Report on the 26 th ANGVA Board Meeting, 26 th Feb 2014, Jakarta, Indonesia and The 8 th Natural Gas Vehicles & Infrastructure Indonesia Forum and Exhibition, 26 28 th Feb 2014 1.0 The 26 th ANGVA Board Meeting The 26 th ANGVA Board Meeting was held from 3.45 p.m. to 7.00 p.m. at Gran Melia Hotel, Jakarta, Indonesia on 26 th Feb 2014. It was attended by board members Mr. Punnachai Footrakul, Mr. Fazal Ali Khan, Mr. Amir Khaki, Mr. Robbie Sukardi, Mr. Willis Guan, and Lee Giok Seng. In attendance were Mr. Suwat Kamfad (PTT Plc, Thailand), Mr. Vincent Choy & Mr. Rizal Rahman (All Events Group, Singapore), Ms. Shana Fatina ( Indonesian CNG Association) and Mr. Danny Praditya (PT Gagas Energi, Indonesia as an Observer). This was the first meeting for the newly elected board members for the term of 2014-2015. The Chairman of the meeting welcomed three new faces to the board i.e. Amir Khaki (Tamkar Gas Equipment, Iran), Robbie Sukardi (CNG Association of Indonesia), and Willis Guan (China Automotive Technology & Research Center, Beijing, China). 1
Highlights of the meeting: i. Affirmed the appointment of Lee Giok Seng as Executive Director of ANGVA for a two years contract. ii. Affirmed the appointment of Willis Guan as a Vice President of ANGVA under Rules 10.3 of the Association, and the appointments of Mr. Md Hasin Parvez, CEO, Green Fuel Conversion Center, Bangladesh as ANGVA country representative for Bangladesh and Mr. Young Don Kim, Vice President, Korean Association for Natural Gas Vehicles (KANGV) as ANGVA country representative for Korea. iii. Noted on the events and activities that ANGVA will carry out / involve in 2014. iv. Approved the change of name of ANGVA Institute to ANGVA Technology & Learning Centre (ATLC) and ANGVA School to ANGVA Learning Centre (ALC). v. Approved the dissolution of ANGVA Safety Advisory Panel (ASAP) and locating all ASAP activities under ATLC. vi. Agreed to the appointment of Messrs. Steven Lim & Associates, a Malaysian auditing company, as the new external auditor and tax agent for ANGVA for the term 2014 2015. vii. Noted on the unaudited account for 2013 and approved the budget for 2014. viii. Agreed on three locations and hosts of ANGVA 2015 for board to chose. Location and host of ANGVA 2015 will be announced as soon as possible. ix. Noted on the ongoing discussion between ANGVA and a company to jointly establish and operate an ANGVA Learning Centre (ALC) in the home location of the company. x. The date and location of the next board meeting, 27 th Board Meeting, will be announced later. 2.0 The 8 th Natural Gas Vehicles & Infrastructure Indonesia Forum and Exhibition, 26 28 th Feb 2014 The 8 th NGV & Infrastructure Indonesia Forum and Exhibition was successfully held at the Gran Melia Hotel, Jakarta, Indonesia, 26 th 28 th Feb 2014. The event was hosted by CNG Association of Indonesia, organized by All Events Group, and endorsed by ANGVA. The event consisted of a 2 day forum on 27 th & 28 th Feb, and a site visit to a Pertamina mother NGV Station and a PGN Mobile Refueling Unit site in the morning of 26 th Feb. 2014. A one day workshop on Heavy Duty Vehicle NGV Conversion, by Dr. Pipon Boonchanta, Kasetsart University, Bangkok, Thailand, was also organized and well attended on 26 th Feb 2014 at the Gran Melia Hotel, Jakarta. A total of 371 delegates from 21 countries attended the forum and 33 exhibitors from 10 countries participated in the exhibition. The Guest-of-Honor, Ir. Dr. Tumiran, member of the Indonesian National Energy Council, in his keynote address spoke on the National Energy Policies and the role of natural gas in these policies. Prof. Ir. Dr. IGN Wiratmaja Puja, Head of Gas Fuel Acceleration Team, Ministry of Energy & Mineral Resources, in his presentation touched on the vehicle population, supply of subsidize fuels, current status of NGV programme, and a Roadmap and future plan for NGV in Indonesia for the next 10 years. Top : The forum in session. Dr. Qoyum Tjandranegara, Committee member of BPH MIGAS spoke on the role of BPH MIGAS in the natural gas pricing and infrastructure development. BHP MIGAS is the Indonesian Downstream Oil & Gas Regulatory Body. Its main role is to ensure the availability and distribution of petroleum fuels and natural gas throughout Indonesia and to increase natural gas for domestic use. BPH MIGAS authority is confined to regulating open access gas pipeline such as tariff arrangements, joint utilization, and account monitoring.the licensing authority remains with the Directorate General of Oil and Gas. Mr. M. Wahid Sutopo, Director of Investment Planning and Risk Management, PT PGN, spoke on PGN s projects and initiatives on NGV infrastructure development and expansion. In 2014, PGN through its subsidiary company, PT Gagas Energi Indonesia, plan to build 16 NGV refueling stations. Meanwhile, 4 Mobile Refuelling Unit (MRU) had been procured in January 2014 and one of this is already in operation (the MRU that was visited during the site visit on 26 th Feb 2014). To facilitate the promotion and marketing of CNG / NGV, PGN had trademarked its supply of CNG under the brand name gasku. Ms. Linda Sunarti, CNG & Pipeline Gas Manager of PT Pertamina, spoke on the infrastructure development and expansion undertaken by Pertamina as Pertamina has been appointed by the Government of Indonesia to construct and operate NGV stations to support government program to convert petrol consumption to CNG. In 2014, Pertamina would have in operation 14 NGV refueling stations (including the mother station at Cibubur which was visited during the site visit on 26 th Feb 2014), 8 Ecostations (NGV dispensing facility installed at gasoline stations), and 1 Mobile Refueling Unit. Pertamina targeted to have 124 stations by 2018. Last year Pertamina launched the trademark ENVOGAS as its brand name for the supply of CNG. Besides the above, there were many more speakers from various government agencies and departments of Indonesia. Overseas speakers included Mr. Punnachai Footrakul, Vice President of NGV Marketing, PTT Plc who spoke on The Sustainable NGV Business Growth in Thailand Updates and Future Plans ; Mr. Rolando V Oliquino, Manager, Project Development Department, PNOC Exploration Company who spoke on 4
Infrastructure Development To Sustain NGV Bus Fleets in The Philippines ; and Mr. Amir Khaki who spoke on NGV in Iran World s Biggest Market. Speakers from the sponsors of the Forum were Mr. Marc Meyer, Business Development Manager, HEXAGON LINCOLN; Mr. Jonas Giuliani, Asia Pacific Markets Development Manager, SAFE SPA; Mr. Filippo Muna, ASEAN Business Development Regional Manager, LANDIRENZO S.R.L.; Mr. Paolo Guardigli, Sales Manager, M.T.M. Srl; Dr. Peter Cheng, General Manager, XEBEC ADSORPTION (Shanghai) Co. Ltd.; and Mr. Steve Matthews, Customer Service Manager, XPERION ENERGY & ENVIRONMENT GMBH. A panel discussion on Accelerating Infrastructure Development and NGV Implementation in Indonesia was also convened and moderated by the Executive Director of ANGVA, Lee Giok Seng. The panelists comprised of Mr. Fazal Ali Khan, CNG Development Manager, Emirates Gas LLC, Dubai, UAE; Mr. Willis Guan, Manager Market Research, China Automotive Technology & Research Centre (CATARC), Beijing, China; Mr. Rolando V Oliquino, Manager, Project Development Department, PNOC Exploration Company, Philippines; Mr. Punnachai Footrakul, Vice President of NGV Marketing, PTT Plc, Thailand; and Mr. Robbie Sukardi, President, NGV Association of Indonesia. Overall, the panelists agreed that critical factors for accelerating infrastructure development were (i) clear and consistent government policies & support and (ii) the price of NGV / CNG must be commercially viable to all stakeholders along the supply chain.
