 Visitor Survey (Wyoming Department of State Parks and Cultural Resources, 2004). In 2004 the Department consulted with Dr. Burke Grandjean from the Wyoming Survey Research Center to develop the methods. Dr. Grandjean recommended a disproportionately stratified sample, over-sampling the summer months and weekends so as to achieve the greatest precision in statistical estimates for those high use periods. To stratify the sample across all Wyoming State Parks and Historic Sites, visitor use statistics for the past ten years were taken into consideration. Visitation was broken down by site and month, to develop a matrix for administering the surveys as shown below. The goal was to complete an adequate number of surveys to achieve a 95% confidence level with a +/- 3% sampling error. At entrance points, including visitor centers, museums, and fee stations, interviews were conducted or surveys were distributed on a random sample of visitors or vehicles entering the site (e.g. every 5 th vehicle). Personal deliveries of questionnaires by trained interns were also administered at facilities used by visitors. Interviews began the middle of May 2009, and continue through the end of October. Surveys were conducted on all days of the week and at various times of day. Data Compilation and Analysis Data were compiled in an electronic format throughout the summer and into the winter of 2009. Once the responses to the visitor surveys were entered, summaries were tabulated for each Wyoming State Park and each Wyoming Historic Site (Appendices A and B respectively). Additional analysis was conducted to summarize statewide results for all Wyoming State Parks and Wyoming Historic Sites where surveys were collected. Visitor opportunities at Wyoming State Parks versus Wyoming Historic Sites are quite different so it would not be meaningful to analyze an aggregate of all the survey data. The results along with a comparison to previous years (1997 when available and 2004) results were then developed and are presented in the following sections. State Parks Results Nearly 4000 surveys were collected from the Wyoming State Parks (parks) listed below. Surveys were conducted from May to October with the goals for monthly totals based on average visitation. In general we met our goals for collecting surveys by month at most locations. For some of the parks we did not get the number anticipated early on due to a wet and cold late spring and early summer and also due to limited staffing early in the visitor season at some parks. Parks that did not meet survey quotas in a given month collected additional surveys in the following months to reach the quotas for entire summer. Unfortunately, at Edness Kimball Wilkins State Park the quota for surveys was missed not only for each month but also for the entire summer. A new survey at this location may be administered during the summer of 2010 due to the low survey response. Have you visited this State Park before and how many times will you visit? The majority of visitors to the State of Wyoming are repeat visitors. This relates to the fact that people are choosing destinations that are closer to home as well as choosing places to visit that they have been before (Strategic Marketing and Research, Inc., 2009). This also holds true for Wyoming State Parks where 64% of visitors have been at the site before. In the 1990s, repeat visitation to Wyoming State Parks was much lower. Visitors to Wyoming State Parks can be considered loyal customers who make the parks a regular destination. The 2009 results for the percent of repeat visitors, the number of trips visitors will make to parks, and whether the park is the main destination are similar to the results from 2004. At Wyoming Historic Sites, repeat visitation (27%) and anticipated number of trips (1.5 visits) are much lower. How helpful did you find State Park staff? The majority of park visitors feel that Wyoming State Park staff are helpful or fairly helpful. The majority of the visitors continue to travel to Wyoming State Parks with their families. The percentages of visitors who are traveling with families declined since the previous survey. How many people are in your vehicle? The average number of people per vehicle has increased since 1997, but has declined over the past 5 years. Data collected on number of people per vehicle is used to calibrate our vehicle counters to get estimates of visitation at our parks. In previous years we only asked for the age of the person filling out the survey. In the 2009 survey we asked for the ages of all the people in the party. In the future it may be beneficial to ask two questions: (1) How many adults and what are their ages? and (2) How many children and list their ages? Due to how the question was asked we are unable to make comparisons to previous year s data. However, there is consistency with previous results showing the State Park users on average are younger than Historic Site users. Question 8. What recreational equipment are visitors travelling with? The majority of Wyoming State Parks include reservoir sites that offer camping and boating. Over half of the visitors are equipped to camp and over a quarter are travelling with some type of motorized watercraft. The number of visitors traveling with an RV, camper, pop-up, or travel trailer has increased by approximately 5% from the 2004 survey. In the 2004 survey we did not ask specifically about tent camping. In the current survey, we found a significant number of visitors are equipped to tent camp and several comments were received related to quiet hours. develop amenities that support specific user types including tent only sites that are located away from noise sources when possible. Do you recreate at Wyoming State Parks with a travel trailer, fifth wheel, RV, camper or motor home and what hook-ups would you prefer to see? We are working to develop amenities campers are used to having at other public and private campgrounds. We asked those surveyed to rank on a scale of 1 to 3 the types of hook-ups (water, sewer and electric) which were most important to them. Seventy four percent of the users reported they recreated with some type of camper unit. Water is the most important hook-up to users closely followed by electricity. Question 10. Where are you from? Approximately one-half of the visitors to Wyoming State Parks are from Wyoming. Of the nonresident visitors, Colorado contributes the most visitors. Visitors from other states are somewhat evenly distributed with slightly higher numbers from adjacent states including Montana (2.1%), Utah (1.5%), and Nebraska (1.2%) as well as the high population states of California (2.4%) and Texas (1.8%). This contrasts markedly with visitors to Wyoming Historic Sites where an estimated 24.5% of visitors are residents and there are nearly as many visitors from California (8.2%) as there are from Colorado (8.4%). Repeat visitation indicates that visitors are happy with the experience they are having at Wyoming State Parks and want to return. As would be expected, given increasing access to computers and the internet, this means of getting information more than doubled from the 2004 survey. How did you find out about this State Park? What kind of visit was this? Overnight camping is available at eleven of thirteen Wyoming State Parks. Almost 2/3 of the visitors are overnight visitors. This is consistent with previous surveys. Question 13. Is this State Park the main destination of your trip? Approximately 2/3 (62%) of visitors to Wyoming State Parks consider the park the main destination or the main reason for their trip. These results are nearly identical to the 2004 results. Several of our State Parks, Buffalo Bill, Hot Springs, Sinks Canyon and Bear River, can be considered gateway parks where people stop on their way to another location. At gateway parks, 40% or less of the visitors consider the park the destination of their trip. This contrasts with several other parks including Curt Gowdy, Glendo, Guernsey, Hawk Springs, and Keyhole where the percentage of people considering the park a destination is around 90%. Question 14. How long was your stay here? The average stay at Wyoming State Parks increased slightly since the 2004 survey. An average visitor is staying slightly less than two days at our parks. These types of opportunities should help to spread visitation into the spring and fall and provide activities when water levels are low or not conducive to recreation. In recent years, we have begun to have the resources to expand beyond basic needs and provide additional opportunities and resources for recreation. These opportunities can be provided through development of trails, interpretation and education and special events. To help prioritize future development we asked visitors what types of facilities and services they would like to see at parks. Services with a weighted average of three or higher can be considered a priority for park visitors and most of those services are currently offered. At the present time however, we have limited offerings of trails, visitor centers and showers. Trails are and should continue to be high priority developments at parks. As important as what visitors would like to see, are the facilities and services that visitors do not want to see. This question and Question 18 (what types of technology do visitors want at parks) show that the Department needs to be cautious about adding technological services at parks. Many visitors want minimal technology, however technology may become more accepted over time. The agency needs to stay in touch with the type of experience visitors are looking for. Question 18. Development of technology based services needs to be sensitive to preserving the types of experiences people want when they come to Wyoming State Parks. Question 19. Have you used the Wyoming State Parks campsite reservation system and Question 20. What is your preferred way to make a campsite reservation? For visitors who used the reservation system the majority preferred to use a web based system or either web-based or telephone. Historic Site Results Over 1500 surveys were collected from the Wyoming Historic Sites (sites) listed below. Surveys were conducted from May to October with the goals for monthly totals based on average visitation. In general, we met our goals for collecting surveys by month. Wyoming Historic Site visitors spend a limited amount of time at our sites (average visit =3.6 hours) and this makes it somewhat more difficult to get visitors to fill out surveys or to fill out surveys completely. In the most recent survey, the Superintendent from the Historic Governors Mansion commented that it was extremely difficult to get visitors to fill our surveys during Frontier Days in Cheyenne because visitors had a full agenda of activities for the day. If Historic Site staff fell short of monthly goals they worked to make up those surveys over the period of the survey. This corresponds perfectly with the percentage of visitors to Wyoming Historic Sites that are from out-of-state and is a marked contrast with Wyoming State Parks where repeat visitors are the norm. Return visitation to Wyoming Historic Sites has remained consistent and most sites are set up to accommodate and entertain a half day visit. Development of additional amenities including camping opportunities may be appropriate at some Wyoming Historic Sites. Other amenities that may increase repeat visitation could include trails, events, and expanded interpretation and educational programming. At Wyoming Historic Sites, visitors frequently have more interaction at entry points, within the site, and at exit points than at State Parks. This interaction frequently includes requesting more information or clarification about the history of the site and even the state. The majority of the visitors continue to travel to Wyoming Historic Sites with their families. A demographic that may be increasing are those people who travel to Wyoming Historic Sites alone. Wyoming Historic Sites are frequently destinations for cultural heritage tourists such as families, empty nesters, and/or retirees. The Department continues to expand services at Wyoming Historic Sites to make them friendly to a variety of user groups. Where appropriate, we have and will continue to add picnic areas, playgrounds and other amenities. Who are you traveling with? The average age of Historic Site visitors is 45.7. In previous years we only asked for the age of the person filling out the survey. In the 2009 survey we asked for the ages of all the people in the party. In the future it may be beneficial to ask two questions: (1) How many adults and what are their ages? and (2) How many children and list their ages? Due to how the question was asked we are unable to make comparisons to previous year s data. Wyoming State Park users on average are approximately 10 years younger than Wyoming Historic Site users. Question 8. What recreational equipment are visitors traveling with? Historic Site visitors were asked what equipment they were traveling with. The majority did not indicate they were traveling with recreational equipment. In the 2004 Survey, over one-half of the visitors were equipped to camp. In the 2009 Survey a little of one-fourth of the visitors are traveling with equipment for camping. We are developing and need to continue to develop amenities that support specific user types including camping when appropriate and trails. Question 9. Do you recreate at Wyoming Historic Sites with a travel trailer, fifth wheel, RV, camper or motor home and what hook-ups would you prefer to see? We are working to develop amenities campers are used to having at other public and private campgrounds. To prioritize amenities visitors would like to see we asked those surveyed to rank on a scale of 1 to 3 in priority order the types of hook-ups (water, sewer and electric) which were most important to them. Twenty six percent of the Historic Site users reported they recreated with some type of camper unit. Water is the most important hook-up to users closely followed by electric and sewer. Where are you from? Approximately one-fourth of the visitors to Wyoming State Parks are from Wyoming. Of the nonresident visitors, Colorado, California and Utah consistently contribute the most visitors. Visitors from other states are somewhat evenly distributed. This contrasts with parks where 50% of visitors are residents and the percent of out-of-state visitors from Colorado is approximately 16%.. Where are you from? Upon reviewing the comments from those who indicated Other on the survey form, AAA publications, books including history books and travel guides, and visits to other historic sites (including National Historic Sites and locally managed historic sites) were all listed repeatedly as sources for information. Our Historic Site staff are well versed in promoting other sites in the state system. This should continue to be an emphasis for seasonal training at both our parks and sites. A high percentage of visitors also indicated they found about the site through previous visits as well as highway signs. Like the parks internet resources are becoming more widely used to learn about Wyoming Historic Sites and numerous web sites contain information related to Wyoming Historic Sites. Historic Site managers and public information staff need to work together to take measures to ensure the public is getting accurate information via the web. These results are similar to the 2004 results. This contrasts with Wyoming State Parks which were main destinations for 62% of the visitors. Question 14. How long was your stay here? The average stay at Wyoming Historic Sites decreased since the 2004 survey. For most of the sites the average stay is consistent with what was reported in 2004. However, the average reported stay for Fort Bridger, Wyoming Pioneer Memorial Museum, and Trail End was significantly higher in 2004. This may be the result of collecting surveys during special events at the site. It is reasonable to expect the average visitor to spend slightly less than half of a day at Wyoming Historic Sites. In order to assist with local tourism efforts the agency needs to continue to explore how to get visitors to stay longer at Wyoming State Historic sites by providing additional amenities where feasible and a continued emphasis on interpretive services.
