Minutes of the Llandegla Community Council Meeting Held 13 th April 2015 at Memorial Hall Llandegla Present:- Cllr s Peter Smith (Chairman), Mrs Mavis Holder, Fraser Robertson, Duncan Ion. Also present Darren Knipe (Clerk), and Cllr Martyn Holland, Gwyneth Dillon (former clerk), and a member of the public. 558. Apologies Cllr s Islwyn Roberts, Mrs Audrey Lockyer, Ms Karen Bellis, Martin Edwards, Peter Rees. 559. Declarations of Interest Standing Order No. 57 - None. 560. Meeting Open to the Public Sandra Williams Following a formal request from the council in August 2013 to grant permission to have St Tegla s well listed as an historic monument with CADW, she publicly declared this to be granted. Gwyneth Dillon wanted to know what was happening with the Top Field. Cllr Smith explained that a site meeting had been held with Cllr Holland, the clerk, and Chris Dingsdale from DCC. Mr Dingsdale had stated that he was reviewing the valuation of the site, and would be exploring to see if a 90% discount on the valuation could be sought. Gwyneth Dillon asked when filing cabinet would be picked up. Cllr Smith agreed to get it the next day. 561. Report from the County Councillor Cllr Martyn Holland. a) The sale of the top field will have conditions set on it, such as not allowing the land to be sold on to developers at a profit, which would reflect the discounted value it should be given. b) The white lines in the village car park have now been done. Following enquiry for yellow lines where the bus turns, Highways have stated they are not keen to do this, as it requires a Traffic Order from the Welsh Office. c) There is a working party getting together at Tomen Y Rhodwydd on 18 th April, which will include archaeologists from the Castle Studies Group. d) It has been noted the poor state of road between A545 and A5104 by the slipway of Rosie s Cider, and resurfacing is being looked into. e) All playgrounds are required to have an annual inspection. It has been suggested that this cost be shared between councils, in having a dedicated day to do this. f) Regarding Ads on roadsides, Highways and Business Development are supposed to be working together, but this is not always happening, with
signs being removed. It has been suggested that the best way forward is for local business to apply for permission to Planning, which costs 60, and is a simple form application. g) There was another accident by the mountain bike centre on the A545. 40mph speed limit signs are now up on the A545, and 50mph on the A5104. h) The new bus timetable has come out, but with no change for the Llandegla X50 service. i) Gulley works have taken place between the A542 and A5104. j) There have been some break-ins in the area. A black Astra has been seen, and everyone is asked to keep a look out for unusual activity. 562. Minutes of the Last Meeting The Minutes of the Meeting held on 2 nd March 2015 were accepted and signed as a correct record. 563. Matters Arising a) (549 d) Still waiting for confirmation of acceptance for the Community Council Commuted Sum grant from Amy Selby. b) (556 iii) Clerk to produce polite notices to clean up dog mess. 564. Reports from Other Councillors Attending Meetings a) Cllr Robertson attended a PCC meeting regarding the proposed Visitor Centre, even though they did not get the planned Lottery funding. With help from Cadwyn Clwyd, they are going for a historical research grant, with themes focussed on the historic assets of the area. These would have QR codes, which would link to information on website. Barry Evans and the Reverend Bob Griffiths would like an agenda item to do a presentation on the update of the project. Clerk to send invite for next meeting. 565. Appointment of Internal Auditor Cllr Robertson proposed to invite Mr Trevor Roberts to do the Internal Audit of accounts. Cllr Ion Seconded, and all agreed. 566. Available Grants Clerk had collected a selection of available grants to present to council. It was agreed that until the top field was purchased, there was no way of applying for grants for it. It was agreed that having a file of such grants could be of benefit to the community at large, and could be made available via the website. Cllr Holland said he would send the clerk the current grant list he has.
It was decided to add this to a future agenda. 567. Old Quarry works approval Two different quotes had been received to do the works. The benefits of both were discussed. Cllr Ion proposed the council go with Howatson. This was seconded by Cllr Holder, and agreed by all. 568. Website Review Cllr Ion requested the council get its own website. The points made were: I. The domain llandegla.com was available to use. II. The council had received a 500 for creating a website, and not done so. III. It was suggested the domain could be with the new.wales or.cymru ending. IV. The current website belongs to Cllr Robertson and not the council. Cllr Robertson pointed out that the council would be under more compliance if it had own website, such as providing all information in bilingual format, and that the service he provided was at no cost to the council. He also pointed out that he had registered llandegla.wales himself. Cllr Smith suggested transfer the llandegla.com domain to council, and leave website content for a later discussion. Cllr Robertson proposed the clerk to find out what requirements were for a council website and if it is cost effective. Then choose a name for it. This was seconded by Cllr Holder, and agreed by all. 569. Planning Matters 17/2015/0306 Erection of single storey extension to side of existing dwelling and associated works, Mill Farm, Llandegla - Approved 570. Training & Finance Issues - DCC had plans to only run 2 local Code of Conduct training sessions in the near future. Cllr Holland is going to find out more and let the clerk know. 571. Other Items brought to the Council s Attention by Councillors a) Cllr Ion asked the clerk to put date next to the bank balances in Bills section of minutes so that it can be matched against reconciliation audit. b) Cllr Smith reported that the bus got stuck in the village due to poorly parked car, which resulted in a fracas. 574.
