CALL TO ORDER The meeting was called to order by Chair Kupi at 6:00PM. Upon roll call it was determined that a quorum was present. There were no changes to the agenda. Chair Kupi read the Quasi-Judicial Rules for the City of Delray Beach and Ms. Miller swore in all who wished to give testimony on any agenda item. Item IV. Public Comments SAFE PRESENTATION Depot Square, Ped/Bike was moved to the beginning of the agenda. Mr. Jim Smith presented a powerpoint presentation with handouts to the board. Motion to move Item IV to the first item on the agenda. All those in favor say Aye, No one opposed. II. SIGNS A. Boost Mobile 1310 North Federal Highway Item to amend the Blanket Sign Program for Delray Beach Shopping Center to allow Boost Mobile to exceed the maximum letter height to 18 and to use their corporate colors. Exparte Communication None Jennifer Buce, Sign Reviewer Tech presented the item through a review of the staff report. Mr. Jim Baral, representing Designtech, said that he agreed with staffs comments and was here for any questions. 1

Board Comments Jim Knight I am in favor of the project. Alice Finst Alice asked to have the numbers on the building clarified. Jason Bregman I am in favor of the project. Terra Spero Would like to see all the stores except Advanced Auto and Dollar Tree have letter height of 24 Roger Cope I was not on the board when the other areas were approved, but I would agree with Terra with the 24. Jose Aguila Agreed with the 24 height. Rustem Kupi Agreed with the 24 height. Motion was made by Roger Cope and seconded by Jason Bregman to request to amend the Blanket Sign Program for corporate logos and colors with maximum height of 24 not 30 future tenants. B. Delray Place 1811 S. Federal Hwy. This item is for consideration of a Master Sign Program for Delray Place. Exparte Communication Jim Knight Received phone call from Joe Carosella Terra Spero They were once a client but does not interfere with this project. Jennifer Buce, Sign Reviewer Tech presented the item through a review of the staff report. Mr. Mark Gregory, representing MG Concept s, said that he thanked staffs for a great presentation. Mr. Gregory proceeded with his powerpoint presentation. A couple points for comments: *Free Standing Signs, they are very open and unique with the stone work throughout the site. *Consideration for the size and numerical quantity. *Set back consideration 2

Joe Carosella Developer of the project and at the meeting to explain why most of the tenants on Linton Boulevard are requiring signage on Federal Highway. (Presentation of the site plan) Cross Examination Jennifer Buce I want to clarify that only one free standing sign is allowed per street front. Board Comments Jim Knight I like that they are using the stone as it is making a nice presentation. Jose Aguila Good project with no issues on the signs. Also there are questions on the size of the letters and multiple fonts. Too busy at that area. Alice Finst Want to know whose name is on the monument? Is this just for the major tenants and how many tenants are projected. Also asking that there be no signage on Eve Street. There is an elderly community across Linton and is there going to be any lights shining in their window? (No it will not be directly in windows) Jason Bregman Good Project. Staff report is very accurate and board members comments correct. Would you define corner locations. It appears that the way the area is set up; most of the buildings are corner tenant. Joe Carosella Brought up the site plan on the screen to explain corner tenants. Terra Spero It was asked if someone had a site plan of this project with the setbacks. A site plan was brought on the screen to clarify. Also, is there plans for internal directory and it was said that they will come after the project is completed. Agree with the board on comments. Roger Cope Sign package is very good. I would support the height but try to justify the top part of the sign. Rustem Kupi Great package and good staff report. I think the sign should be 14. Should keep the set back and relocate the signs. Motion was made to table this item by Jason Bregman and seconded by Jose Aguila 3

III. PROJECT PLANS A.Depot Square Apartments South of Lake Ida Road A Class V Site Plan, Landscape Plan and Architectural Elevations associated with the construction of a 284 Unit multiple family projects. Exparte Communications All board members received emails. Scott Pape, Senior Planner presented the item through a review of the staff report. Charles Putman Putman & Associates No issues with staff report and we are here for any questions. Tom Head Developer Landscape Architect Traffic Consultant Richard Jones Architect of the Project Mr. Putman gave a powerpoint presentation with no issues with the staff report and presentation. We have also reached out to staff with our technical items. Public Comments Jim Smith SAFE Mr. Smith gave a bike/ped presentation and expressed his concerns on this project. Bruce Bastian Human Power Delray He expressed his suggestion of using Lincoln Road as an alternative. BOARD COMMENTS Roger Cope In favor of staff s recommendation but not liking the architecture of the building. Terra Spero Ms. Spero likes the project. Her concerns are the police reports and are you going to put up any fencing up for the children of the families that will be moving in. Jason Bregman Mr. Bregman is happy with the agreement with SAFE, workforce housing, nice landscaping but disappointing with the architecture. Alice Finst Ms. Finst is concerned with a roadway lock, land uses, sound abatement, too many parking spaces, retention areas (what is being planted there). Tad Rosche Project Manager for Richard Jones Architect He responded on the type of glass they will be using in the building. 4

Jose Aguila Architecture is not exciting and very dense. Jim Knight Architecture is not great. Major point of concern is that we have workforce housing, trying to get people to tri-rail and buses, and the city owns the property right next door and the City is saying that they do not want to have shared use path go through their property. I will not support the project. Rustem Kupi A good project and agree with Jim Knight and not in favor of the architecture. Motion was made by Jose Aguila and seconded by Jason Bregman to approve with conditions the request for a Class IV with the 10 conditions written in staff report with the following change: #14 correcting changing to charging Conditions: #10 add alternative include along I95, through the Historic Train Station Depot property, or improvements to Lincoln Road. Add: #21 The remaining parking spaces that are not required be converted to landscape islands. MOTION CARRIED 6-1 (Jim Knight dissenting) Motion was made by Jason Bregman and seconded by Terra Spero to approve with conditions the request for a landscape plan with conditions: 1. Strike condition regarding the technical items striking the requirement for irrigation plan at the time of site plan approval still required for building permit. 2. That the Coco Plum and the Ilex in the landscape plan each have 50% of vegetation counts be some native equivalent. 3. That the number of Cypress trees of the two types show in staff report be doubled in quantity for the entire site plan and placed in the detention areas. 4. Where space allows have (2) layers of shrubs surrounding the AC unit. 5. New planter islands from condition #21 of the site plan condition to be planted per City code MOTION CARRIED 6-1 (Jim Knight dissenting) Motion was made by Jose Aguila and seconded by Terra Spero to approve architectural elevations with condition: 1.Detail with the stucco siding. MOTION FAILED 1-6 (Jason Bregman, Jim Knight, Jose Aguila, Alice Finst, Roger Cope, Rustem Kupi dissenting) Motion made by Jason Bregman and seconded by Jose Aguila to postponed the architectural elevations MOTION CARRIED 6-1 (Jim Knight dissenting) 5

B. Vintage Tap 524 W. Atlantic Avenue Class III Site Plan Modification associated with the addition of a cooler to the rear of the property. Exparte Communications None. Estelio Breto, Senior Planner presented the item through a review of the staff report with a condition as follows: That the proposed cooler is screened with a landscape material supported by the City Horticulturist and that this is detailed and located on the plan prior to certification. Ryan O Riordan Vintage Tap Mr. O Riordan is in agreement with staff and here to answer any questions. Board Comments Alice Finst Just wanted to know about the outdoor seating and serving. Motion made by Jason Bregman and seconded by Terra Spero approve of the Class III site plan of adding a cooler in the rear of the property with the condition stated in staff report. C. Delray Fire HQ 501 W. Atlantic Avenue Class II Site Plan Modification associated with hardscape and landscape improvements. Exparte Communications None. Estelio Breto, Senior Planner presented the item through a review of the staff report. Tammy Cook Calvin, Giordano & Associates - Ms. Cook is in agreement with staff and here to answer any questions. Board Comments All agree that this is a great project. Motion made by Jason Bregman and seconded by Terra Spero approve of the Class II site plan modification with conditions that (1) the applicant work with the city s Senior Landscape Planner also on the plant type and swale plants and (2) to work with the CRA for proper spacing on the benches handrails. 6

D. Cranes Beach House 82 Gleason Street Class I Site Plan Modification associated with the addition of balconies, windows and doors. Exparte Communications Alice Finst- Went to the property and walked around. Terra Spero I spoke with some people at the property. Estelio Breto, Senior Planner presented the item through a review of the staff report Francisco Perez-Azea Perez Design is in agreement with staff and here to answer any questions. Board Comments - All board members like the project. Motion made by Jason Bregman and seconded by Terra Spero approve of the Class I site plan modification with the addition of balconies, windows and doors. E. Gracey Building 271 NE 6 th Avenue Class I site plan modification associated with architectural elevation changes. Mr. Jose Aguila stepped down on this item. Exparte Communications None. Estelio Breto, Senior Planner presented the item through a review of the staff report with a condition as follows: Matt Gracey Owner Mr. Gracey is in agreement with staff and here to answer any questions. Board Comments All board members liked the project. 7

Motion made by Jason Bregman and seconded by Terra Spero approve of the Class I site plan of modifications with two conditions: 1. That the whole building gets painted, rear apartment with some associated matching detailing. 2. That the pink and beige colors be removed from the building. MOTION CARRIED 6-0 (Jose Aguila stepped down on this item) Staff Comments July 9 th meeting will have the Rack Shack and AVDA Residential Building.
