Deprivation in Wiltshire: Indices of Deprivation 2010 Executive Summary 1. The government, through the Department for Communities and Local Government (DCLG), has produced a set of data to aid the assessment of relative levels of deprivation across : The English Indices of Deprivation 2010 (ID 2010). The Indices provide scores and ranks for all 32,482 Lower Level Super Output Areas (LSOAs) in for seven domains of deprivation and for a combined Index of Multiple Deprivation (IMD). The seven domains are: Income; Employment; Health Deprivation and Disability; Education, Skills and Training; Barriers to Housing and Services; Crime, and; Living Environment. The LSOAs are ranked with 1 being the most deprived and 32,483 being the least. This data updates previous Indices for 2004 and 2007. 2. The average IMD rank for Wiltshire s LSOAs in the ID 2010 is 22,229, therefore comparing favourably against the benchmark in terms of overall deprivation. However, the county has seen an increase in relative deprivation since the 2007 Indices, as shown by the decrease in this average rank. 3. The highest levels of relative deprivation in Wiltshire relate to Barriers to Housing and Services, reflecting the rural nature of the county, and Education, Skills and Training. 4. As well as the overall IMD, all but one of the deprivation domains show an increase in relative deprivation in Wiltshire from the ID 2004 to ID 2010 compared to the benchmark. The largest relative increases in deprivation are recorded in the Crime; Health Deprivation and Disability and; Living Environment domains. The Barriers to Housing and Services domain saw a relative decrease in deprivation from ID 2004 to ID 2010. 5. The average overall IMD rank for Wiltshire s 10% most severely deprived LSOAs is 8,730, substantially below the average for the county as a whole. The average rank in Wiltshire s 10% least deprived LSOAs is 31,303 making these among the least deprived areas in. 6. For the first time, Wiltshire now has one LSOA in the 10% most severely deprived in ; Salisbury St Martin central. This area is also now in the 10% most deprived in with regards to Health Deprivation and Disability; again, this is the first time that Wiltshire has had an LSOA in this category.

Deprivation in Wiltshire: Indices of Deprivation 2010 7. The ID 2010 indicates that the total number of income deprived people in Wiltshire is around 39,100. This figure has increased substantially from 6.9% of the total population in the ID 2004 to 8.6% of the total population in the ID 2010. The majority of this increase took place between the ID 2004 and ID 2007. There has been only a small increase in the size of the income deprived child population. However, the income deprived older people population has seen a large proportional increase from around 9.1% of the 60 plus population in Wiltshire in the ID 2004 to around 12.1% in the ID 2010. 8. Wiltshire s employment deprived population stands at around 16,600 people in the ID 2010 data; with a moderate increase of around 2,200 people from the ID 2004. Unlike the income deprived population, the majority of this increase occurred between the ID 2007 and ID 2010; a time period that included the start of the economic downturn (with the ID 2010 being mainly based on data from 2008). Even taking the onset of recession into account, the decrease in Wiltshire s average rank for the Employment domain indicates that this increasing employment deprivation is significant. 9. Seven of the 10% most severely deprived LSOAs in Wiltshire are found in Salisbury Community Area; five in Chippenham; four in Trowbridge; three in Devizes and two in Melksham. Of rural parts of the county, the north and west appear generally less deprived when compared to south and east. In addition; a. Trowbridge Community Area has the highest number of LSOAs in the 10% most deprived for the Crime domain (seven), even though it has only four in the most deprived for overall deprivation; b. The most prominent form of deprivation in Westbury Community Area appears to be Income deprivation, with three LSOAs in the 10% most deprived for this domain compared to a maximum of only one for the other domains; c. Deprivation with regards to Education, Skills and Training is relatively evenly distributed, with four LSOAs in the 10% most deprived in each of Salisbury, Trowbridge and Melksham Community Areas, with this being the most prominent form of deprivation in the Melksham area; d. For the Health Deprivation and Disability domain, four of the five most deprived LSOAs in the county are located in the Salisbury Community Area.

Deprivation in Wiltshire: Indices of Deprivation 2010 10. Bowerhill south in Melksham Community Area has seen the largest positive change in IMD rank from the ID 2004 to ID 2010 followed by Calne Lickhill north, both presumably relating to changes in housing mix. Chippenham Community Area contains the highest number of LSOAs that have seen the largest positive changes in Wiltshire for national IMD rank, including the whole of the Pewsham estate area and number of areas in the west of the town. Trowbridge Community Area has the second highest number of LSOAs that have seen the largest positive changes in Wiltshire, followed by Calne Community Area. 11. The Ludgershall east and Faberstown and Ludgershall north LSOAs in Tidworth Community Area have seen the largest negative changes in national IMD rank, followed by the Devizes East - north and Chippenham Redland north LSOAs. Chippenham Community Area has the highest number of LSOAs in the county that have seen the largest negative change in national IMD rank followed by Salisbury Community Area; with these areas being mainly located in central parts of the towns. 12. The key message to take from this new dataset is that while Wiltshire still reflects favourably against the national picture with regards to deprivation, the county is becoming relatively more deprived in relation to all deprivation domains with the exception of Barriers to Housing and Services. Associated with this increase in relative deprivation, Wiltshire now for the first time has one area in the 10% most severely deprived in with regards to overall deprivation: Salisbury St Martin central. 13. A further key message to be taken from this data is that while the size of Wiltshire s employment deprived population 1 has increased mainly as a result of the recession, the county s decreasing national rank with regards to employment deprivation indicates that Wiltshire has other issues that are increasing employment and other forms deprivation relatively compared to the benchmark. This is particularly highlighted by the increasing size of Wiltshire s income deprived population 2 prior to the onset of the recession. 1 Which includes those on Incapacity Benefit, Employment and Support Allowance and Severe Disablement Allowance, as well as recipients of Jobseekers Allowance and participants in the New Deal. 2 Which includes adults and children in Income Support households; income-based JSA households; Pension Credit (Guarantee) households; Working Tax Credit and Child Tax Credit households with income below 60% median before housing costs and; subsistence and/or accommodations supported asylum seekers.

1. Introduction 1 1. Introduction The government, through the Department for Communities and Local Government (DCLG), has produced a set of data to aid the assessment of levels of deprivation across : The English Indices of Deprivation 2010 3 (ID 2010). This assessment is used extensively by government and others to assess relative needs and to influence resource allocation: The Indices are central to the evidence base for regeneration policy in and help target limited resources appropriately. As a composite index, the Index of Multiple Deprivation fits well with moves from Government to take a holistic approach to developing local services. The fact that the Indices cover a range of domains means that they will also be useful to local communities as they drive forward policies in their own way to address their own local priorities. The Indices also allows communities to compare their areas with similar, or nearby, areas on a range of nationally consistent measures. This helps residents to gauge their relative levels of deprivation, assess whether progress is being made and hold relevant authorities accountable. The English Indices of Deprivation 2010, DCLG. While Wiltshire is considered to be relatively prosperous, there are pockets of deprivation that are often hidden in official statistics. The ID 2010 goes some way in identifying where deprivation exists in Wiltshire and in measuring its severity. The ranking system used in the Indices allows a comparison to be made of deprivation levels within Wiltshire, as well as comparison of Wiltshire against the rest of. The ID 2010 is an update of previous indices for 2007 (ID 2007) and 2004 (ID 2004), and like these, has been created using the Lower Level Super Output Area (LSOA) geography 4. The Indices are measures of deprivation for every LSOA and local authority area in. They combine a number of indicators that cover a range of different forms of 3 http://www.communities.gov.uk/communities/research/indicesdeprivation/deprivation10/ 4 The LSOAs geography was created by the Office for National Statistics (ONS) because other geographies, with varying areas and populations, were considered inconsistent and subject to change. LSOAs are to remain constant and are constrained to have consistent populations of between 1,000 and 3,000, averaging 1,500. This stable geography allows consistent time series analysis and fair comparison between areas. LSOAs define smaller areas than wards and therefore more likely to highlight smaller pockets of deprivation. However, deprived pockets in the geographically large rural LSOAs can easily be overlooked.

1. Introduction 2 deprivation, or domains, into a single deprivation score for each area: the Index of Multiple Deprivation (IMD). The deprivation domains are listed below, together with their weightings used in calculating the combined IMD: Income Deprivation: 22.5% Employment Deprivation: 22.5% Health Deprivation and Disability: 13.5% Education, Skills & Training Deprivation: 13.5% Barriers to Housing & Services: 9.3% Crime: 9.3% Living Environment Deprivation: 9.3% Supplementary domains are also derived for income deprivation affecting children and income deprivation affecting older people. A detailed description of all of the domains, and the indicators used in calculating them, can be found in Appendix 1 of this report. Some measures within the different domains have been altered or replaced over the years from the ID 2004 and ID 2007 and a detailed breakdown of these changes can also be found in this appendix. It should be noted that in most cases, the data used to produce the indicators in the ID 2010 relates to 2008 5. Similarly, the data used to generate the ID 2007 mainly relates to 2005 and that for the ID 2004 relates mainly to 2001 and 2002/3. The full dataset for the ID 2010 for Wiltshire can be found online via the Intelligence Network at: http://www.intelligencenetwork.org.uk/community/ There are 32,482 LSOAs in and within the Indices of Deprivation they are ranked so that the most deprived LSOA is numbered 1 and the least deprived is numbered 32,482. So, when for example Warminster East Boreham has an overall index of 13,237 it means that it is the 13,237th most deprived LSOA in. County Average Ranks: Benchmarking Deprivation in Wiltshire In order to compare deprivation in Wiltshire against a national benchmark, the average rank of all of the LSOAs in Wiltshire has been calculated for each of the deprivation domains (Table 2.1). As set out above, there are 32,482 LSOAs in, with a rank of 1 indicating the most deprived and 32,482 the least deprived. The average rank for the overall measure of deprivation (IMD) in Wiltshire for the ID 2010 is 22,229, with Wiltshire therefore reflecting favourably against as a whole. However, while the IMD average rank increased slightly from the ID 2004 to ID 2007 (reflecting a small relative decrease in deprivation) the average rank in the ID 2010 is lower than in either 2004 or 2007, reflecting a relative increase in deprivation. Deprivation in Wiltshire County 5 Of the seven primary domains making up the overall IMD, the average ranks are mostly in a similar range to that for the overall average IMD: Income 21,551; Employment 22,265; Health Deprivation and Disability 23,015; Crime 23,734 and; Living Environment 21,802. However, the average ranks for the Barriers to Housing and Services and Education, Skills and Training domains are somewhat lower at 14,401 and 18,884 respectively, reflecting relatively higher levels of deprivation in these domains. Wiltshire s relatively high level of deprivation with regards to Barriers to Housing and Services is due to the rural nature of the county meaning that barriers to housing (mainly high house prices) and services are inevitably greater than in more populous areas. The Education, Skills and Training domain is composed of two sub-domains the Children and Young People sub-domain, relating to educational achievement and participation; and the Skills sub-domain, which reflects workforce qualification levels and is based on the 2001 Census. The average rank within the Children and Young People sub-domain is lower at 17,805 compared to 19,473 for the Skills sub-domain. All but one of the seven primary deprivation domains (Barriers to Housing and Services) have seen a decrease in average rank from ID 2004 to ID 2010, reflecting an increase in relative deprivation (Table 2.1. and Figure 2.1). The degree of change is generally fairly small, with the greatest decreases in average rank in the Crime; Health Deprivation and Disability and; Living Environment domains. The smallest degree of change in average rank has been within the Income domain, as well as in the supplementary Income Deprivation Affecting Children (IDACI) and Income Deprivation Affecting Older People (IDAOPI) indices, with the IDACI average rank remaining almost static.

Relative Deprivation in Wiltshire s Most and Least Deprived Areas The average IMD rank within Wiltshire s 10% most deprived LSOAs is 8,730, substantially below the whole county average. This figure has decreased by 2,335 from the ID 2004 to ID 2010, reflecting a relative increase in deprivation compared to a national benchmark (Figure 2.2). Of the seven primary deprivation domains, the lowest average rank within the 10% most deprived LSOAs in Wiltshire for that domain is for the Barriers to Housing and Services domain (average rank of 792), followed by the Education, Skills and Training domain (average rank of 3,861). Average ranks within the 10% most deprived LSOAs in Wiltshire for the other primary domains range between 6,949 (Employment) and 9,245 (Crime). The largest change in relative deprivation within the 10% most deprived LSOAs has been within the Health Deprivation and Disability domain, with a decrease in average rank of

This is followed by the Living Environment domain (decrease of 3,972) and Employment domain (decrease of 3,648). The 10% least deprived LSOAs in Wiltshire have an average IMD rank of 31,303, indicating that these LSOAs are among the least deprived in. Relative levels of deprivation within this group have changed very little from the ID 2004 to ID 2010, with an increase in average rank of 154 since ID 2004, indicating a marginal relative decrease in deprivation. The seven primary domains have similar average ranks in this least deprived category and also show very little change from the ID 2004 to ID 2010. The exception to this is the Barriers to Housing and Services domain, which shows an increase in average rank of 3,076 from ID 2004 to ID 2010 indicating a relative decrease in deprivation.

The difference between the average IMD rank for the 10% most and 10% least deprived LSOAs in Wiltshire is 22,573, with an increase in this difference of 2,488 from the ID 2004 to ID 2010. The greatest difference in average rank between the 10% most and 10% least deprived LSOAs is for the Barriers to Housing and Services domain, followed by the Education, Skills and Training domain (Figure 2.4). The smallest difference is for the Health Deprivation and Disability domain and the supplementary IDAOPI, however, the Health Deprivation and Disability domain has shown the largest increase in difference from the ID 2004 to ID 2010 (an increase of 4,413). The majority of other domains have also seen an increase in the difference between the average rank in the 10% most and least deprived LSOAs from the ID 2004 to ID 2010, with only IDACI showing a small decrease.

Number of Wiltshire Areas among the Most Severely Deprived in For the first time Wiltshire now has one LSOA in the most severely deprived 10% in on the overall measure of deprivation (Salisbury St Martin - Central), along with a total of five LSOAs in the 20% most deprived (an increase of 1 LSOA from ID 2004 to ID 2010) and 14 in the 30% most deprived nationally (an increase of 5 LSOAs - Table 2.2). The Salisbury St Martin central LSOA is also now in the 10% most deprived in with regard to the Health Deprivation and Disability domain; again this is first time that Wiltshire has had an LSOA in this category for the Health domain. There has been a moderate increase in the total numbers of Wiltshire LSOAs in the most deprived categories nationally for the Income domain, but a comparatively sharp increase in the number of LSOAs in the most deprived categories in for the Employment domain. This domain has seen an increase of 3 LSOAs in the 10% most deprived in, and this is again the first time that Wiltshire has had any LSOAs in this category for the Employment domain. The domain has also seen an increase of 8 LSOAs in the 20% most deprived nationally and 14 LSOAs in 30% most deprived.

Deprivation in Wiltshire County 11 The Barriers to Housing and Services domain has the highest number of LSOAs in the most deprived categories nationally (49 LSOAs in the 10% most deprived in ; 75 in the 20% most deprived and; 99 in the 30% most deprived for the ID 2010). This is, however, the only domain to have seen a decrease in the numbers of LSOAs in these most deprived categories (Table 2.2. and Figure 2.5). Figure 2.5. Appendices 3 to 12 of this report contain tables showing the 10% most deprived LSOAs in Wiltshire for each of the primary deprivation domains and the supplementary IDACI and IDAPI and indicate which of these LSOAs are in the most deprived categories in. 2.4. Wiltshire s Income and Employment Deprived Populations The scores for the two most important domains, income deprivation and employment deprivation, are real proportions of the population in each LSOA since they are derived from non-overlapping counts of people in families in receipt of means tested benefits; or of people

2. Deprivation in Wiltshire County 12 excluded from the labour market through unemployment, disability or ill health. The same is true of both the supplementary IDACI and IDAOPI, which are subsets of the income domain 6. We can therefore do two things with these domains which cannot be done with the overall index or the remaining five domains. The score can be applied to relevant population data to derive a real, quantitative measure of the number of people subject to income and employment deprivation in each LSOA, and the number of 0 to15 year olds or people aged 60 and over (excluding prisoners) in each LSOA who are in families claiming means tested benefits. The ID 2010 indicates that the total number of income deprived people in Wiltshire is around 39,100 (Table 2.3). This figure has increased substantially from the ID 2004 to ID 2007, with a growth of around 9,000 people, and then remained essentially flat between the ID 2007 and ID 2010. Even allowing for the increase in the county s population through this time this remains significant, with the size of the income deprived population increasing from 6.9% of the total population in ID 2004 to 8.6% of the total population in ID 2010. Interestingly, even though the average ranking for the Income domain in Wiltshire shows only a fairly small increase in relative deprivation through this time compared to a national benchmark (Table 2.1), the size of growth in the county s deprived population as outlined above has been marked. There has been only a small increase in the size of the income deprived child population from ID 2004 to ID 2010 (Table 2.3). However, the income deprived older people population has seen a large proportional increase with the rate of income deprivation among older people in Wiltshire increasing from around 9.1% of the 60 plus population in ID 2004 to around 12.1% in ID 2010. Similarly to the overall income deprived population, the majority of the increases within these younger and older populations occurred from the ID 2004 to ID 2007, with the size of the income deprived children population actually decreasing somewhat from ID 2007 to ID 2010. 6 The income deprived children index refers to children below the age of 16, and the income deprived older people index refers to adults aged 60 and over.

2. Deprivation in Wiltshire County 14 Wiltshire s employment deprived population stands at around 16,600 people in the ID 2010 data; with a moderate increase of around 2,200 people from the ID 2004. Unlike the changes in the income deprived population outlined above, the majority of the increase in the employment deprived population occurred between the ID 2007 to ID 2010. As the data used in the production of these indices relates primarily to 2001, 2005 and 2008 (as set out in the introduction to this report and Appendix 1), this time series captures the start of the economic downturn. However, even taking the onset of the recession into account, the decrease in Wiltshire s average rank for the Employment domain (Table 2.1 and Figure 2.1) and the increase in the number of LSOAs in the county that are in the most severely deprived in with regard to this domain (Table 2.2 and Figure 2.5) indicates that this increasing employment deprivation in Wiltshire is significant. It should also be noted that the overall size of the employment deprived population in Wiltshire and the rate as a percentage of the working age population increased slightly from the ID 2004 to ID 2007 in spite of the relatively buoyant national economy during this time.

3. Local Variations in Deprivation 15 3. Local Variations in Deprivation 3.1. Wiltshire s Most Severely Deprived Areas For the overall measure of deprivation (IMD) the most deprived areas are typically urban, as these areas generally have the highest proportions of income and employment deprived people. Seven of the 10% most severely deprived LSOAs in Wiltshire are found in Salisbury Community Area; five in Chippenham; four in Trowbridge; three in Devizes and two in Melksham (Table 3.1. and Figure 3.1). Of rural parts of the county, the north and west appears generally less deprived when compared to south and east (Figure 3.1.). The Income, Employment, Health Deprivation and Disability, Education, Skills and Training and Crime domains show similar trends to the overall IMD, with the largest numbers of severely deprived LSOAs in the community areas which contain the county s main urban areas (Table 3.1). Deprivation in these domains also shows a similar geographic distribution, although the distinction between rural north west and south east Wiltshire is less prominent (Figure 3.2). There are a number of interesting community area level variations within these deprivation domains as set out below: Trowbridge Community Area has the highest number of LSOAs in the 10% most deprived for the Crime domain (seven), even though it has only four LSOAs in the 10% most deprived for overall deprivation; The most prominent form of deprivation in Westbury Community Area appears to be Income deprivation, with three LSOAs in the 10% most deprived for this domain compared to a maximum of only one for the other domains; Deprivation with regards to Education, Skills and Training is relatively evenly distributed, with four LSOAs in the 10% most deprived in each of Salisbury, Trowbridge and Melksham Community Areas, with this being the most prominent form of deprivation in the Melksham area. The least deprived areas with regards to this domain appear particularly focused in the north and west of the county; For the Health Deprivation and Disability domain, four of the five most deprived LSOAs in the county are located in the Salisbury Community Area.

3. Local Variations in Deprivation 16 The Barriers to Housing and Services and Living Environment domains show different geographic patterns to the domains described above, with the highest numbers of the 10% most deprived LSOAs in Wiltshire located in rural parts of the county (Figure 3.2. E and F). This reflects in the Community Area total numbers of LSOAs in the 10% most deprived for these domains (Table 3.1). Maps of the local variations in IDACI and IDAOPI ranks are shown in Appendix 13 of this report and of Wiltshire s income and employment deprived populations in Appendix 14. This is followed by Calne Lickhill north, which has seen an increase in national rank of 9,374 and Wiltshire rank of 110. These changes are assumed to relate largely to local changes in housing mix. Local Variations in Deprivation 23 The Ludgershall east and Faberstown and Ludgershall north LSOAs in Tidworth Community Area have seen the largest negative changes in national IMD rank, followed by the Devizes East - north and Chippenham Redland north LSOAs (Table 3.3). 4. Key Messages 26 4. Key Messages The key message to take from this new dataset is that while Wiltshire still reflects favourably against the national picture with regards to deprivation, the county is becoming relatively more deprived in relation to all deprivation domains with the exception of Barriers to Housing and Services. Associated with this increase in relative deprivation, Wiltshire now for the first time has one area in the 10% most severely deprived in with regards to overall deprivation: Salisbury St Martin central. This area is now also in the 10% most severely deprived in with regards to the Health Deprivation and Disability domain, and is one of three areas in Wiltshire in the 10% most deprived in for the Employment domain. For both the Health and Employment domains, this is again the first time that Wiltshire has had any LSOAs in the most deprived 10% nationally. The majority of data in the ID 2010 relates to 2008 and so captures the onset of the economic downturn. A further key message to be taken from this data is that while the size of Wiltshire s employment deprived population has increased mainly as a result of the recession, the county s decreasing national rank with regards to employment deprivation indicates that Wiltshire has other issues that are increasing employment and other forms deprivation relatively compared to the benchmark. This is particularly highlighted by the increasing size of Wiltshire s income deprived population prior to the onset of the recession. In order to further understand the drivers of the increasing relative deprivation in Wiltshire and to examine how these trends have developed in more recent data, follow-up research is being carried out that will examine all available datasets relating to the key deprivation domains.

To allow for comparison between the different editions of the ID (2004, 2007 and 2010) details of any changes in the composition of each domain have been included. Child benefit data was constructed using more appropriate time-series data which reduces the occurrence of staying on rates over 100%. 2007-2010 To uphold a consistent message with the department of education the average points score at Key Stage 2 and 3 used the level achieved data rather than actual test scores which were used in the ID2007. A more accurate measure of school absence rates at LSOA level has been developed since ID2007 and so has been adopted in the ID2010.

Appendices 32 Barriers to Housing and Services Domain: The purpose of this domain is to measure barriers to housing and key local services. The indicators are structured into two-sub domains: geographical barriers, and wider barriers which includes issues relating to access to housing, such as affordability. The indicators for this domain are: Sub Domain: Wider Barriers: Household overcrowding (Source: 2001 Census). LA level percentage of households for whom a decision on their application for assistance under the homeless provisions of housing legislation has been made assigned to the constituent SOAs (Source: Communities and Local Government, 2008-09). Difficulty of Access to owner-occupation (Source: modelled estimated produced by Heriot-Watt University, 2008). Sub Domain: Geographical Barriers: Road distance to a GP surgery (Source: National Administrative Codes Service, 2010). Road distance to a general stores or supermarket (Source: MapInfo Ltd, 2008). Road distance to a primary school (Source: DCFS, 2010). Road distance to a Post Office or sub Post Office (Source: Post Office Ltd, 2008). Adaptations 2004-2007 No changes have been made to the indicators. 2007-2010 A minor methodological modification of the access to owner occupation indicator has occurred since the ID2007.

Appendices 33 Crime Domain: This domain measures the rate of recorded crime for four major crime types, representing the risk of personal and material victimisation at a small area level. The indicators for this domain are: Burglary (4 recorded crime offence types, Police Force data for April 2008- March 2009, constrained to Crime and Disorder Reduction Partnership (CDRP) level). Theft (5 recorded crime offence types, Police Force data for April 2008-March 2009, constrained to CDRP level). Criminal damage (11 recorded crime offence types, Police Force data for April 2008- March 2009, constrained to CDRP level). Violence (19 recorded crime offence types including Robbery, Police Force data for April 2008-March 2009, constrained to CDRP level). Adaptations 2004-2007 No changes have been made to the indicators. 2007-2010 No change in the methodology has occurred. However the Home Office has redefined some of the offence categories but not to a level that has changed the indictor definition. Living Environment Domain: This domain focuses on deprivation with respect to the characteristics of the living environment. It comprises two sub-domains: the indoors living environment which measures the quality of housing, and the outdoors living environment which contains two measures about air quality and road traffic accidents. The indicators for this domain are: Sub-Domain: The indoors lining environment: Social and private housing in poor condition (Source: BRE and Communities and Local Government, modelled EHCS, 2005). Houses without central heating (Source: 2001 Census).
